Function

Job Summary

Facilitate the procurement, tendering and contracting processes for all Network infrastructure and related services

Principal Functions

Provide inputs for the update of procurement policies, processes and procedures with regard to contracts and tenders for all Network infrastructure and related services
Keep abreast of global and local best practices with regard to procurement management
Assist in continuously reviewing procurement activities with regard to all Network infrastructure and related services, make recommendations for improvement and implement approved initiatives to ensure enhanced team performance
Establish and maintain relationships with key internal and external stakeholders – including suppliers, vendors and contractors
Liaise with the Network Department on all procurement requirements
Source and investigate competent suppliers of Network infrastructure for inclusion in the approved vendor list
Prepare and send out requests for quotations to approved Network vendors
Conduct market research as required in connection with availability and price of Network infrastructure and related services
Establish opportunities for partnering with Network vendors to create competitive advantage for Etisalat Nigeria
Receive proposals and tenders from Network vendors and participate in vendor evaluation, selection and negotiation of contract terms, prices and supplies
Develop contract and tender tracking systems to reduce turn-around times on processing requests from user departments
Continuously monitor progress on contracts and tenders processes and ensure fairness and equity across board
Receive and evaluate constant feedback from various tiers of contract and tenders evaluation
Identify and report potential conflict of interest conditions in the tendering and contracting process
Expedite the procurement process and follow up on vendor purchase order status
Assist in ensuring continuous evaluation of vendor performance and delisting of non-performing Network vendors
Conduct periodic benchmark analysis on Network vendors/ suppliers and obtainable prices and make relevant recommendations for the attention of the Head-Network/ IT Procurement
Provide leadership and guidance to team members and manage subordinates’ performance towards achievement of overall team objectives
Prepare/ compile agreed periodic activity and performance reports for the attention of the Head-Network/ IT Procurement
Perform any other duties as assigned by the Head-Network/ IT Procurement

Educational Requirements

First degree or equivalent
Postgraduate/ professional qualification in a related field will provide an advantage

Experience,Skills & Competencies

Between five (5) and eight (8) years directly relevant post-NYSC work experience, with at least most recent three (3) years in a supervisory role
Ideal candidate must be able to demonstrate solid experience in tender assessment, procurement management and contract management
Ideal candidate must also be able to demonstrate competencies in the following areas:
