POST OF HEAD OF TRAINING & HUMAN RESOURCE DEVELOPMENT
The council, a sub-regional organization responsible for the conduct of a variety of examinations in English-speaking West Africa, has vacancy for an Officer to head its Training and Human Resource Development Unit within the HRM Department. Applications are therefore invited from suitably qualified nationals of member countries, to fill the position.

QUALIFICATIONS AND EXPERIENCE
The Council is looking for a seasoned professional in the field of Training and Human Resource Development between 45 and 50 years of age. The applicant must possess a good University degree (at least Second Class Lower Division) in the Humanities/Arts, Social Sciences, etc., and an appropriate formal training as a trainer. A Masters’ degree in Human Resource Management/Development and membership of a recognized relevant professional body will be an added advantage.

Candidates must possess excellent written and verbal communication skills in English, and competence in the use of Standard IT application software, i.e. word, Excel and Power Point.
He/She must have not a than ten years of instructive experience in the training of staff in reputable organizations.
The candidate should have self confidence, be a goal-getter, and have knowledge in preparation and implementation of strategic plans.

DUTIES
The successful candidate will be based at the Headquarters, Accra, and will be responsible to the Deputy Director, Human Resource Management. He/She will be responsible for identifying training needs of the Council, development of appropriate training programmes, determining training methodology, administration of training budgets and evaluation of the results of all training programmes.

He/She will also be expected to perform other Human Resource Management functions. These duties will embrace all offices of the Council where staff are engaged in wide variety of activities including professional, administrative, technical, clerical and secretarial duties.

SALARY AND CONDITIONS OF SERVICE
The salary for the position is very attractive. Point of entry into the scale will depend on qualifications and experience.
The Council’s Conditions of Service compare favorably with those of other sub-regional organizations. They include free medical care for staff and Dependants, subsidized accommodation, pension contributions etc.
The successful candidate who is a non-Ghanaian will, in addition, be paid allowances applicable to foreign staff, i.e. Foreign Posting Allowance, Examination Allowance, Spouse Allowance, Leave Allowance and Education Allowance. He/she will also enjoy diplomatic privileges.
