Job Title: Institutional Capacity Building Manager
Location: Maiduguri, Borno

Job Summary:

  • Action Against Hunger is currently looking to fill the role of Institutional Capacity Building Manager who will play a key role in supporting the RESILAC Project Coordinator in engaging with key relevant government and civil society stakeholders and leading the identification of major gaps in capacity and systems within key institutions to be filled through appropriate trainings and systems strengthening activities.

Key Responsibilities:

  • Ensure an ongoing collaboration with other RESILAC staff working on the RESILAC programme (Pillars 2.2, 2.3 and 2.4), prioritizing a harmonized and integrated approach to strategy implementation;
  • Develop and maintain a good working relationship with key government and civil society stakeholders, private sector and humanitarian partners working in the same target areas;
  • Proactively assess implementation and impact and propose quality-enhancing solutions or corrective measures on the basis of concrete learning from programme implementation;
  • Ensure the optimal roll out of beneficiary support and accountability mechanisms agreed with the project’s MEAL Officer and national Project Coordinator;
  • Ensure optimal management of Pillar 3 from a budgetary, administrative, and logistic perspective, leading communication with internal departments in AAH-Nigeria, in close collaboration with the national Project Coordinator and on the basis of agreed plans / internal policies;
  • Closely collaborate with the project’s MEAL Officer to define Pillar 3 M&E plan and to design internal monitoring and evaluation tools as required (e.g. training pre/post-tests);
  • Participate to external meetings with partner organisations, Government actors, civil society and international stakeholders, as requested by the national Programme Coordinator;
  • Actively create opportunities to share key messages with relevant stakeholders is strict compliance with the RESILAC communication and visibility protocols and in close collaboration with the national Project Coordinator.

Position Requirements:

  • Minimum of a Bachelor’s Degree or Post Graduate Qualification in Political Sciences, Public Administration or similar field;
  • Minimum of 4 years experience in Government or NGO sector projects focusing on the governance of social services and capacity building of institutional stakeholders;
  • At least 1 year in managerial positions;
  • Excellent understanding of the Nigerian institutional environment, decentralized powers, key processes and decisional steps;
  • Proven experience with mapping stakeholders and conducting capacity diagnostics;
  • Strong motivation to support isolated communities to access basic services;
  • Proven management and coordination skills (HR, projects, and stress management);
  • Proven ability to translate analysis and evaluation into operational planning and strategy;
  • Experience with evaluations and monitoring as well as Program Cycle Management;
  • Clear understanding of child and gender protection issues in the field;
  • Good understanding of the North East Nigeria social and operational environment;
  • Disciplined and able to work and arrive at decisions autonomously and with minimal guidance;
  • Fluent in English language;
  • Excellent English writing skills;
  • Knowledge of Microsoft office applications.

Starting Gross Basic Salary:

  • NGN718,840 Monthly (excluding other benefits)
