The Complex

  • The Vice Presidency for Finance oversees the financial management of the Bank Group. This encompasses the Bank Group’s treasury activities including borrowings from the capital markets and investment activities; controllership functions including financial reporting and loan administration; strategic resource mobilization and the strengthening of the non-statutory financial resources and instruments; the overall asset/liability management for the Bank Group.

The Hiring Department/Division

  • The Financial Control Department of the African Development Bank (The Bank) is responsible for accounting for the financial consequences of the Bank Group’s transactions and decisions, and for the preparation, fair presentation and overall integrity of the internal financial reports and published financial statements.
  • The department is also responsible for loan administration and accounting and related fiduciary responsibilities, including disbursement of funds to projects and programs financed by the Bank Group. Lastly, the department provides decision support and expertise in the development and implementation of financial control policies, operational and financial strategies and related information systems.
  • The primary objective of the Loan Disbursement Division is to ensure compliance with key fiduciary related articles in the Agreement Establishing the African Development Bank and Fund. Ensure that adequate controls are maintained around the disbursement of Bank Group financed project.

The Position

  • Under the general supervision of the Disbursement Officer, the Disbursement Assistant is primarily responsible for determination of the completeness of borrowers’ requests in accordance with the Bank’s policies and procedures, Verification of documentation and processing of disbursements or special commitment requests.
  • The Incumbent provides support to negotiations, mission preparation, and disbursement seminars and ensure timely disbursements of proceeds from Bank Group and co-financed projects in accordance with relevant loan and protocol agreements and Bank Group policies.

Duties and Responsibilities
The Disbursement Assistant  functions will  include the following:

Disbursement Transactions Processing:

  • Analyze  and  determine  the  appropriateness  of  borrowers’  requests  for  disbursements and  the  supporting documentation.
  • Determine whether they should be approved, reduced or rejected in accordance with Bank’s policies and procedures. This requires the identification of irregularities and non-compliance with Bank procedures and policies, as well as highlighting circumstances for further investigation where  the Bank may be exposed to financial risk .
  • Review and recommend changes to disbursement systems, policies and procedures to promote timeliness, accuracy and efficiency in processing while maintaining appropriate internal controls.
  • Draft clear and concise correspondence to borrowers of operational staff on disbursement-related issues.
  • Process special commitment amendments and prepare amendment letters.

Project Management:

  • Respond to questions from Task Team Leaders, borrowers, commercial banks, and suppliers on payments, balances, and application status.
  • Cooperate with concerned departments and stakeholders to resolve disbursement issues promptly.
  • Monitor borrowers’ utilization of special account funds, ensuring that the funds are properly accounted for and used in accordance with Bank procedures.

The Complex

The Hiring Department/Division

  • The Statistics Directorate is responsible for the Bank’s statistical activities that focus on two main components:
    • Providing support for effective development of statistical capacity and systems in African countries for the provision of timely and reliable data to support development results measurement for the High 5s and the Sustainable Development Goals (SDGs) agenda across Africa; and
    • Mainstreaming results measurement in Bank operations to ensure their operational effectiveness as well as to support the Bank’s research, policy and financial services
  • As part of the Statistics Directorate, the Economics and Social Statistics Division ensures that regional member countries (RMCs) provide the Bank with timely, reliable, consistent and regionally comparable data on economic activities (trade, industry, agriculture, finance, infrastructure, etc.)

The Position

  • The purpose of this position is to enhance capacities in RMCs and RECs in statistical production and dissemination for evidence-based policy-making and monitoring and evaluation.
  • The statistics produced include the areas of Economic statistics (Economic and social statistical classifications; Environmental accounting; Industry statistics; Trade statistics; Integrated economic statistics; etc.); National accounts; Statistical Business Registers; Labour Statistics; and Purchasing Power Parities (PPPs).

Duties and Responsibilities
Under the supervision and guidance of the Division Manager, the Principal Statistician will:

  • Provide technical assistance to RMCs to compile national accounts (including estimating or rebasing GDP and other national accounts aggregates) using the 2008 System of National Accounts or any subsequent version thereof;
  • In line with the Strategy for the Harmonization of Statistics in Africa (SHaSA), develop the Bank’s strategy and action plan to improve economic statistics and national accounts in RMCs;
  • Promote the harmonization of economic statistics and national accounts across RMCs;
  • Provide technical assistance and training to RMCs in strategic and technical matters related to economic statistics and national accounts;
  • Provide leadership in ensuring that RMCs integrate the requirements of the International Comparison Program (ICP) related to estimating detailed components of GDP expenditure values in yearly compilation of National Accounts;
  • Help RMCs entrench price data collection for selected goods and services related to private education, dwelling services, compensation of government employees, machinery and equipment as well as construction and civil engineering in their regular activities of sourcing input data for national accounts;
  • Provide leadership in developing manuals, guidelines and tools on concepts, definitions, classifications, methods, and standards related to the production and use of economic statistics and national accounts that are adapted to the African context;
  • Provide leadership in deploying and scaling up Statistical Business Registers (SBR) systems in RMCs using appropriate guidelines and generic SBRs. This will entail revising the SBR guidelines by taking into account the latest international recommendations; translation of the guidelines into French for Francophone countries; training workshops for SBR practitioners in RMCs; and conducting sensitization workshops for heads of National Statistical Offices (NSOs);
  • Contribute to the improvement of Labour Force Statistics and Labour Market Information Systems in Africa;
  • Enhance partnership with the International Labour Organization (ILO) in conducting joint capacity-building activities on labour force statistics and labour market information systems in RMCs. This includes developing a monitoring and evaluation framework for the Bank’s Jobs for Youth in Africa (JfYA) program and working on the Enabling Youth Employment (EYE) Index for Africa;
  • Help RMCs integrate economic statistics through adequately re-engineered statistical production processes and institutional arrangements;
  • Promote partnership and collaboration among development agencies involved in statistical development activities in RMCs. The Bank collaborates with regional agencies like UNECA, AUC, and RECs as well as international and bilateral partners on various regional and sub-regional statistical development programs. This will be achieved under the SHaSA.

The Position

  • The main objectives of this position are to assist the Statisticians of the Bank’s Statistics Department (ECST) in collecting, compiling, organizing and updating the socio-economic databases; disseminating the data on the AfDB Opendata Portal, and in the Bank Annual Report, the African Economic Outlook Report (AEO) and statistical publications; and in formulating statistical and forecast models relating to topical socio-economic issues.

Duties and Responsibilities
Under the supervision of the Division Manager, the Statistician the Statistical Assistant will:

  • Compile and process data from national and international sources concerning national accounts,  consumer price indices, government finance, raw material prices, exchange rates, financial flows, debt, stock market movements;

The Position

  • The Capacity Development (CD) Officer, ECAD1, will play an active role in the day-to-day delivery of the Department’s mandate, ensure that high quality standards are observed, and collaborate with the staff of the Bank’s other departments and outside partners to promote capacity development in Africa.
