African Human Development Centre (AHDC) is a non-governmental, research and development organization dedicated to the development of African human resources. It was founded in 2004 as Global Wealth. The name Global Wealth had to give way to the new name African Human Development Centre (AHDC) in the course of registration with the Corporate Affairs Commission. The organization was registered with the Corporate Affairs Commission in 2007 (CAC/IT/No.23790) under the Land Perpetual Act of 1990. It is also registered with Akwa Ibom State Government through the Ministry of Women Affairs & Social Development.

Job Title: Consultant – Title of Assignment to Conduct WASH (Water, Sanitation and Hygiene) Policy Human Angle Documentary Production
Location: Uyo, Akwa Ibom

Background:

AHDC ,in collaboration with other 5 civil society organizations Akwamfon Sustainable Community Association (ASCA), Better Future Initiative (BFI), Community Partners for Development (CPD), Society for Water and Sanitation in Nigeria (NEWSAN, Akwa Ibom Chapter) and Gender Advocacy and Rural Development in Nigeria (GARDEN) currently implements a project, Akwa Ibom WASH Policy Cluster, with funding support from USAID under Palladium LLC Strengthening Civic Advocacy and Local Engagement (SCALE) Project. The specific objectives of the Akwa Ibom WASH Policy Cluster project are to:
    • Advocate for the development and approval of gender-sensitive and inclusive WASH Policy for Akwa Ibom.
    • Raise awareness and action among decision makers on WASH policy reform in Akwa Ibom State.
    • Advocate for the development of State Open Defecation Free (ODF) Road Map.
    • Engage in budget influencing for improved WASH by pushing for 5% increase each year for 2022 and 2023.

WASH Policy Human Angle Documentary Production:

  • In an effort to raise awareness and push its campaign and advocacy towards achieving the project goal and objectives, the Akwa Ibom WASH Policy Cluster Project intends to produce human angle documentary for airing in both televisions and radio.
  • The documentary is expected x-ray all aspects of water supply, sanitation and hygiene (WASH) in Akwa Ibom State. It should highlight the state of water supply, sanitation and hygiene in urban and small towns as well as rural areas, WASH infrastructure, WASH laws, policy and institutions.
  • The documentary should also highlight the views of experts and technocrats as well as the level of WASH policy development and implementation in the State.
  • The contents should, in addition, aim at behavioral change and to win the support of the populace to push for reforms in the WASH sectors of the State.
  • Now, AHDC intends to procure the services of an expert consultant to produce the WASH Policy documentary for airing on both the television and radio.

Objectives of the WASH Policy Human Angle Documentary:

  • The overall objective of the WASH Policy Human Angle Documentary under this Terms of Reference into document all aspects of WASH issues- practices/behaviors including WASH in school, WASH in health, WASH in public spaces, etc; existing policies, programs/schemes and projects and their implementation; funding, etc.
  • The documentary should provide evidence to support advocacy and campaign designs for the attainment of the overall project goal and objectives. The objectives of the documentary are to:
    • Identify sites in Akwa Ibom State with WASH related issues and document same for airing;
    • Obtain and document views/information from members of Akwa Ibom public on the current WASH situation in the State/communities;
    • Obtain and document information from WASH-related MDAs, WASH- related private sector operators, etc on all aspects of WASH in the State and;
    • Produce high quality documentary acceptable to AHDC/Akwa Ibom WASH Policy Cluster & SCALE/USAID for airing on both radio and television.

Scope of Work:

  • Under the guidance of AHDC/IbomWASH+ Cluster and following the guidelines/Operational Directives (ODs)/Operational Policies (OPs) of the Palladium/USAID, the Consultant (herein after called “the Consultant”) will carry out his/her tasks in accordance with accepted professional standards.
  • The Consultant will deliver timely, sound and diligent services. The Consultant will, in consultation with AHDC, be responsible for following general activities:
    • Developing the contents for the documentary;
    • Conducting field work for video and audio documentation;
    • Conduct interview of community members, experts on WASH issues, officials of WASH relate MDAs
    • Carrying out Scripting of the recorded;
    • Voicing Over
    • Recording of …
    • Editing/production

Methodology:

  • Briefing Meeting with AHDC & Cluster Members: Upon signing of the contract, the Consultant will have briefing meeting with AHDC. This meeting will be used to clarify issues pertaining to the work and to firm up expected outputs from the assignment and to provide any additional information and documents that may be required to aid the Consultant’s work.
  • Review of WASH documents and desk appraisal of WASH situation: The Consultant will be expected to review existing and relevant WASH documents to be abreast with the state of WASH sector in Akwa Ibom State.
  • Identification of communities, sites, institutions for study and experts and government officials for interview. This will be done in conjunction and agreement with IbomWASH+ Cluster members.
  • Contents development: The Consultant will be expected to develop the contents for the documentary that will be approved by AHDC. It is expected that high quality contents that speak to the issues of WASH and that will elicit positive response from critical stakeholders in the WASH sector will be produced.
  • Field Work: The Consultant is to carry out field work to document WASH related stories, scenes, activities, events and opinions to be used in producing documentaries for television and radio. High quality photographs, videos, and audios, etc shall be produced to used in the documentary production. The quality of the videos and photographs shall be subjected to the approval of the AHDC (Contractor).
  • Production: The Consultant will take high quality, high resolution professional motion videos filmed in full HD (1920x1080p) 3 CCD professional equipment as well as ensure the videos meet highest cinematic standards of quality to engage and inspire empathy from viewers. This must be produced using materials collected during the field work. The quality must be high standard acceptable to the Contractor (AHDC). The documentaries will be electronic form and contained in medium to be agreed with AHDC. The number of the documentaries to be produced will be agreed with the AHDC/Contractor.

Deliverables:

  • Inception Report which shall include the work plan and strategies, draft tools to be deployed, contents and reporting format, planned questions/storylines, list of sites and communities as well as stakeholders to be interviewed.
  • Contents of each documentary episode which will be reviewed, validated and approved by IbomWASH Cluster team.
  • The consultant will provide all necessary filming, production, and post-production equipment. No equipment or software (i.e. cameras, computers, movie editing software, etc.) will be purchased under this activity.
  • The consultant is solely responsible for engaging all personnel to facilitate all aspects of this contract as necessary. All costs associated with the film or documentary production and photography will be the sole responsibility of the contractor and should be incorporated in the contract cost proposal.
  • It should 30 Minutes Long for each episode with short versions that can be posted on social media platforms
  • The film in all its versions will bear USAID, Palladium and African Centre logos in accordance to the project visibility guidelines
  • CDs and hard drive copies containing the final versions of the documentaries.

Profile of the Consultant:
The candidate for this assignment / consultancy should have the under-listed qualifications:

  • More than 7 years of experience in filming and producing top-notch quality documentaries for development organizations;
  • Specialization in documentaries related to Water, Sanitation and Hygiene (WASH)
  • Have extensive experience in producing news, documentary films, TV programs and short format films (proof of experience is a MUST);
  • Ability to interact with a cross-section of people, from those at the grassroots to senior officials in government, private sectors and civil societies.
  • Familiarity with Akwa Ibom State environment;
  • Ability to execute this task within the stipulated time without compromising quality
