We are recruiting to fill the vacant position below:

Job Title: Procurement Assistant
Location: Maiduguri, Borno
Reports to: the Procurement Officer – Maiduguri.
Tasks and Responsibilities

  • Adherence to NRC policies, tools, handbooks and guidelines, policies and procedures and other NRC tools and handbooks.
  • Provide anti-corruption, transparency and cost-efficiency focus in all procurement processes.
  • Conduct procurement process with focus on country and NRC regulations.
  • Prepare procurement documents in line with NRC procurement procedures.

Specific Responsibilities

  • Collect cash advances and proceed with cash procurements.
  • Prepare requests for quotations and source bids & quotations in accordance with NRC procurement regulations.
  • Liaise with receiving units and suppliers to collect invoices and Delivery documents.
  • Prepare the payment request, ensure complete paper trail is attached and submit to the Logistics Officer for verification.
  • Maintain proper files for procurement documents (as per local filling procedures).
  • Performs any other task reasonably assigned by the supervisor.

Job Title: Warehouse Store Keeper
Location: Borno
Reports to: Logistics Coordinator.
Tasks and Responsibilities

  • Adherence to NRC policies, tools, handbooks and guidelines, policies and procedures and other NRC tools and handbooks.
  • Prepare computer reports for all warehouse transactions – receipts, dispatches, losses etc and submit them to the Logistics Coordinator.
  • Ensure implementation of all warehouse systems and policies.

  • Ensure implementation of all warehouse systems and policies.
  • Receive materials and supplies, store them in assigned locations and distribute them according to NRC procedures

  • Supervising of the Logistics Assistant – Warehousing.
  • Supervise packing, loading and unloading of all materials documents.
  • Inform Logistics Coordinator on expiry date of consumable items stored at warehouse.

Specific Responsibilities

  • Ensure that only authorized staff are allowed to enter the warehouse and receive supplies or materials.
  • Maintains an up-to-date electronic record of all correspondence related to purchase orders, requisitions and Good Received Notes (GRN) and records.
  • Inform suppliers on short supplies and ensures all over/wrongly consigned goods are returned to suppliers.
  • Ensure availability of storage space and maintain orderliness and cleanliness of the warehouse at all times
  • Ensure safety and security of materials.
  • Prepare monthly stock reports and assist in carrying out periodic physical inventory checks.
  • Immediately report losses, damages or discrepancies to the Logistics Coordinator.
  • Ensures correctness of the contents in respect of the purchase order.
  • Receives and inspects the physical condition of consignments and scrutinizes relevant documents.
  • Inform Logistics Coordinator on expiry date of consumable items stored at warehouse.
  • Update stock reports and share it with relevant staff weekly basis.
  • Arrange truck and labourers for loading and offloading the materials at warehouse.
  • Performs any other duty assigned by the Logistics Coordinator/Manager.

Job Title: ICLA Technical Assistant 
Location: Borno
Reports to: Logistics Coordinator.
Job Summary

  • As part of the emergency response, the main focus for NRC will be targeted at the provision of protection through the ICLA legal aid program for conflict affected populations including IDPs, returnees and the local communities in Borno State.
  • NRC is implementing activities in the area of food security, water and sanitation and shelter sectors.
  • NRC will implement the Information, Counselling and Legal Assistance (ICLA) programme to assist people affected by displacement to exercise their Housing Land & property rights and identity documentation rights including civil documentation. NRC is therefore seeking an ICLA Project Officer in Maiduguri, Nigeria for 2017.
  • The ICLA Technical Assistant reports to the ICLA Project Officer based in Maiduguri.

The ICLA Technical Assistant will contribute and assist the ICLA Project Officer in the following activities:
Tasks and Responsibilities

  • Adhere to NRC policies, tools, handbooks and guidelines
  • Prepare and develop status reports as required by supervisor
  • Promote and share ideas for improvement of the support function
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Involve and inform communities and community leaders about the activities to ensure accountability.
  • Break down the annual operational plans into weekly, monthly and quarterly implementation plans
  • Perform any other duties as requested by the ICLA Project Coordinator and ICLA Programme Manager

Specific Responsibilities

  • Provision of Information counselling and legal assistance on Housing Land and Property
  • Provision of Information Counselling and legal assistance on Identity documentation
  • Facilitation of capacity building training son Housing land and property and Collaborative Dispute resolution
  • Contribute to the monitoring and evaluation of activities and collect evidence to inform advocacy initiatives around HLP and ID issues.
  • Participate and contribute in the development of the ICLA core competency strategy

Qualifications

  • University Degree in Law from a recognized Nigerian University, and a thorough knowledge of Nigerian law.
  • Work experience in the field of law (e.g. courts, attorney or legal aid agencies), preferably experience in working with clients.
  • Valid membership to the Nigerian BAR Association .
  • Previous experience from working in complex and volatile contexts.

  • High-level competency in computer skills (Microsoft Office applications)

Job Title: Coordinator – Housing, Land and Property Sub-Working Group (ICLA)
Location: Maiduguri, Borno State
Job Summary

  • The Norwegian Refugee Council has approximately 5,000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters, NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.
  • In light of the displacement in the north eastern part of Nigeria, NRC is about to start up an emergency response programme in Nigeria to respond to the humanitarian needs.

  • NRC is therefore seeking an ICLA HLP SWG Co-Lead Coordinator in Maiduguri, Nigeria for 2017. The ICLA HLP SWG Co-Lead reports to the ICLA Programme Manager based in Maiduguri. The ICLA HLP SWG Co-Lead will contribute and assist the ICLA Programme Manager in the following activities:

Tasks and Responsibilities

  • Adhere to NRC policies, tools, handbooks and guidelines
  • Facilitate establishment of and co lead the HLP SWG in Borno, Yobe and Adamawa states
  • Promote and support accountability to affected populations
  • Promote mainstreaming of HLP and protection issues
  • Assist the lead agency in monitoring, reporting and analysis

  • Ensure emergency preparedness
  • Undertake training and capacity building

Specific Responsibilities

  • Support action by members to meet the HLP needs of affected populations;
  • Support the establishment/maintenance of coordination mechanisms and tools, making sure that information and data management systems are established and maintained;
  • Secure commitments from humanitarian partners in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities within the HLP SWG;
  • Co-represent the interests of the HLP SWG with different stakeholders;
  • Develop/update agreed response strategies and action plans for the HLP SWG and ensuring that these are adequately reflected in the overall country strategy.
  • Promote mainstreaming of HLP issues
  • Assist the lead agency in monitoring, reporting and analysis
  • Support advocacy and resource mobilization
  • Ensure application of standards, Emergency preparedness and undertake training and capacity building

Qualifications

  • Minimum 5 years of experience from working in a coordination role in a humanitarian/recovery context.

  • High-level competency in computer skills (Microsoft Office applications)
  • Must be able to work under pressure

Context/skills, knowledge and experience:

  • Fluency in English, both written and verbal
  • Knowledge of the context of NE Nigeria is desirable
  • Proven capacity in HLP
  • Experience with previous HLP/protection co-lead position is an advantage
