Job Title: Communications and Community Mobilization Technical Lead

Project Summary

  • In partnership with the Centers for Disease Control and Prevention (CDC), ICAP conducts Population-based HIV Impact Assessments (PHIAs) in specific PEPFAR-supported countries. Each PHIA defines the status of the national HIV epidemic, guide global and local allocation of funding and resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIA data.

Position Summary

  • Under the supervision of the Project Director (PD), The Communications and Community Mobilization Technical Lead will be responsible for coordinating the overall implementation of community-based activities and developing content for and implementing the communications strategy for the PHIA Nigeria project (NPHIA).

Major Accountabilities
Community Mobilization:

  • To lead the development of criteria and scopes of work for identification and recruitment of community mobilizers (CM).
  • To establish the supervision and monitoring plan for implementing partner-led community mobilization procedures and activities prior to a survey team entering an Enumeration Area (EA), during survey data collection, and after survey teams depart from the EA
  • To develop CM materials in concert with other stakeholders, that are consistent with the national policy framework. Develop SOPs and tools for community entry procedures, community level sensitization, survey team feedback and responses to community reactions

Communications:

  • Coordinate and ensure implementation of project and survey communication strategy, including communications at national, provincial, district and community levels including community mobilization.
  • Ensure that implementing partners establish CM activities consistent with the technical and branding requirements established by ICAP and CDC
  • Adapt NPHIA messages to the local context and ensure they are translated into local languages
  • Ensure compliance with established branding strategy, correct logo placement, and donor and partner recognition on all communications.
  • Work with local stakeholders to develop, write, lay out, produce and distribute a range of key communications materials
  • Lead an effective media engagement strategy, including writing and distributing press releases, feature articles, opinion pieces, and similar materials.

Preferred Qualifications and Skills

  • Minimum of five years of experience working on public health projects either in the headquarters of an international organization or in resource-limited settings in the field.
  • Proven experience implementing communications for a public health program or campaign
  • Formal training in Community Development or Social Work
  • At least three years’ work experience in community development and or community mobilization position
  • Experience in the use of community participatory methodologies in health promotion
  • Experience in training, advocacy for change and ability to influence behavior
  • Knowledge of current social, economic, and public health issues related to STD and HIV.
  • Proven leadership, management, communication, inter‐personal, decision‐making and analytical skills
  • Fluent English oral and written communication skills; ability to interact professionally in English.
  • Excellent writing ability, strong interpersonal, group facilitation and oral presentation skills
  • Previous experience in Sub-Saharan Africa, preferably in Nigeria

Job Title: Field Work Management and Implementation Technical Lead

Position Summary

  • Reporting to the PHIA Nigeria (NPHIA) Project Director, the Field Work Management and Implementation Technical Lead (The Field Lead) will be responsible for ensuring that direct NPHIA survey implementing partners are planning, deploying, implementing and supervising data collection activities for NPHIA.
  • This Technical Lead will serve as the main point of contact between NPHIA implementing partners, State government, and ICAPfor survey implementation.
  • The Field Lead will ensure that implementing partners are supervising survey team performance and are monitoring progress toward reaching daily and weekly recruitment targets.
  • The Field Lead will troubleshoot challenges that arise from implementation or are noted in data review, and coordinate quality assurance monitoring in collaboration with partner institutions.

Major Accountabilities

  • Develop a survey quality assurance monitoring plan and oversee its implementation in the field.
  • Develop survey quality monitoring assurance SOPs, tools and reports. Ensure adherence to the protocol, SOPs, and other appropriate regulations, procedures and policies in each State survey
  • Assist in drafting and revising SOPs and training manuals, as needed.
  • Conduct field visits and work with implementing partners to develop schedules of field visits to ensure fidelity to survey procedures with collection of high quality data.
  • Monitor the dashboard for each survey, and use metrics to monitor each survey
  • At the direction of the Project Director, liaise with representatives from local partner institutions (including the Ministries of Health (MoH) and CDC) to discuss progress of the project and to address any challenges or issues that arise during conduct of the project.
  • Participate in the preparation of scientific analyses, abstracts and publications.
  • Perform other duties as assigned.

Education

  • Requires an MD, PHD or MPH or equivalent professional Degree.

Experience, Skills, and Minimum Qualifications:

  • Eight (8) years of experience working on HIV related public health projects either in the headquarters of an international organization or in resource-limited settings in the field of HIV care and treatment for adults or children
  • Minimum five (5) years of experience in the supervision of implementation of HIV related programming, with a preference for experience in the design, delivery and evaluation of HIV programming or population-based impact assessments; preferably in Nigeria
  • Excellent communication, writing and quantitative skills including the development of measurable objectives, operational plans and measurable indicators/targets for public health programs and projects.
  • Demonstrated experience in working in project-based environments requiring the management of multiple and often overlapping priorities and deadlines.
  • Experience working singly with a minimum of supervision and also working in a team-based environment functioning as part of a technical assistance team;
  • Fluency in English (speaking, reading and writing).
