Job Title: Livelihood Officer
Location: Banki, Ngala; Borno State– North East Nigeria (100% field)
Starting date: 1st October 2018

General context of the project
- The Boko Haram armed opposition insurgency started in 2009 and Maiduguri was the epicentre of the armed conflict. The armed conflict later spread to all twenty-seven (27) Local Government Areas (LGAs) of Borno State, North East Nigeria. The conflict took an international dimension as it spread to the neighbouring countries of Cameroun, Niger and Chad, resulting in the displacement of millions of people across all four frontiers. The Armed Opposition Group (AOG) has been killing people in both rural and urban centres in their quest to form a hairline Islamic State in the north east of Nigeria.
- A high number of towns and cities have been burned and destroyed. Social services and amenities have also been destroyed and are now non-existent. Agricultural activities which used to be the source of food security and livelihoods among the rural communities of the North East are no longer existent. Joint military operations by Cameroun, Nigeria, Chad and Niger have resulted in the liberation of 15 LGAs.
Tasks and responsibilities
- The Livelihood office will provide field activity supervision. He/She should promotevalues participatory approaches throughout the project cycle (identification of beneficiaries, awareness raising and sensitisation, Livelihood project activities, Pre and Post Activities Monitoring (PDM) as well as monitoring and evaluation under direct supervision of Livelihood Coordinator. During absence of Livelihood Coordinator, the position will be wholly accountable for project under direct supervision of PM (National / Expatriate).
Specifically:
- Facilitate INTERSOS staff, donors’ program staff visiting in field and other key stakeholders for a coordinated implementation of project activities
- Monitor all Livelihood-related activities, including Natural Resource Management, Crop Production, Income Generation activities, Small scale Agricultural Marketing Strategy, Post-Harvest Management, Poultry Farming, Food for Assets activities etc
- Formation of Livelihood project committees
- Conducting project awareness session
- Line management for the Livelihood Project Assistants / casual worker / enumerator working for specific livelihood project activities
- Coordinate, supervise and manage the INTERSOS livelihood project implementation as per plan and REPORTING;
- Participate and Provide primary level information / Assessment / Analysis timely & accurately;
- Ensure adherence to INTERSOS policies, guidance and procedures at field level;
- Provide Livelihood sectoral reports to the Livelihood Project Manager / Coordinator as required;
- Provide regular project progress reports to the Field Coordinator;
- Manage & utilize project budget as per provide limitation for specific activities ensuring transparency and documentation in time;
- Follow up as per provided / guided technical direction for the Livelihood activities and ensure high technical quality of project;
- Ensure that the project targets the beneficiaries that are most vulnerable and most in need;
- Participate in monitoring, PDMs / assessment / verification process with PM;
- Ensure to enhance own capacity building by identifying need to immediate supervisor;
- Implement other tasks as might be required with relation to the INTERSOS Country Program in Nigeria.
Required profile/experience
- B.Sc. Degree in Agricultural Science / Engineering, Animal Science, Veterinary Medicine or international development;
- Minimum 3 years of experience from at national level project implementation position in a humanitarian / recovery context;
- Experience of working in complex and volatile contexts;
- Technical Livelihood knowledge of Natural Resources Management, Crop Production, Water & Irrigation Management, Poultry Production, Animal breeding & brooding, Post-Harvest Management, SAMS and WFP Food for Assets program;

- The Livelihood Project Coordinator should provide overall support and facilitate and values participatory approaches throughout the project cycle (liaison, coordination with government department trainers, training institutions, preparation of training modules covering agriculture, livestock, poultry, NRM, income generation project activities, Pre and Post Activities Monitoring as well as monitoring and evaluation of all field supplies under direct supervision of Livelihood Project Manager. During absence of PM, position will be wholly accountable for project under direct supervision of Head of Base Maiduguri /or PM (expatriate).
Specifically:
- Liaise and collaborate with relevant local authorities, donors’ program staff in field and other key stakeholders for a coordinated implementation of project activities;
- Main responsible as focal person to work with SEMA and NEMA and local government authorities into your project area / state level / national level.
- Coordinates all INTERSOS’s field coordinators i.e. livelihood-related activities, including Natural Resource Management, Crop Production, Income Generation activities, Small scale Agricultural Marketing Strategy, Post-Harvest Management, Poultry Farming, Food for Assets activities etc
- Support to the project staff including recording of attendance, leaves, other matters in close coordination with PM and Admin department;
- Coordinate all Field Co to support them in Livelihood project activities as per plan in close coordination with protection, field, logistic and warehouse officers;
- Provide primary level information / Assessment / Analysis to elaborate project concept notes and proposals for submission to Project Manager;
- Ensure adherence to INTERSOS policies, guidance and procedures at field level;
- Compile and provide Livelihood Field activities reports, PAT inputs & other all report to the PM as required;

During absence of Livelihood Project Manager (expatriate), position will be wholly accountable for project under direct supervision of Food Security & Livelihood Coordinator/ Head of Base.
Specifically:
- Liaise and collaborate with relevant local authorities, donors’ program staff during field visitsand other key stakeholders for a coordinated implementation of project activities;
- Line management for the Livelihood Project staff including Field Coordinators including gender main streaming and ensuring protection protocols are in-line with project;
- Lead in Planning, Coordinating, Monitoring and Reporting all INTERSOS’s field Livelihood-related activities, including Natural Resource Management, Crop Production, Income Generation activities, Small scale Agricultural Marketing Strategy, Post-Harvest Management, Poultry Farming, Food for Assets activities etc.
- Coordinate, supervise and manageLivelihood Projects implementation (activities, budget and project documentation) in line with proposals including strategies and donor requirements (And any advice by management);

Required profile/experience

He/she will promote values participatory approaches throughout the project cycle (identification of beneficiaries, awareness raising and sensitisation, Livelihood project activities, Pre and Post Activities Monitoring (PDM) as well as monitoring and evaluation under direct supervision of Livelihood Officer. During absence of Livelihood Officer, the position will be wholly accountable for project under direct supervision of Livelihood Field Coordinator.
Specifically:
- Assist in all the Livelihood activities including Livelihood beneficiary targeting, and general program implementation.
- Conduct training and sensitisation activities related to the Livelihood project.
- Assist in Planning, supervising and monitoring training, awareness and sensitisation activities, including maintenance and verification of all supporting documentation and activities.
- Assist in Maintaining records of all activities, in order to complete timely reports for INTERSOS and for external actors, including donors.
- Assist in Planning, coordination and monitoring all Livelihood-related activities, including Natural Resources Management, Crop Production, Income Generation activities, Small scale Agricultural Marketing Strategy, Post-Harvest Management and the Food for Assets activities etc.
- Assist the Livelihood Officer in project documentation.
- Promote the rights of displaced people and affected populations, and explore and assess new and better ways to provide timely, effective and appropriate assistance.
- Assist in gap analysis, needs assessment, conducting registration, receiving commodities and distributing to beneficiaries in locations adversely affected by the conflict.
- Ensure to enhance own capacity building by identifying need to immediate supervisor;
- Implement other tasks as might be required with relation to the INTERSOS Country Program in Nigeria.
Required profile/experience
- B.Sc/HND Degree in Agricultural Science / Engineering, Animal Science
- Minimum 1 years of experience from at national level project implementation position in a humanitarian / recovery context;
