John Snow, Inc. (JSI) is a US-based international public health consulting firm that manages projects/contracts in Nigeria through its integrated office in Abuja. Through the Partnership for Supply Chain Management consortium, JSI implements the Supply Chain Management System (SCMS) project for the US Government as part of the US Presidents Emergency Plan for Aids Relief (PSPFAR).

JSI implements the USAID I DELIVER project, funded by the United States Agency for International Development (USAID), a global technical assistance project aimed at increasing the availability of essential health supplies through procurement services and assistance designed to strengthen health commodity supply chains in developing countries.

Job Title: Director for Finance and Administration

Job Description

  • The Strengthening High Impact Interventions for an AIDS-free Generation (AIDSFree) Project is a five-year cooperative agreement funded by the U.S. Agency for International Development (USAID) under Cooperative Agreement AID-OAA-A-14-00046.
  • AIDSFree is implemented by JSI Research & Training Institute, Inc. with partners Abt Associates, Inc., Elizabeth Glaser Pediatric AIDS Foundation, EnCompass LLC, IMA World Health, The International HIV/AIDS Alliance, Jhpiego Corporation, and PATH.
  • AIDSFree supports and advances implementation of the U.S. President’s Emergency Plan for AIDS Relief by providing capacity development and technical support to USAID missions, host-country governments, and HIV implementers at the local, regional, and national level.
  • AIDSFree is currently seeking candidates for a Nigeria-based Director for Finance & Administration. The position is full-time and will be based at the project office in Abuja, Nigeria and will report to the AIDSFree Nigeria Chief of Party, also based in the AIDSFree Abuja Office.

Responsibilities

  • The Director for Finance and Administration will serve as AIDSFree’s lead finance, administration, and operations staff person in Nigeria and will work closely with the Chief of Party and the AIDSFree Nigeria and US based teams to ensure the program is managed and implemented effectively.
  • S/he will provide support which includes, but is not limited to:
    • Oversee all aspects of the AIDSFree Nigeria program’s financial and administrative operations.
    • Recruit and supervise financial and administrative staff and foster a positive and results oriented work and team environment.
    • Oversee human resources functions and activities for AIDSFree Nigeria.
    • Develop approaches to contain costs, improve cost effectiveness and streamline financial management.
    • Monitor program expenditures and budgets and ensure timely and accurate financial reports are provided to the AIDSFree HQ team and to USAID.
    • Provide oversight of procurement of equipment and services.
    • Ensure project funds are used strictly in compliance with AIDSFree, JSI, and USAID procedures, rules, and regulations.
    • Assist the Country Director with daily program management as part of the senior management team.
    • Liaise with the AIDSFree US office team and keep them regularly informed of in country progress, challenges, and any proposed changes or variances in budgets or planning.
    • Oversee project financial and administrative start up and closeout activities.

Qualifications

  • Bachelor’s Degree and 10 years’ experience in Accounting and/or Financial Management.
  • Professional accounting qualification (CPA, CA, ACCA, CIMA) and a Master’s Degree in Business Administration is desired
  • At least 6 years of previous administrative experience with USAID funded projects (PEPFAR funded project experience a plus).
  • Strong understanding of US Government-funded project implementation and assistance and acquisition rules and regulations.
  • Strong general administrative, human resources, and management skills
  • Financial management experience and skills including accounting, budgeting and financial analysis
  • Knowledge of Quickbooks or similar programs and Microsoft Office
  • Excellent English communications skills, both verbal and written
  • Demonstrated competence to assess priorities and manage a variety of activities and staff members in a time-sensitive environment and meet deadlines with attention to detail and quality.
  • Excellent team-work and team-building skills

Job Title: Chief of Party, AIDSFree Nigeria

Job Description

  • The Strengthening High Impact Interventions for an AIDS-free Generation (AIDSFree) Project is a five-year program funded by the U.S. Agency for International Development under Cooperative Agreement AID-OAA-14-000001. AIDSFree is implemented by JSI Research & Training Institute, Inc. with partners Abt Associates, Elizabeth Glaser Pediatric AIDS Foundation, EnCompass LLC, IMA World Health, The International HIV/AIDS Alliance, Jhpiego Corporation, and PATH. AIDSFree advances the implementation of the U.S. President’s Emergency Plan for AIDS Relief by providing capacity development and technical support to USAID missions, host-country governments, and HIV implementers at the local, regional, and national level.
  • In Nigeria, AIDSFree is implementing a project, entitled Sustainable Condom Market. Under this project, AIDSFree will increase vulnerable and key population demand for, and access to condoms, using a total market approach. This will require project engagement across the public, social marketing and commercial sectors to ensure a sustainable condom market. A number of members of the AIDSFree consortium, including JSI and PATH, will contribute to the implementation of the project workplan in Nigeria.
  • The Chief of Party will provide leadership and coordination in strategic planning, program development and management, and will oversee the implementation and evaluation of all activities related to this project in Nigeria. The COP will manage a field-based team of about 12 staff.
  • Please note this a field position for those eligible to work in Nigeria.

Responsibilities

  • Launch project in country. Work with home office staff, including Country Management Team and Operations Team, to establish project office and operations, and complete personnel recruitment.
  • Initiate and maintain collaborative partnerships with the MOH, NACA, SFH, as well as other relevant stakeholders in the commercial sector to obtain support for project interventions.
  • Engage positively and productively with USAID and national counterparts to ensure that the project team is responsive to client needs, requirements, and expectations. Create good client relationships and a high level of customer satisfaction.
  • Lead project implementation in line with the established program approach, objectives, and timeline.
  • Exercise fiscal responsibility for in-country budget and expenditures.
  • Oversee the development of appropriate planning, monitoring, management and control systems to ensure informed decision-making and implementation of project activities.
  • Identify short-term technical assistance needs, define the scopes of work, obtain travel approvals, and organize and support related work to ensure successful outcomes.
  • Oversee monitoring of project activities and ensure incorporation of lessons learned into ongoing activity tasks.
  • Ensure performance against targets. Institute corrective action where necessary.
  • Ensure the timely preparation and implementation of AIDSFree Nigeria workplans and reports
  • Ensure field operations comply with rules and regulations established by JSI R&T Inc., AIDSFree and USAID.
  • Lead annual performance assessments, goal setting, and assist professional development for directly reporting technical staff

Qualifications
Minimum Qualifications:

  • Post graduate or graduate Degree in Public Health, Business Administration/Marketing, Project Management, Pharmacy, Supply Chain Management or equivalent degree.
  • Demonstrated experience in managing public health programs or projects in a developing country, with 10 or more years of senior management experience.
  • Experience with social marketing and/or contraceptive security.
  • Familiarity with whole or total market approaches.
  • Previous work experience managing USAID-funded projects, preferably in a Chief of Party capacity.
  • Demonstrated client engagement skills.
  • Excellent communication, knowledge management, negotiation, leadership, and analytical skills.
  • Commercial marketing experience desired.
  • Ability to travel domestically to project sites as needed

Job Title: Senior Technical Adviser on Surveillance Systems

Job Descriptions

  • MEASURE Evaluation Phase IV is a cooperative agreement awarded by the United States Agency for International Development (USAID) to a consortium of partners lead by the University of North Carolina (UNC) at Chapel Hill, and includes John Snow, Inc. (JSI), Palladium Group, Tulane University, ICF International and Management Science for Health.
  • The overall objective of MEASURE Evaluation Phase IV is to enable countries to strengthen their systems to generate high quality health information that is used for decision making at local, national, and global levels. The project will work to achieve this by concentrating on four result areas:
    • Strengthened collection, analysis and use of routine health data;
    • Improved country-level capacity to manage health information systems (HIS), resources and staff;
    • Methods, tools and approaches improved and applied to address health information challenges and gaps; and
    • Increased capacity for rigorous evaluations.
  • In Nigeria, MEASURE Evaluation Phase IV activities contribute to the results mentioned above by supporting the Nigeria Federal Ministry of Health to develop a strong, sustainable and fully-functioning HIS operating at national and sub-national levels. This includes building local capacity in M&E and strengthening structures and systems capable of producing quality data and promoting the use of data for evidence-based decision making.
  • The Senior Technical Advisor on Surveillance Systems position is located within the office of the Nigeria Centre for Disease Control (NCDC) in Abuja, Nigeria.
  • The Senior Technical Advisor will be under the supervision of the MEASURE Evaluation Nigeria Chief of Party.

Responsibilities

  • In close collaboration with the NCDC and other key FMOH partners the incumbent will perform the following duties and functions:

Specific Responsibilities will include, but are not limited to the following:

  • Provide technical support to the Nigeria Centre for Disease Control (NCDC), the Epidemiological unit of the Federal Ministry of Health and State Ministries of Health with the aim of strengthening the national capacity for control of tuberculosis and leprosy as well as strengthening surveillance system in general;
  • Conduct a quick assessment of current reporting and surveillance / notification system for TB in Nigeria.
  • Conduct a quick assessment of the Infectious disease reporting system (IDSR) in Nigeria
  • Identify how the IDSR can improve completeness of TB notification in public and private health sector
  • Build the capacity of the IDSR system to report on TB diagnosis and outcome in public and private sector – with an emphasis on health facilities not currently enrolled or reporting to the National TB control program
  • Ensure standard reporting of TB cases in the IDSR system with data quality adequate for global notification
  • Review of the current IDSR tools to include adequate reporting of TB cases
  • Collaborate with WHO state surveillance officers to ensure reporting of TB cases by disease notification officers at LGA and state levels
  • Attend monthly update meetings and submit a quarterly report to USAID/ TB team
  • Facilitate collaboration between Department of Planning Research and Statistics (DPRS) National TB Control Program (NTP) and NCDC and WHO, to strengthen TB notification in the context of the IDSR.

Qualifications

  • Medical degree with a post graduate qualification in public health or PhD in Epidemiology from a recognized university preferred
  • Minimum of 7 years of relevant work experiences including experience at the international level and planning and implementing TB programs at national and sub national levels in developing countries.
  • Minimum 3 years’ experience in surveillance and control of infectious diseases;
  • Knowledge of the Nigeria epidemiological policies and activities relevant to the duties listed above;
  • Experience in providing technical support to implementing USAID/USG programs or interventions will be an advantage
  • Strong inter-personal skills and ability to work well in team.
  • Diplomacy and tact to work effectively and harmoniously across partners, host country counterparts, USAID, consultants, other donors and international organizations
  • Written and spoken fluency in English.
