Job Title: GBV Case Worker
Location:
 Maiduguri or Mubi Field Office, Borno
Contract Duration: 6 Months (Renewable based on availability of funding and satisfactory performance)
Key End Results and Typical Responsibilities
General duties and responsibilities:
In collaboration with the GBV / PSS Officer and other members of the UNFPA funded GBV project, the Case Worker will be responsible for the following:

  • The GBV Case Worker will be responsible to provide the day-to-day Management of all GBV cases and including the identification, documentation, developing case plans and follow up.
  • GBV Case Worker will liaises directly with other service providers working within the LGA and communities where the project is implemented and facilitate referrals to other service providers (health including Mental health, Shelter, NFIs and /or legal providers, etc.)
  • Ensures that Survivor Centered Approach Guiding principles maintained and enforced in while working with survivors including in safe spaces for women and girls.
  • Responsible for the overall management of the safe spaces for women and girls
  • Facilitate the setting up of information desk at the women and girls center where adolescent and women of reproductive age can access Sexual Reproductive Health information.

Case Management: The GBV Case Worker is to:

  • Contribute within the women and girls center to the identification of at risk girls, boys and women and ensure proper documentation
  • Support GBV at risk individuals or survivors by referring them when necessary and in respect of their consent to other service providers (Health, legal counselling, shelter, livelihoods or mental health etc)
  • Provide direct support and care for vulnerable women and girls (including survivors of gender-based violence) including basic information counselling and case management: Assessment of survivor needs, developing an action plan, implementing the pan, follow up and case closure processes in line with the GBV case management standard operating procedure and IASC guidelines on case management (SOP).
  • Provide direct age appropriate support and care to vulnerable adolescent and young women (including survivors of GBV) that includes counselling and case management for under 18 years survivors in line with case management: Best Interest Determination (BID), age appropriate engagement and decision making by survivor.
  • Ensure Do No Harm analysis are carried out and the principle of Do No Harm is observed and upheld in all the engagements of the Case Worker.

Administration:

  • Responsible for the selection and supervise all community volunteers working in the women and girls center.
  • Identify resource need and request to supplies for the women and girls center.
  • Responsible for the day to day supervision of artisans providing skills training to vulnerable women at the women and girls center

Grant Planning & Implementation:

  • Produce monthly data and regular narrative reports for different stakeholders as well as donor narrative reports of high quality (in collaboration with line manager and the M&E Officer).
  • Supports implementation and ensure adherence to monitoring and evaluation plans.

Monitoring & Reporting:

  • Provide weekly case update to supervisor (GBV/PSS Officer) including new cases identified, number of referrals, cases closed and follow ups.
  • Provide weekly report on activities at the women and girls center. This will include including key achievements, challenges, lessons learnt and follow up support needed from supervisor.
  • Submit intake forms to GBV/IMS Officer to ensure proper database of cases and analysis of reported cases.
  • Ensure the principle of safety and confidentiality of beneficiaries’ data upheld.

Coordination & Representation:

  • Participate in Bi-Weekly supervision meeting with GBV/PSS Officer and GBV Project Coordinator to ensure adherence to standards of care and appropriate case management.
  • Where necessary and in consultation with the GBV/PSS Officer, participate in LGA level coordination meeting.
  • Participate in case conference meetings and provide summary information on critical cases that required case conference.
  • Maintain positive coordination and relationship with other partners in the field to promote holistic approach to case management.
  • A high degree of flexibility on the part of Case Workers is expected in order to respond to the ever-evolving situation in the North East therefore these terms of reference may change based on the situation on the ground. The Case Worker may be asked or required to perform other duties as identified by his/her supervisor.

Human Resource Development:

  • Supports the orientation, on-going development/training and builds capacity of community volunteers and community based protection mechanisms including Child Protection Committees, Youth Groups, Women Groups and traditional and religious leaders etc

Learning and knowledge management:

  • Document and share relevant information that will inform the development of case studies and or success stories of the project
  • Participate in case review and case conference meetings and share experience on critical/ complex cases.

Dealing with Problems:

  • Ability to manage competing priorities and expectations from internal and external stakeholders and remain calm and resilient in the face of pressure.
  • Manage multiple and work with distant colleagues to form a virtual efficient administration team;
  • Use Plan procedures to settle conflicts among colleagues;
  • Resolve problems that are not covered by established process.
  • Analyze possible causes of problems and suggest solutions to get them resolved.
  • Refer, whenever necessary, the case to supervisor for consideration.

Communications and Working Relationships:

  • Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact
  • Support the preparation of reports for domestic and international consumption.
  • Provide timely responses concerning queries linked with relevant projects or programs.
  • Report to the GBV/PSS Officer;
  • Work with other members of the program units (Community Engagement Officer, Livelihood Officer, Data Management Officer) to ensure effective and efficient program delivery.

Knowledge, Skills and Behaviours Required to Achieve Role’s Objectives
Knowledge:
Qualifications and Experience:

  • BA or equivalent in Social Science, Social Work, Psychology, Counselling, Sexual Reproductive Health, Nursing  or Gender related programs
  • 1 to 2 years of experience in SGBV case management including providing psychosocial counselling for survivors of Gender Based Violence
  • Strong ability to lead activities in women and girls center preferred
  • Background and understanding of adolescent reproductive sexual health and previous experience working with adolescents on Sexual Reproductive Health issues
  • Clear understanding of gender, abuse of power, and issues surrounding violence against women and girls.
  • Ability to maintain confidentiality, medical ethics and respect for clients at all times.
  • Experience in participatory techniques and community mobilization
  • Knowledge and ability to speak the language of the local community preferred
  • Experience working with SGBV case files providing regular documentation preferred

Skills & Knowledge:

  • Demonstrated understanding of the skills necessary to work with children and adolescents particularly vulnerable children and survivors of GBV
  • Demonstrated ability to solve problems, think and plan strategically, and communicate with key actors in a dynamic and unpredictable operating environment
  • Knowledge of Sphere and established international child protection/GBV standards, methodology and tools
  • Knowledge of community mobilization and facilitation techniques
  • Ability and willingness to work in a participatory manner with a diverse range of client communities
  • Personal qualities: Team player, clear communicator, flexible, network-builder, able to handle pressure well under minimal supervision, and a commitment to child rights and gender equality
  • Languages: Fluency in English and local language of the beneficiaries’ population required

Physical Environment and Demands

  • Based in Gwoza, Mafa, Askira Uba LGAs in Borno and Michika LGA in Adamawa with visits to selected communities to implement project activities as well as travels to Maiduguri and Mubi for meetings.

Level of Contact with Children:

  • High contact- the job responsibilities of this position require the post holder to have very frequent contact with children. It is expected that children shall be protected at all times.
