The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters, NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.

We are recruiting to fill the following positions below:

 

Job Title: WaSH Officer (Hygiene Promotion)
Location: 
Maiduguri, Borno
Reports to: the the WaSH Coordinator.

Job Description

  • NRC is looking for a WaSH Officer (Hygiene Promotion) for our field office in Maiduguri, Borno State in Northern Nigeria.
  • The purpose of the WaSH Officer (Hygiene Promotion) is to ensure the Implementation and impact of WaSH programme activities in Maiduguri, Borno State
    NRC initiated country operations in Nigeria in June 2015, in order to respond to the critical and increasing needs in the country.
  • NRC currently has a full team based in Maiduguri and a coordination office in Abuja. NRC is currently providing services across various sectors namely; Shelter and Non-Food Items (NFI); Water, Sanitation and Hygiene Promotion (WASH); Food Security; and Information, Counselling and Legal Assistance (ICLA) and recently Education in order to address identified humanitarian needs.
  • Coordinate the Hygiene promotion (HP) and community mobilization (CM) activities according to strategy, proposals, budgets and plans
  • Assists the WASH Project Coordinator in all aspects of HP and CM programs planning, implementation, monitoring and evaluation
  • Assists in the identification of communities/IDPs Hygiene promotion needs including beneficiary identification and selection process.
  • Monitoring Hygiene Kits distribution within the communities including liaising with monitoring and evaluation teams for post distribution monitoring.
  • Develop tools and materials for Hygiene Promotion and Community Mobilization
  • Assess the HP and CM needs of the communities/IDPs and assists in the development of appropriate training materials and plans
  • Conducts a training session on HP and CM for the local Hygiene Promoters
  • Working closely with the technical officer and Project Coordinator to assists in the establishment, and training of water point committees as well as monitoring their performance
  • Assists in the compilation of weekly and monthly hygiene promotion reports, NFI distributions, program documents, project proposals, and budgets
  • Active participation on hygiene promotion and nutrition sector working group and can be delegated to attend the WASH sector meetings
  • Performs any other duties as requested by the WASH Project Coordinator

Qualifications

  • Knowledge of the context of Northeast Nigeria
  • Experience with start-up activities
  • Fluency in one or more of the national/regional languages (Hausa and Kanuri preferred)
  • Higher diploma in Public Health, Social Science or Communication
  • Minimum 3 years’ experience from working with wash projects in a humanitarian/recovery context.
  • Experience from working with social work and/or with distribution of humanitarian assistance is an advantage.
  • Previous 2 years work experience in community based Water and Sanitation programs; Work experience with an INGO is desirable
  • Familiarity with international minimum standards of Water and Sanitation delivery (i.e., SPHERE) is an advantage
  • Familiarity with AutoCAD, GPS, Arc Gis and Google Earth is strongly desirable

Job Title: WASH Coordinator

Job Description

  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Contribute with wash specific technical competence to the development of wash strategy, Micro LogFrame, and Plan of Action
  • Contribute with wash specific technical competence to programme development, adjustment or review
  • Conduct wash specific technical assessment and present recommendations
  • Conduct wash specific technical research and document findings and recommendations
  • Provide wash specific technical input to coordination mechanism (e.g. cluster coordination) and working groups
  • Develop wash specific technical indicators and mechanism for M&E
  • Develop wash specific technical guidance, tools and mechanism
  • Coordinate activities related to WASH infrastructure construction
  • Coordinate Hygiene promotion within IDP and Host communities
  • Preparing weekly, monthly progress reports and others documents required for the donor
  • Performs any other duties as requested by the WASH Program Development Manager.

Qualifications

  • Knowledge of the context of Northeast Nigeria
  • Experience with start-up activities
  • Minimum 5 years’ experience from working with wash projects in a humanitarian/recovery context. Experience from working with social work and/or with distribution of humanitarian assistance is an advantage.
  • Previous 2 years’ work experience in community based water, Sanitation programs; Work experience with an NGO is desirable
  • Must have knowledge of emergency Water supply, Hygiene, Sanitation requirements and protocols
  • Familiarity with international minimum standards of water Hygiene and Sanitation service delivery (i.e., SPHERE) is an advantage
  • Must have previous experience in training and Training of Trainers.
  • Excellent communication skills – written and spoken – in English required
  • Computer literacy in word processing and spreadsheets is required,
  • Familiarity with AutoCAD, GPS, Arc Gis and Google Earth is strongly desirable

Job Summary

  • NRC is looking for a Finance Officer for our country office in Abuja in Northern Nigeria. The purpose of the Finance Technical Officer is to support programme activities in Abuja, Maiduguri and in the field offices

Job Description
  • Daily supervision of finance Assistant.
  • Supervise bank and cash boxes reconciliations on daily and monthly basis in Abuja
  • Establish a good tracking system for advances and ensure that clearance of advances is done on time.
  • Ensure that weekly, monthly finance reports are prepared on time.
  • Daily verification of POs, PRs Bid Analysis, per diem claim and other documents within the Technical Finance Officer threshold
  • Verify that all transactions have complete supporting documents and ensure that all costs are timely booked into Agresso on a daily, weekly and monthly basis
  • Support to ensure monthly closure is completed according to the timeline provided in the finance handbook
  • Responsible for preparing budget and monitoring of Abuja offices budget.
  • Support to verify the monthly National Staff Payroll and posting
  • Follow up to ensure prompt processing of daily vendor payments and Ensure that all supporting documents are complete and accurate before payment is done.
  • Ensure that all supporting documents are complete and accurate before payment.
  • On a monthly basis Ensure all deductions are timely remitted to statutory authority according to the provision of the law.
  • Collaborate with the financial institutions to ensure that queries related to payments are timely resolved (return payments, under/over payments of staff, suppliers and contractors incorrect account details etc)
  • Responsible for the archive of financial documents in Abuja and make sure that all the documents are scanned and prepared according to NRC filling guidance.
  • Support the Finance Coordinator facilitate monthly BVA meetings, Project summary, spending plans and preparing of financial report and budgeting.
  • Facilitate daily cash counts and safeguard of cash in the office.
  • Facilitate audit activities
  • Perform other related tasks that will be assigned by line manager.

Qualifications

  • Experience from working as a Finance Technical Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Proficiency in Microsoft Excel and Word
  • Documented results related to the position’s responsibilities
  • Good in oral and written English
  • Good knowledge of the North – Eastern Nigeria context
  • Minimum of University degree in related field.
