The Partnership to Engage, Reform and Learn (PERL), a five-year DFID-funded programme (commenced in May 2016), will support the development of stronger public- sector accountability to deliver public goods and services required for poverty reduction and growth, including to women and girls by strengthening links between governance reforms and service delivery.
PERL which will be delivered through three pillars, the first pillar is the Accountable, Responsive and Capable (ARC) Government pillar. ARC will work towards the goal of bringing about accountable public administration, resource management and delivery of public services at the state level, through regional reform hubs and at the federal level.

Job Title: Reform Facilitator (With Knowledge Management Skill)
Location: Borno
Details
The Reform & Knowledge Management Facilitator is to provide strategic advice for Borno and Yobe States activities and effective management of specific technical work in the two States of the region. The role also includes the following:
- Facilitating improved governance, resource management and service delivery within the two states of the region through the provision of technical support in PERL’s areas of expertise;
- Facilitating a reform outreach, knowledge management, and knowledge market approach to supporting governance reform within the region; assist with communication and visibility aspects of the North East Hub work through written material, photos, success stories, updates for the web site, and social media platforms;
- Working with the central knowledge management unit, Abuja and engaging in supporting cross-learning within the regions and between regional, states and federal locations, through the identification of existing networks, and the development of new peer learning platforms and locally-developed tools;
- Record all results and analysis of intervention results/data that are stored at the hub level, with important/strategic findings (lessons learned, best practices, evidence base) shared with ARC Central MEL and KM units;
- Oversee the effective implementations of planned activities to the highest results and in a timely manner, working with consultants to deliver high quality documentation and other materials as needed
Qualifications
- Interested persons must have a Degree or its equivalent in Social Sciences or any relevant field from a recognized institution of higher education.
- A minimum of 5 years’ experience of managing change in the public sector and a strong track record of delivering results in complex multi- component programmes.
Job Title: Reform Facilitator (With Finance Skill)
Location: Yobe
Details
Working in close collaboration with the Finance Officer in Abuja and with the North East Reform Manager, the Reform Facilitator will assist in the preparation of timely periodic expenditure forecasts and accurate financial reports; he/she will also ensure that the regional office maintains a healthy cash flow devoid of cash pile-ups or cash-outs. In addition, the role also includes:
- Implementing work plans and budgets; oversee the effective implementations of planned activities to the highest results and in a timely manner;
- Support the administrative and logistical arrangements for the implementation of program activities;
- Facilitating improved governance, resource management and service delivery within the state through the provision of technical support in PERL’s areas of expertise;
- Using a flexible, responsive and adaptive approach to facilitate regional governance reform in the North-East.
- Work collaboratively with development partners and donors who are working in similar sectors in the region; identify opportunities for collaboration to expand impact and avoid duplication of work;
Qualifications
- Interested persons should have a Degree or its equivalent in Accounting, Social Sciences or any relevant field from a recognized institution of higher education.
- A minimum of 5 years’ experience of managing change in the public sector and a strong track record of delivering results on complex multi-component programmes.
- S/he should have knowledge of Accounting processes and procedures of donor funded organizations (Preferably DFID) and experience in budget formulation, cash forecast and disbursement and auditing;
- Experience of advising successful reform interventions and evidence of good working relations with relevant state governments as well as extensive networks in the North East would be valuable.
- In addition, an understanding of financial and technical delivery, monitoring and evaluation of programme impact and reporting against result with the ability to converse in Hausa or Kanuri languages is preferred.
Job Title: Reform Facilitator
Locations: Yobe & Borno

The Reform Facilitator will be responsible for facilitating improved governance, resource management and service delivery within the state through the provision of technical support in PERL’s areas of expertise. The role also involves:
- Maintaining strategic relationships with government counterparts and other relevant stakeholders, including federal, state and local government, civil society, other reform programmes and development partners;
- Facilitating and delivering regional governance reform activities whilst ensuring governance reforms are owned and delivered by state governments within the region;
- Identifying entry points in Adamawa State and liaising with key stakeholders to promote experience sharing and learning across Bomo, Adamawa and Yobe states in areas of reforms supported by PERL;
Qualifications
- Interested persons must have a Degree or its equivalent in Social Sciences or any relevant field from a recognized institution of higher education.
- A minimum of 5 years’ experience of managing change in the public sector and a strong track record of delivering results in complex multi- component programmes.
- Experience of serving in advisory roles in successful reform interventions and evidence of good working relations with relevant state governments as well as experience in at least one of the relevant states and extensive networks in the North East would be valuable; an understanding of financial and technical delivery, monitoring and evaluation of programme impact and reporting is desired.
- Also, excellent written/oral communication skills with the ability to converse in Hausa or Kanuri languages is preferred.
- A good understanding of the political economy of Nigeria and the North East is also valuable.
