Job Description
PATH is seeking a Social Behavior Change and Communication (SBCC) Officer, based in Abuja, Nigeria to provide technical support in implementing a behavior change strategy targeting key populations to increase condom usage as part of a Total Market Approach to condom programming in Nigeria for HIV prevention.

Specific responsibilities include the following:
Under the leadership of an SBCC Advisor and other team members, develop effective behavior change strategies and tools targeting key populations including branding and market segmentation strategies, social media campaigns, and training materials, counseling tools, job aids, etc., to support demand creation for condoms. Activities include support for:

  • Formative research on end users for the development of the targeted SBCC programming;
  • Work with key stakeholders in country to develop a comprehensive demand generation strategy and related guidelines and tools that will facilitate the demand creation for condom use.
  • Mobilize social and political support at all levels to create and sustain an enabling environment for the delivery of interventions;
  • Conduct capacity building activities to increase the effectiveness of implementing partners and CSOs to implement demand creation programming for condoms among key populations.
  • Implement a monitoring and quality assurance plan for program implementation

Required Experience
Required skills:

  • Substantial demonstrated experience in HIV prevention targeted to vulnerable populations
  • Substantial experience in social and behavior change communication, community development, and training of civil society organizations on HIV/AIDS programming.
  • Demonstrated experience in implementing and assessing innovative approaches in demand generation programming for HIV prevention.
  • Ability to travel 25% of time

Required Experience:

  • Bachelor’s degree in Health or Social Sciences and 5 – 7 years of experience in implementing social and behavior change communication programs.
  • Experience with USAID projects strongly preferred.

Job Description

  • PATH is seeking a Senior Behavior and Social Change Strategy Advisor (SBBC), based in Abuja, Nigeria to provide leadership in implementing a behavior change strategy and targeting key populations to increase condom usage as part of a Total Market Approach to condom programming in Nigeria for HIV prevention.

Responsibilities

Requirements
Required Experience:

  • Master’s degree in health or social sciences or a related advanced degree, with at least 10-15 years of experience.
  • At least two years of experience with USAID projects strongly preferred.

Required Skills :

  • Substantial demonstrated experience in HIV prevention targeted to vulnerable populations
  • Substantial experience in at least five of the following technical areas: HIV prevention targeted to priority populations; HIV prevention targeted to adolescents and youth; HTC; Positive Dignity, Health and Prevention; social and behavior change communications; community development; gender; GBV; quality improvement/ quality assurance; civil society capacity building; the use of epidemiology and data in program design, implementation, monitoring, and evaluation; qualitative research; and policy and advocacy
  • Demonstrated experience in implementing and assessing innovative approaches in demand generation programming for HIV prevention.
  • At least five years demonstrated experience in managing and supervising a team
  • Ability to travel 25% of time
  • Strong leadership and supervisory skills
  • Demonstrated skills in English at level IV or the equivalent.

Job Title: Monitoring, Evaluation and Learning Advisor
Location: Abuja

Job Description

  • The Monitoring Evaluation and Learning (MEL) Advisor is to provide technical leadership and direction for the monitoring, evaluation and learning of a Social Behavioral Change Communication (SBCC) Condom Use Health Project in Nigeria funded by the United States Agency for International Development (USAID).
  • The SBCC for condom use project in Nigeria intends to support sustained, increased use of affordable, quality condoms by sexually active persons in Nigeria, especially key populations (KP) and priority populations (PP).
  • The activities proposed in this approach support a Total Market Approach (TMA) that leverages the relative strengths of the public, social marketing, and commercial sector to support sustainable access and use of condoms in Nigeria.

The specific objectives of the project will be to:

  • Increased informed demand for condom use;
  • Improved access, effectiveness and reach of condoms through optimizing distribution of free condoms;
  • Improved evidence base to inform decisions and investments by market actors in support of sustainable, equitable use of condoms.

Position Purpose:

  • The Monitoring, Evaluation and Learning Advisor will provide technical leadership and oversight to the design and implementation of the project’s M&E framework and data collection systems to monitor overall project performance against established goals, objectives, and milestones and to ensure compliance with partner organization protocols and PATH’s organizational policies.
  • S/he will also develop and maintain critical relationships with in-country stakeholders including officers of Nigeria’s Ministry of Health, donors, and implementing partners.
  • Where necessary, s/he will represent the project in forums and meetings.
  • The advisor will promote a culture and practice of data for decision making within project and partner staff.
  • S/he will develop and deploy collaborative capacity building approaches to enhancing the skills and expertise in partner and stakeholder staff.
  • The Monitoring, Evaluation and Learning Advisor will work closely with the PATH project team and help set monitoring and evaluation standards.
  • S/he will also serve as a liaison to PATH HQ’s monitoring, evaluation and learning department to ensure timely and adequate support.

Key Responsibilities

  • Provide overall technical guidance and leadership on the implementation of the project monitoring and evaluation system.
  • Develop a performance monitoring plan covering activities to compile, analyze and present data for reporting of program progress and impact. Establish baseline for indicators in the M&E plan using existing data sources and conduct special studies as needed.
  • Develop suitable dissemination materials for sharing project related results.
  • Support operationalization of the M&E Plan by developing and managing an M&E system to serve as a repository of all project related M&E data.
  • Maintain and update the M&E system on an ongoing basis and generate needed reports to meet donor and other stakeholder requirements.
  • Lead implementation of facility surveys, household surveys, establish, oversee data cleaning and entry procedures as per standard M&E practice at PATH and consolidate lessons learned and make suitable recommendations for future assessments,
  • Oversee data collection and monitoring activities at the target regions of the project.
  • Provide technical assistance to the regional health offices for monitoring and improvement of program activities.
  • Develop and maintain relationships with key stakeholders such as the MOH, implementing partners, academic institutions, and donors in the area of monitoring and evaluation of condom programming activities.
  • Manage the design and deployment of evaluation activities with multi-disciplinary teams.
  • Ability to work with data base developers to design flexible systems to collect, store and analyze health data from multiple sources.

Required Experience

  • At least a Master’s degree or higher in Public Health, Social Sciences, Statistics or any relevant discipline.
  • Minimum of 5-7 years’ experience and demonstrated skills in monitoring and evaluation of health and related programs. At least 3 years M&E experience with donor-funded projects is required.
  • Experience in successfully managing and implementing the monitoring and evaluation of health programs for USAID, preferably in Nigeria.
  • Experience in providing technical assistance and conducting capacity building activities in relation to monitoring and evaluation.
  • Experience in managing and supervising a monitoring and evaluation team of data collectors and program officers preferred.

Required Skills :

  • Demonstrated understanding of and familiarity with a range of applied research and monitoring and evaluation approaches including health information and data management systems, social marketing data mining, and qualitative data collection methods.
  • Proven ability to motivate and mentor staff and create a positive team environment.
  • Strong communication and problem-solving skills, capacity to analyze data, monitor progress, and recommend necessary recourse for maximizing program progress and impact.
  • Ability to oversee data collection at various levels to ensure accuracy and clarity of data interpretations.
  • Strong quantitative and analytical skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues.
  • Thorough knowledge of HIV issues in Nigeria including solid knowledge of key indicators related to Social Behavior Change Communication and key/priority populations.
  • Can organize and lead routine data quality assessment activities for a large nationally focused project.
  • Knowledge and experience of national health information systems will be preferred.
  • Ability to facilitate results oriented discussions with stakeholders and collaborate with cross-functional team
