Job Title: Monitoring and Evaluation Officer – SSZ

Purpose of the Position
The objective of the post is to coordinate WHO M&E activities at zonal and state level and provide evidence driven information for actions aimed at supporting the zone/states to:

  • Ensure availability of quality, timely, and complete information that guides the surveillance and immunization program
  • Monitor effective and systematic implementation of  the program and individual performance  through the established AF
  • Provide evidences through the timely utilization of different data available and guide the program;
  • Support the zonal coordinator in conducting review meetings and documentation.

Description of Duties
Under the overall guidance of the WHO Country Representative, overall leadership of IVE Focal Point and direct supervision of the Zonal  Coordinator, the incumbent coordinates all data management, monitoring and evaluation activities at the assigned Zone and field level and reports programme progress achieved to the Zonal coordinator and national level monitoring and evaluation coordinator. He/She will work closely with national authorities as well as partners:

  • Support the WHO-Nigeria Zonal office to prepare, implement, monitor and evaluate work-plans in line with national priorities, strategies and plans.
  • Support the Zone and State teams to prepare, review and/or update annual/quarterly immunization plans;
  • Assess trends and measures outcomes relating to achieving National Plan of Action (NPA) goals in Polio eradication
  • Support regular performance reviews of Zonal and State technical teams and the preparation of performance improvement plans wherever necessary.
  • Oversee the data management protocols in an aim to improve quality, accessibility, timeliness and relevance of technical data
  • Prepare quarterly  programme status reports required for management, board, donors, budget reviews, programme analysis, annual reports, etc
  • Oversee the coordination and deliverables of  the Zonal WHO data management system
  • Support in the creation of a monitoring and evaluation system in the zone through systematic information exchange from the central level to the field regarding surveillance and immunization along the WHO system.
  • Assist in the implementation of WHO accountability framework and recommend mechanisms for effective implementation, compliance and documentation.
  • Follow systematic information delivery on the selected deliverables in the accountability frame work for state coordinators, Cluster coordinators, LGA facilitators and Field officers. In addition support implementation of the same for all staff under the Zone.
  • Conduct supportive supervision and verification on regular basis.
  • Systematically document technical performance of professional staff and provide periodical report to the Zonal coordinator and central Monitoring and evaluation unit for management decision to enforce accountability
  • Support activities aimed at strengthening partnership, advocacy as well as resource mobilization in support of improving performance of immunization activities;
  • Undertake periodic  training need assessment and take part in  capacity building activities in support of immunization operations (service delivery, vaccine supply and quality, logistics, surveillance, advocacy and communication), immunization safety and operational research
  • Systematically document the capacity building activities undertaken in the zone and share the same to the Zonal coordinator and national M&E unit.
  • Document and produce evidences for the resource utilization (financial and Human) in line with the program deliverables to make sure that implementation of results should be tied up with the resource deployed. Include this as a critical deliverable in the quarterly report.
  • Perform other activities as required by WHO Representative

Required Qualifications
Education:

  • Essential:
  • Masters in Public Health, Monitoring & Evaluation, Health Management, Planning or related field with additional data management training.

Experience:

  • Essential:
    • At least 5 years’ experience in M&E, planning, and coordination.
    • Experience in M&E, supervision, planning, , and use of health information for program planning and intervention.

  • Desirable:
    • Experience working in WHO/UN common system

Use of language skills:

Job Title: Cluster Coordinator

Purpose of the Position

  • Under the overall technical guidance of the IVE Cluster Leader, the Cluster Coordinator will work under the day-to-day supervision of the WHO State Coordinator and the oversight of the Zonal Coordinator.

Description of Duties
SIA Planning, Implementation and Monitoring:

  • Prepare high quality SIA High Risk Operational Plans (HROP) and monitor implementation of these plans, including through pre-implementation SIA dashboard.
  • Implement of micro-planning with attention to all components included in the 2013 NPEEP.
  • Implementation of high quality training of all cadres involved in SIAs including independent monitors
  • Supervise SIA implementation, daily review meetings in highest risk areas and timely submission of daily implementation SIA dashboard.
  • Ensure high quality Independent monitoring and timely use of data for appropriate action.
  • Monitor and document implementation of PEI accountability framework
  • Support review of each SIA using recommended data and tools (LQAs, EIM, Tally Sheet Analysis…. etc.) and prepare feedback to all key stake-holders.

AFP Surveillance Planning, implementation and monitoring:

  • Prepare AFP Surveillance work-plans for all LGAs in the cluster
  • Support active surveillance visits targeting major hospitals and priority sites.
  • Implement supportive supervision and capacity building for DSNOs, clinicians/health workers and community surveillance focal points (TBAs, traditional healers….).
  • Conduct monthly review of (a) implementation of AFP surveillance work-plans (b) AFP surveillance performance in all LGAs in the cluster.
  • Plan and implement of high quality investigation of any confirmed polio case
  • Support surveillance of other VPDs and priority diseases within the national IDSR Strategy

Routine Immunization planning and monitoring:

  • Ensure timely updating of Reaching Every Ward (REW) micro-plans of all LGAs in the cluster.
  • Conduct weekly monitoring of Routine Immunization sessions (fixed and outreach)
  • Conduct supportive supervision and training of Health workers in Routine Immunization.
  • Support activities aimed at improving Routine Immunization Data Quality, including DQS.
  • Monitor implementation of priority activities aimed at smooth introduction of new vaccines.
  • Conduct monthly review of implementation of REW micro-plans and RI performance with particular attention to indicators included in the Routine Immunization Accountability Framework.

Cross Cutting Tasks:

  • Support capacity building and mentorship of subordinates (LGA Facilitators, Field Volunteers) including through preparation of weekly work-plans and reports.
  • Conduct advocacy to promote stake-holder ownership and participation in immunization activities
  • strengthen partnership with Government officials, Traditional Leaders, Civil Society, Religious Leaders, Women’s Groups, Professional Associations, Civil Society… etc.

Required Qualifications
Education

  • Essential: University degree, preferably in one of the following:  Medicine, Pharmacy, Nursing, Public Health.
  • Desirable: Post-graduate degree in Public Health, preferably in Epidemiology or other related public health fields .

Experience

  • Essential: At least 5 years’ experience in EPI/PEI activities in similar roles in an organization concerned with public health management.
  • Desirable: Prior working experience with international nongovernmental organization (INGOs), WHO/UN, health clusters partners, recognized humanitarian organizations.

Use of language skills:

  • Essential: Advanced level spoken and written English.
  • Desirable: Understanding of local languages

Skills:
