(Mrs.) Francis Wale Oke in memory of their only daughter, Dorcas, who died in 2002 due to complications arising from the unknowing use of fake drugs in the treatment of Typhoid fever.<\/p>\n<p>DOHAL works with the philosophy that every human being is created in the image of God and that life is sacred. DOHAL strives to improve the total quality of life of the individual in order to save the lives of many other young people and vulnerable populations in our community and country at large through outreaches, research and programming. We work in partnership with the Federal and State Governments of Nigeria as well as other local and international partners. We are recruiting to fill the positions below:<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Job Title: Monitoring and Evaluation Officer<\/strong><br \/>\n<strong>Location: <\/strong>Ibadan, Oyo<br \/>\n<strong>Employment Type:<\/strong> Full-time<br \/>\n<strong>Reports To:<\/strong> Executive Director<br \/>\n<strong>Supervises:<\/strong> M&amp;E Assistant, Interns<\/p>\n<p><strong>Description of Responsibilities<\/strong><\/p>\n<ul>\n<li>Support the DOHAL team to prepare, implement, monitor and evaluate work-plans in line with set priorities, strategies and plans.<\/li>\n<li>Assess trends and outcomes relating to achieving the workplan<\/li>\n<li>Assess current industry trends and provide direction to the Executive Director on re-strategizing<\/li>\n<li>Oversee data entry and management with an aim to improve quality, accessibility, timeliness and relevance of technical data<\/li>\n<li>Prepare monthly status reports required for management, donors, budget reviews, programme analysis, annual reports, etc<\/li>\n<li>Lead the conduct of periodic surveys in the program<\/li>\n<li>Systematically document technical performance of professional staff and provide periodical report to the Executive Director and Program Manager for management decision to enforce accountability<\/li>\n<li>Support activities aimed at strengthening partnership, advocacy as well as resource mobilization<\/li>\n<li>Undertake periodic training need assessment and take part in capacity building activities<\/li>\n<li>Document and produce evidence for the resource utilization (financial and human) in line with the program deliverables to make sure that implementation of results should be tied up with the resource deployed. Include this as a critical deliverable in the quarterly report.<\/li>\n<li>Collect routine data about recipients of program intervention<\/li>\n<li>Oversee data collection design and processing activities<\/li>\n<li>Analyse data to inform decision-making processes<\/li>\n<li>provide supportive supervision and technical assistance to individuals and organizations that provide data relevant to the program<\/li>\n<li>Make presentations about the program at technical and non-technical sessions or meetings<\/li>\n<li>Supervise data storage and archiving<\/li>\n<li>Perform other activities as required by Executive Director<\/li>\n<\/ul>\n<p><strong>Experience and Skills<\/strong><\/p>\n<ul>\n<li>Minimum of three (3) years of relevant work experience.<\/li>\n<li>Bachelors Degree in Public Health or other relevant courses. A Masters degree will be an advantage<\/li>\n<li>In-depth understanding of the Nigerian health system and health and program indicators.<\/li>\n<li>Demonstrated capacity to effectively coordinate organizations with good expertise in navigating and strengthening relationships among government and development organizations.<\/li>\n<li>Extensive experience with large scale health systems strengthening interventions, particularly in the public sector<\/li>\n<li>Significant experience in strategic planning, organizational development, change facilitation and process management in the health sector<\/li>\n<li>Experience working with government officials at all levels. Demonstrable experience working with government and partner agencies at national levels is an asset<\/li>\n<li>Strong managerial, problem-solving skills and experience working under demanding work plans and tight budgets.<\/li>\n<li>Strong diplomatic and interpersonal relationship skills;<\/li>\n<li>Strong analytical skills and high-level technical proficiency with Microsoft Word, Excel and PowerPoint as well as qualitative and quantitative) analysis software (Atlas Ti, SPSS and STATA)<\/li>\n<li>Good business-oriented verbal, visual and written communication skills.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Job Title: Finance Manager<\/strong><br \/>\n<strong>Location: <\/strong>Ibadan, Oyo<br \/>\nEmployment Type: Full-time<br \/>\nReports To: Executive Director<br \/>\nSupervisees: Finance Officer and Finance Assistant<\/p>\n<p><strong>Description of Responsibilities<\/strong><\/p>\n<ul>\n<li>Ensure timely and accurate data entries in cashbook, bankbook and Quickbooks following the standard descriptions defined in DOHAL\u2019s Finance procedure manual;<\/li>\n<li>Verify and coordinate the monthly compilation accounts from each area;<\/li>\n<li>Supervise cash and bank balance checking process when closing the monthly accounts;<\/li>\n<li>Communicate accounts on a monthly basis to ED as well as to Central Finance, respecting procedures and deadlines in line with the monthly accounting schedule<\/li>\n<li>Manage the presentation, circulation, filing of vouchers and archiving of accounting and financial documents in compliance Finance procedures (maintain an up-to-date filing and follow-up)<\/li>\n<li>Review on a random basis quality and compliance of documentation from Satellite offices<\/li>\n<li>Participate in the quarterly and midyear internal and external audit processes.<\/li>\n<li>Ensure justified bank selection process, open\/close bank accounts under the authority of the CEO<\/li>\n<li>Oversee the management of bank accounts: control and make sure flows are properly lettered (advances, transfers, etc.), check balances and justifications for cash movement<\/li>\n<li>Supervise the management of safes and cash: available amount, balance checks, security instructions;<\/li>\n<li>Assess monthly cash-flow needs for projects and areas and draw up monthly budgets and retirements<\/li>\n<li>Manage money transfers, areas cash-supply and amounts in circulation, whilst defining payment procedures (bank transfer, cheque, cash etc.);<\/li>\n<li>Make sure donors are invoiced on time and report it through the tool<\/li>\n<li>Collect visas of authorised staff members, set-up commitment ceiling in local currencies, define methods and timescales for payment;<\/li>\n<li>Before commitment \/ payment of any expenditure, check authorization levels, budget availability, budget line on which the expense is to be allocated to, ensuring full compliance DOHAL\u2019s finance policies as well as donors policies and procedures:<\/li>\n<li>In close coordination with the Executive Director, negotiate terms of contracts including payment schedule &amp; taxes obligations; ensure that procurement procedures are adhered to; Follow-up commitments and payments<\/li>\n<li>Ensure financial, compliance &amp; budget control; review coherence between orders, quotations\/offers, purchase orders, call for tender documentation, procurement memo, contract, invoices, receipts, works\/services completion certificates; Check the receiver\u2019s ability to endorse payment;<\/li>\n<li>In close coordination with the Admin Team, ensure that staff contracts are in line with DOHAL Salary structure available budgets and regulations;<\/li>\n<li>Propose Salary structure revisions based on available budgets of the organization and allocations from funders.<\/li>\n<li>Review and validate the payroll on the 25th of each month;<\/li>\n<li>Validate partner\u2019s accounting and documentation accuracy and compliance before payment.<\/li>\n<li>Analyse\/report gaps between planned budgets and actual expenses; comply to the flexibility rule;<\/li>\n<li>Anticipate financial risks, present budget updates and mitigation plans<\/li>\n<li>Analyse and report monthly running costs, fleet and communication of each area<\/li>\n<li>Prevent and report any financial and operational loss<\/li>\n<li>Take the lead on external audit preparation in support to the country compliance teams if any; Contribute to opening\/closeout meetings, responses to audit reports, recommendations\u2019 implementation plans.<\/li>\n<li>Perform any other related activities as assigned by immediate supervisor.<\/li>\n<\/ul>\n<p><strong>Expected Skills and Qualifications<\/strong><\/p>\n<ul>\n<li>Minimum of Bachelor&#8217;s degree in Accounting or related area.
