Officer<\/strong><br \/>\n<strong>Location:\u00a0<\/strong>Banjul, The Gambia<br \/>\n<strong>Requisition ID:<\/strong> 852<br \/>\n<strong>Organization:<\/strong> African Union Commission &#8211; AUC<br \/>\nOrganization Information<br \/>\n<strong>Reports to:<\/strong> Public Relations\/ Information Officer<br \/>\n<strong>Directorate\/Department:<\/strong> African Commission on Human and People\u2019s Rights ACHPR<br \/>\n<strong>Number of Direct Reports:<\/strong> 0<br \/>\n<strong>Number of Indirect Reports:<\/strong> 0<br \/>\n<strong>Job Grade:<\/strong> P1<br \/>\n<strong>Number of Positions:<\/strong> 1<br \/>\n<strong>Contract \u00a0Type:<\/strong> Regular<\/p>\n<p><strong>Purpose of Job<\/strong><\/p>\n<ul>\n<li>Provides technical support for the operations of the Communication and Complaints Database\u00a0 in line with the ACHPR\u2019s management information strategy<\/li>\n<\/ul>\n<p><strong>Main Functions<\/strong><\/p>\n<ul>\n<li>Provides technical support in the preparation and implementation of programmes developed out of the ACHPR\u2019s Strategic plan<\/li>\n<li>Supports the development and implementation of the ACHPR\u2019s promotional strategy<\/li>\n<li>Prepares draft reports and work programmes related to the functioning of the Unit<\/li>\n<li>Generates reports in a timely manner for the Unit<\/li>\n<li>Liaises with the various Departments\/Units of the Commission for coordination and alignment purposes<\/li>\n<li>Prepares budgets for the Unit in accordance with relevant frameworks.<\/li>\n<li>Provides IT support for resource mobilization activities<\/li>\n<li>Prepares guidelines and fact sheets as may be required.<\/li>\n<\/ul>\n<p><strong>Specific Responsibilities<\/strong><\/p>\n<ul>\n<li>Analyzes existing data, and updates the database<\/li>\n<li>Undertakes\u00a0 monitoring and evaluation activities<\/li>\n<li>Manages the electronic Database of communications related to ACHPR programmes<\/li>\n<li>Updates and manages the Database of Communications considered by the Commission\u00a0 with appropriate indexing, reflecting their current status<\/li>\n<li>Maintains a proper record of all Communications submitted to the Commission<\/li>\n<li>Develops an online system for tracking Communications<\/li>\n<li>Uploads documents for dissemination on the ACHPR\u2019s website<\/li>\n<li>Manages subscriptions to other legal databases (e.g. Lexis-Nexis and Westlaw) to facilitate the research that underpins the legal work of the Commission<\/li>\n<li>Manages multimedia and journalists database(s)<\/li>\n<li>Develops and maintains web-based applications and databases (Oracle, SQL or MySQ)<\/li>\n<li>Provides data processing services and specialized assistance in the use of applications and technological development;<\/li>\n<li>Setup, Administer and Review Database backups and Archives<\/li>\n<li>Undertakes User Security, Access Management and Audits<\/li>\n<li>Conducts Database monitoring and Health management<\/li>\n<li>Undertakes Database disaster recovery planning<\/li>\n<li>Schedules and performs periodic reviews to harmonize data needs<\/li>\n<li>Develops learning materials and trains staff members in new work methods and procedures,<\/li>\n<li>Submits proposals for the formulation of policies related to the information management system,<\/li>\n<li>Provides technical support (instructions and procedural manuals) for the implementation of approved work methods and procedures<\/li>\n<li>Performs any other relevant duties as may be directed or required<\/li>\n<\/ul>\n<p><strong>Academic Requirements and Relevant Experience<\/strong><\/p>\n<ul>\n<li>Must hold a minimum of a Bachelor&#8217;s Degree from an accredited University in Computer Science, Information Systems, or related field<\/li>\n<li>Must have professional certificates in Database Management and Development, Web Development as well as Open Source Server Administration<\/li>\n<li>Candidates must have a minimum of two (2) years of continuous professional experience in the field of ICT<\/li>\n<li>Must have minimum of two\u00a0 (2) years working experience in Multimedia and Journalists Database Management<\/li>\n<li>Knowledge of Database applications and Website Development is required<\/li>\n<li>Working experience in communication and information department in multilateral, regional or international organization will also be an added advantage<\/li>\n<\/ul>\n<p><strong>Required Skills:<\/strong><\/p>\n<ul>\n<li>Good knowledge of the African Union policies and procedures<\/li>\n<li>Concentration, accuracy, and ability to work under minimum supervision and under pressure<\/li>\n<li>Demonstrable leadership twelve months shall be considered as a probationary period.
