Information<br \/>\n<strong>Reports to:<\/strong> Deputy Secretary to the Commission<br \/>\n<strong>Directorate\/Department:<\/strong> African Commission on Human and People\u2019s Rights ACHPR<br \/>\n<strong>Division: <\/strong>Legal<br \/>\n<strong>Job Grade:<\/strong> P3<br \/>\n<strong>Contract\u00a0 Type:<\/strong> Regular<br \/>\n<strong>Number of Direct Reports:<\/strong> 1<br \/>\nNumber of Indirect Reports: 0<\/p>\n<p><strong>Purpose of Job<\/strong><\/p>\n<ul>\n<li>Provides technical legal support for the promotion of the human and people\u2019s rights in line with the execution of the Commission\u2019s Strategic Plan<\/li>\n<\/ul>\n<p><strong>Main Functions<\/strong><\/p>\n<ul>\n<li>Contributes to the development of policies and strategies<\/li>\n<li>Coordinates the implementation of programmes and plans on promotion of human and peoples\u2019 rights<\/li>\n<li>Liaises with stakeholders including Member States, Regional Economic Communities (RECs), etc on relevant matters<\/li>\n<li>Develops a promotional strategy in line with the approved Strategic Plan<\/li>\n<li>Prepares the annual work plans for the Unit<\/li>\n<li>Undertakes monitoring activities and produces periodic reports<\/li>\n<li>Manages and supervises direct reports against agreed Key Results Area (KRA) and Key Performance Indictors (KPIs.)<\/li>\n<li>Conducts analysis and generate reports on human and peoples\u2019 rights situation on the African continent<\/li>\n<li>Liaises with the various Departments\/Units of the Commission for coordination and alignment purposes<\/li>\n<li>Prepares budgets for the Unit in accordance with relevant frameworks.<\/li>\n<li>Provides technical support for the development of resource mobilization<\/li>\n<li>Prepares guidelines, fact sheets and other promotional activities<\/li>\n<\/ul>\n<p><strong>Specific Responsibilities<\/strong><\/p>\n<ul>\n<li>Under the direct supervision and guidance of the Deputy Secretary, the Senior Legal Officer-Promotion shall perform the following duties:<\/li>\n<li>Prepares and disseminates information on the work and activities of the ACHPR<\/li>\n<li>Assists Commissioners in their promotional activities and follow-up on the various recommendations<\/li>\n<li>Organises meetings, seminars, symposia, workshops and conferences to inculcate and promote a culture of human rights on the continent<\/li>\n<li>Prepares legal opinions to inform human rights policy formulation at the national, regional and continental levels<\/li>\n<li>Analyses States Reports submitted to the Commission, in conformity with Article 62 of the African Charter<\/li>\n<li>Prepares Summaries, Questionnaires, Concluding Observations and Recommendations on states reports for consideration by the Commissioners<\/li>\n<li>Develops Guidelines for Promotional Missions<\/li>\n<li>Updates reporting guidelines and formats for States Parties<\/li>\n<li>Network and liaise with other stakeholders to build strong partnerships for human rights promotion in Africa<\/li>\n<li>Provides advice on requests for Observers Status from NGOs, and\u00a0 requests for Affiliate Status from NHRIs<\/li>\n<li>Follows-up and report on the status of submission of Periodic Reports by Member States , in accordance with Article 62<\/li>\n<li>Provides periodic updates on the status of submission of reports by NGOs and NHRIs<\/li>\n<li>Provides legal technical assistance to the Deputy and Executive Secretary in their day-to-day work<\/li>\n<li>Produces and\/or contribute to key legal or policy analyses and publications<\/li>\n<li>Promotes the integration of legal work across the regional programs and particularly in the regional offices<\/li>\n<li>Engages with relevant mid-level stakeholders and develops relationships<\/li>\n<li>Performs any other duties as may be directed or required<\/li>\n<\/ul>\n<p><strong>Academic Requirements and Relevant Experience<\/strong><\/p>\n<ul>\n<li>Must hold \u00a0Master\u2019s Degree in Law from an accredited university with seven (7) years\u2019 experience within a human rights framework, preferably in a regional, continental or international organisation, with three (3) at supervisory level.<\/li>\n<\/ul>\n<p>OR<\/p>\n<ul>\n<li>Must hold Bachelor\u2019s Degree in Law (LLB) from an accredited university with ten (10) years\u2019 experience out of which three (3) years should be at supervisory level, in a similar role and within a human rights framework, preferably in a regional, continental or international organisation.<\/li>\n<li>Any other qualification in the area of human rights law or a member of the professional body \u00a0would be an advantage<\/li>\n<\/ul>\n<p><strong>Required Skills:<\/strong><\/p>\n<ul>\n<li>An in-depth understanding of the African human rights system and of comparative or international human rights law<\/li>\n<li>Knowledge of the African Union policies and procedures<\/li>\n<li>Strong analytical skills and ability to prepare legal submissions and opinions<\/li>\n<li>Concentration, accuracy, and ability to work under minimum supervision and under pressure<\/li>\n<li>Excellent interpersonal skills and ability to organize and work under pressure in a multi-cultural environment<\/li>\n<li>Good communication and planning skills<\/li>\n<li>Respect for confidentiality and good public relations<\/li>\n<li>Demonstrable knowledge of international organizations<\/li>\n<li>Computer be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period.
