We are recruiting to fill the position below:<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Job Title:\u00a0Gender Monitoring, Evaluation, Learning and Social Accountability Officer<\/strong><br \/>\n<strong>Location:<\/strong>\u00a0Yola, Adamawa<br \/>\n<strong>Contract Type:<\/strong> 1 Year Fixed Term<br \/>\n<strong>Accountable to:<\/strong> Country Director<br \/>\n<strong>Reporting to:<\/strong> Project Coordinator, Gender Equality &amp; Women\u2019s Rights Project<br \/>\n<strong>Staff reporting to this post:<\/strong> None<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Job Purpose<\/strong><\/p>\n<ul>\n<li>The M &amp; E Officer will report to the Project Coordinator for the Gender Equality and Women\u2019s Rights Project and will provide oversight and lead on the design, implementation, and operation of the M&amp;E system for the GiZ Gender Equality and Women\u2019s Rights project to be implemented in Michika and Guyuk LGAs of Yola, Adamawa State, Nigeria. She\/he will oversee the monitoring, evaluation, analysis, and reporting of performance and results, providing regular project reports in a timely manner to the Project Coordinator and project team.<\/li>\n<li>She\/he will provide technical leadership, and support to the project team, oversee data management on gender-related analysis, report writing, and regular training of M&amp;E field officers and\/or subgrantees.<\/li>\n<li>She\/he will conduct regular project data analysis with a gender-sensitive lens and identify methods to use results for program improvement. S\/he will lead activity efforts to strengthen monitoring, evaluation, and performance reporting within the geographic area of activity.<\/li>\n<li>This role will liaise closely with other support teams such as: Monitoring, Evaluation, Learning and Social Accountability Officer, Program Manager \u2013 Gender Justice, Project Implementing Partners, and GIZ\u2019s M&amp;E support.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Key Responsibilities and Accountabilities<\/strong><br \/>\n<strong>The Monitoring and Evaluation (M&amp;E) Officer\u2019s primary responsibilities include:<\/strong><\/p>\n<ul>\n<li>Assist the Project Coordinator with the review and implementation of the M&amp;E Plan for the project, including indicator definition, target review, reporting, database management, and developing M&amp;E and\/or performance monitoring plans.<\/li>\n<li>Lead role in overseeing the development of tools for data collection, data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit-worthy.<\/li>\n<li>Lead on ensuring all project documentation (tools, templates, reports, research, and materials) is uploaded to the box in a timely manner.<\/li>\n<li>Responsible for supporting the preparation and review of program reports in collaboration with program staff.<\/li>\n<li>Manage research activities and ensure outcomes and lessons learned are integrated into the project and shared with relevant stakeholders.<\/li>\n<li>Provide feedback to the Project Coordinator on project strategies and activities.<\/li>\n<li>Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.<\/li>\n<li>Report monthly, quarterly, biannually and annual progress on all project activities<\/li>\n<li>Design and manage gender-disaggregated beneficiary monitoring and database systems.<\/li>\n<li>Collaborate with the project team and Communication officer to ensure proper and timely dissemination of visibility products and materials.<\/li>\n<li>Perform other duties as required.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Partner Management:<\/strong><\/p>\n<ul>\n<li>Undertake periodic review of partners\u2019 reports and ensure adherence to donor requirements, Oxfam policies and procedures on partner management.<\/li>\n<li>Support capacity strengthening for partner staff on gender analysis and gender monitoring and evaluation.<\/li>\n<li>Develop templates for partner activity reporting and ensure proper reporting and documentation.<\/li>\n<li>Participate in partner Risk Management (PRISMA) and review meetings as required.<\/li>\n<li>Participates in regular meetings with partner organizations to fully understand the context and operating environment; ensures that the working relationship between them and Oxfam is positive, open and conducive to the successful achievement of agreed objectives.<\/li>\n<li>Monitors complaints received and response (follow-up) processes by developing and maintaining a tracking mechanism.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Educational Experience &amp; Competence Essential<\/strong><br \/>\n<strong>Essential:<\/strong><\/p>\n<ul>\n<li>First Degree or equivalent in Gender and Development Studies, Social Work, Demography, Political Science, International Relations, Sociology, Statistics, Humanitarian Studies, or other relevant qualification (MSc. is highly desirable).<\/li>\n<li>Minimum of 2 years of \u201chands-on\u201d working experience in designing learning, and monitoring systems on gender programs; gender analysis, report writing, and program work, including field experience and\/or with institutional donors.<\/li>\n<li>Commitment to Oxfam\u2019s overall aims and policies and experience of promoting women\u2019s rights and the interests of marginalized people in all aspects of Oxfam\u2019s work.<\/li>\n<li>Proven experience working with partner organizations and helping them develop their independent expertise and ability to deliver results, through effective capacity-building and learning and development activities.<\/li>\n<li>Fluency in English and Hausa is required (Knowledge of Fulfude will be an added advantage).<\/li>\n<li>Applicant must be national\/local &#8211;
