We are recruiting to fill the position below:<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Job Title:\u00a0Financial Management Officer<\/strong><br \/>\n<strong>Location:<\/strong>\u00a0Austria<br \/>\n<strong>Employment type:<\/strong> Fixed Term\u00a0Contract<br \/>\n<strong>Department:<\/strong> Financial Operations Department \/\u00a0Treasury Unit<\/p>\n<p><strong>Job Profile<\/strong><\/p>\n<ul>\n<li>The Financial Management Officer contributes to the effective implementation of various critical policies and guidelines in support of the execution of efficient liquidity, asset-liability and debt management operations.<\/li>\n<li>The incumbent is also expected to contribute to the review and risk assessment of investments, including new instruments.<\/li>\n<li>Furthermore, the officer is expected to assist the Function Head in managing the Staff Retirement Fund (SRF).<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Duties and Responsibilities<\/strong><\/p>\n<p><strong>Policy development and implementation:<\/strong><\/p>\n<ul>\n<li>Contributes to the review of Liquidity, Asset and Liability Management, and Treasury Risk Management policies and monitors implementation\/compliance.<\/li>\n<li>Contributes to the formulation of investment guidelines for Treasury portfolios and SRF\u00a0and monitors implementation\/compliance.<\/li>\n<li>Assists in the review and risk assessment of investments, including new instruments.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Data collection and analysis:<\/strong><\/p>\n<ul>\n<li>Performs research and analysis related to OPEC Fund\u2019s Treasury portfolios and SRF and prepares reports thereof. Assists in the review and risk assessment of investments, including new instruments.<\/li>\n<li>Monitors and analyzes various risk measures on the balance sheet such as liquidity gaps, asset liability mismatches, interest rate exposure, and FX exposure.<\/li>\n<li>Analyzes various portfolio data to calculate and monitor equity duration of the balance sheet.<\/li>\n<li>Analyzes Treasury portfolios\u2019 performance, liquidity and credit quality; and monitors compliance with relevant OPEC Fund policies.<\/li>\n<li>Carries out liquidity analysis\/modeling to inform debt management and cash flow planning decisions.<\/li>\n<li>Assists in carrying out long-term projections of OPEC Fund\u2019s financial operations.<\/li>\n<li>Carries out scenario analyses to simulate effects of interest rate changes on the assets and liabilities.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Stakeholder management and engagement:<\/strong><\/p>\n<ul>\n<li>Analyzes OPEC Fund\u2019s asset liability profile and coordinates with Risk Management to ensure compliance with the ALM policy. Assists in managing relationship with OPEC Fund\u2019s investment consultant to enhance Treasury portfolios and SRF investment strategies and reporting.<\/li>\n<li>Supports other Finance Department units\/functions with planning, reconciliation and transaction related issues.<\/li>\n<li>Assists in overseeing the OPEC Fund\u2019s SRF mandate and evaluate manager performance.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Reporting:<\/strong><\/p>\n<ul>\n<li>Provides regular and ad-hoc analyses and reports to Management, the Governing Board and the Audit and Risk Management Committee.<\/li>\n<li>Undertakes miscellaneous projects related to the Treasury portfolios and SRF.<\/li>\n<li>Carries out other tasks assigned by the Assistant Treasurer &#8211; Head, Financial Management and\/or Treasurer that are related to the responsibilities of Treasury.<\/li>\n<li>Prepares and reviews relevant sections of quarterly ALM reports.<\/li>\n<li>Assists in preparing Pension Committee reports on SRF performance and attribution.<\/li>\n<li>Assists in liaising with the OPEC Fund\u2019s actuary in preparing Staff Retirement Plan actuarial valuation reports.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Qualifications and Experience<\/strong><\/p>\n<ul>\n<li>Master\u2019s Degree in\u00a0Business Administration, Finance, Economics or related fields or a\u00a0related field.<\/li>\n<li>A minimum of five\u00a0years relevant professional experience, preferably\u00a0three\u00a0years\u00a0of which should have been\u00a0in an international financial institution.<\/li>\n<li>Proficiency in Microsoft Office suite, including Word, Excel and PowerPoint.<\/li>\n<li>Skills on database related programming (SQL, JAVA, Python, Power BI and etc.) is highly desirable.<\/li>\n<li>Fluent in English.
