\nThe Technical Officer (M&E) for Private sector, under the supervision of the Senior Technical Officer (M&E), is responsible for supporting the\u00a0design\u00a0and implementation of\u00a0monitoring and evaluation\u00a0activities for the state offices, and most especially the Private Sector facilities and Private Sector contractors. The Technical Officer (M&E) will work with others in the country office and field offices to ensure that field monitoring and evaluation activities are appropriate, of high quality, and meet the donor and project\u2019s M&E needs.<\/p>\n
\nWork with the country office, State-level M&E staff and government\u00a0counterparts\u00a0to provide support and guidance on program\/project monitoring\u00a0and evaluation activities and on US Government and Government of Nigeria reporting requirements.
\nProvide support to the private sector sites and contractors in the state offices, including interacting with site and Disease Program Managers, M&E focal points, M&E officers of NACA\/NASCP, SACA\/SASCP, NTBLCP\/STBLCP, NMCP\/SMCP and other Implementing Agencies and local research groups on needs and ensuring that these parties understand and can support these requirements.
\nWork with state offices and local partners (private sector facilities and contractors) to support the correct implementation and use of monitoring and\u00a0evaluation tools, and adherence to complete, correct and timely reporting.
\nContribute to the design and\u00a0technical development\u00a0of monitoring and evaluation initiatives primarily for the Private sector at national and state level. Provide related capacity building support at state level.
\nConduct routine monitoring visits to state offices and project sites, including the conduct of\u00a0data quality\u00a0assessments (DQAs) using official tools; assist in the preparation of monthly reports, and provide supportive supervision.
\nHelp ensure that the private sector\u2019s quality of program\/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality of all program interventions.
\nAssist in the development and maintenance of the computerized data capture of program activities and provides technical assistance and training to the staff at the state offices responsible for data entry and management. Provide technical assistance to M&E officers of NACA\/NASCP, SACA\/SASCP, NTBLCP\/STBLCP and NMCP\/SMCP in integrating FHI360 data into the national HMIS.
\nPerform other duties as assigned.<\/p>\n
\nKnowledge of health and development programs in developing countries in general and Nigeria specifically.
\nKnowledge and experience in project-level or state\/national-level monitoring and evaluation system implementation for Global Health Initiatives.
\nKnowledge of health, reproductive health or HIV\/AIDS\/STI\/TB and Malaria programming in developing countries.
\nKnowledge of Nigerian clinical setting, including government, non-government and private sector settings.
\nSensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV\u00a0infection
\nAbility to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.
\nAbility to manage tight deadlines and deliver high volumes of work with minimal supervision.
\nHigh degree of proficiency in written and spoken English communication.
\nWell-developed computer skills.
\nAbility to travel within Nigeria 25% time.<\/p>\n
\nMBBS with 1 to 3 years relevant experience in project-level or state\/national-level monitoring and evaluation system implementation for Global Health Initiatives.
\nOr MPH or MSc in relevant degree with 3 to 5 years relevant experience in project-level or state\/national-level monitoring and evaluation system implementation for Global Health Initiatives.
\nOr BSc in statistics, pharmacy, microbiology, monitoring and evaluation or\u00a0 in relevant degree with 5 to 7 years relevant experience in project-level or state\/national-level monitoring and evaluation system implementation for Global Health Initiatives.
\nFamiliarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.<\/p>\n
\nUnder the direction of the Finance Manager, the Accountant shall assume responsibility for accounting in the Country Office and ensure compliance with the contractual financial requirements of programs\/projects.<\/p>\n
\nAssist the Finance Manager to ensure the accurate keeping of all books of account for the project, including checking account, equipment and supply registers and all accounting records.
\nWork with the Finance Manager to lead the preparation of monthly and\u00a0annual\u00a0financial reports, including financial status of subprojects account activities with accompanying bank documentation and receipts.
\nAssist the Finance Manager and the Senior Finance & Admin Officers in monitoring subproject budgets in accordance with approved work plan activities.
\nMonitor periodic expenditures of projects by analyzing financial data and producing periodic and ad hoc reports.
\nWork with the Finance Manager to provide support with the accounting workflow in the review and audit of Country Office and subrecepient reports for reimbursement of expenditures.
\nFunction as support for processing cash advances,\u00a0retirements, petty cash management and refunds made in favor of FHI.
\nPrepare fiscal year budgets and enter them into FHI\u2019s accounting software program.
\nSupport the Finance Manager in preparing reports for submission to donors.
\nReview work of zonal finance staff for accuracy and proper report content.
\nSupport in proposal development in collaboration with proposal team.
\nCreate, update, and maintain financial spreadsheets.
\nDevelop budgets, including staff time allocations.
\nWork with team leads to resolve problems associated with monthly expenditures and life-of projects budgets.
\nPerforms other duties as assigned.<\/p>\n

\nAbility to travel in Nigeria for minimum of 25%<\/p>\n
\nBS\/BA degree in Accounting, Finance and Business Administration or its recognized equivalent, and 3 \u2013 5 years relevant experience.
\nOr MS\/MA degree in Accounting, Finance and Business Administration or its recognized equivalent, and 1 \u2013 3 years relevant experience.
\nMinimum of 1-3 years experience in accounting related to international development programs.
\nFamiliarity with USAID-funded programs and non-governmental organizations in Nigeria is an advantage.
\nCPA, ACA, ICAN or recognized equivalent is an advantage.
\nDemonstrated success in multicultural environments is an advantage.
