FINANCE AND PROGRAMME MANAGER B3 (L) POSITION: FINANCE AND PROGRAMME MANAGER B3 (L) MAIN PURPOSE OF JOB:<\/strong> This dynamic, three person team has a regional remit in support of upstream conflict prevention, rapid crisis response and wider UK interests. The team currently oversees a \u00a314m p.a. programme of 25 projects located in eight countries across West Africa. From April, we will manage the new Conflict Stability and Security Fund, with c.\u00a320m focused on Nigeria and the Sahel. The team will grow in size to around five staff.<\/p>\n The Finance<\/span> and Programme Officer will be responsible for the financial control and management of the projects within the remit of the Regional Conflict and Stability Team. Amongst other varied duties, the this role includes; leading on monthly and quarterly financial reporting; gathering, preparing and narrating financial data for use in London and by other stakeholders; assessing and understanding project spending profiles and managing projected expenditure against plan.<\/p>\n ROLES AND RESPONSIBILITIES:<\/strong> Liaising with London and implementing partners to assist in invoicing and procurement processes. Programme management: To the Regional Conflict Team e.g. circulating documentation, organising seminars or making flight and hotel bookings. \nThe British High Commission wishes to recruit a Finance and Programme Officer<\/span> at the local grade of B3 (L). The successful applicant<\/span> will join the West Africa Regional Conflict and Stability Team.<\/p>\n
\nLead on financial management:
\nCarrying out accurate monthly \/ quarterly monitoring of actual and forecast spend of the programme, through liaising with project leads across W. Africa.
\nSummarising and reporting figures to London and wider stakeholders.
\nContinuous improvement of reporting and quarterly returns processes.
\nEvaluation of proposed project budgets and assisting implementing partners in creation and maintenance of robust financial planning and reporting procedures.\u00a0 Manage and account for Overseas Development Assistance \/ Non-ODA spend across project portfolio. Provide narrative reporting to account for variances and trends.
\nProject payments and administration<\/p>\n
\nLead on use of PRISM software, including creation of supplier sites, requisitions and Purchase Orders<\/span>.<\/p>\n
\nAssist with day-to-day programme activities including support to the Regional Conflict Officer on Monitoring and Evaluation.
\nOpportunity to support our engagement with the Economic Community of West African States and analysis of conflict issues in West Africa.

\nAttention to detail.
\nComfortable working with figures and financial processes.<\/p>\n
\nKnowledge of the Prism accounting system
\nPrevious experience and \/ or qualifications<\/span> in financial management.
\nPrevious experience and \/ or qualifications in project \/ programme management.
\nGood customer service skills<\/span>, for dealing with implementing partners and project leads.
\nKnowledge and interest in peace, conflict and security issues in Africa.<\/p>\n
\nThe successful applicant<\/span> will be required to undertake mandatory Prism eLearning, as necessary, and will also have access to a range of Learning and Development opportunities (in-house and overseas training, e-learning, coaching etc.). There may also be the opportunity to travel occasionally within West Africa.<\/p>\n
