We are also the country&#8217;s largest tertiary institution in terms of student numbers.<br \/>\nThe National Open University of Nigeria operates from its Administrative Headquarters located in Lagos. Nigeria, with study centers throughout the country. Currently the student enrollment stands at over 120,000 and is expected to double by the second quarter of the year.<\/p>\n<p>The post of the Registrar of the National Open University of Nigeria (NOUN) will become vacant on 4th September, 2016. In accordance with the provisions of the Universities (Miscellaneous Provisions) Decree No. 11 of 1993 as amended by the Universities (Miscellaneous Provisions) (Amendment) Act, 2003, the Governing Council of the University wishes to commence the process for the appointment of suitable and qualified candidates for the position below:<br \/>\n<strong><br \/>\n<\/strong><br \/>\n<strong>Job Title: Registrar<br \/>\nLocation:<\/strong> Abuja<br \/>\n<strong>Job Descriptions<\/strong><\/p>\n<ul>\n<li>The Registrar is the Chief Administrative Officer of the University, responsible to the Vice- Chancellor for the day-to-day administration of the University.<\/li>\n<\/ul>\n<p><strong>Requirements<\/strong><\/p>\n<ul>\n<li>The candidate for the post of Registrar must possess a good earned honours Degree from a recognized University, with at least fifteen (15) years relevant post-qualification experience, preferably in an institution of higher learning.<\/li>\n<li>Possession of higher degree(s), professional qualifications and membership of professional bodies will be an added advantage.<\/li>\n<\/ul>\n<p>The candidate is also expected to:<\/p>\n<ul>\n<li>Not be below the rank of Deputy Registrar;<\/li>\n<li>Show demonstrable evidence of consummate management and leadership passion and drive in previous positions and in addition, must possess excellent communication and interpersonal relationship skills;<\/li>\n<li>Exhibit the ability to be a team leader, who leads by example, has clear mentorship skills and plans, should not be older than sixty (60) years of age upon appointment and should be within the sixty-five (65) years retirement age at the expiration of his\/her tenure;<\/li>\n<li>Enjoy strong physical and mental health;<\/li>\n<li>Possess personal integrity, demonstrate transparency in private and public life, be able to command the respect and loyalty of staff, students and other members of the University Community;<\/li>\n<li>Be computer literate and have a good working understanding of communication by internet<\/li>\n<li>Must have a good working knowledge of current administrative principles, processes and practices.<\/li>\n<\/ul>\n<p><strong>Terms and Conditions of Service Applicable to the Post<\/strong><\/p>\n<ul>\n<li>The Registrar shall hold office for a single term of five (5) years only on such terms and conditions as may be specified in the letter of appointment.<\/li>\n<li>The remuneration and other conditions of service are as applicable to the post of Registrar in all Federal Universities in Nigeria and as may be determined from time to time by the Federal Government\/Governing Council of the University.<\/li>\n<\/ul>\n<p><strong>Job Title: <\/strong><strong>Bursar<br \/>\nLocation:<\/strong> Abuja<br \/>\n<strong>Job Descriptions<\/strong><\/p>\n<ul>\n<li>The Bursar is the Chief Financial Officer of the University and is directly responsible to the Vice-Chancellor for the management and control of the finances of the University.<\/li>\n<li>He\/She shall advise the Vice-Chancellor on finance-related matters, coordinate the development and update the University\u2019s financial management plans; coordinate the preparation of periodic income and expenditure statements, balance sheet, cash flow estimates and consolidation, when necessary.<\/li>\n<li>He\/She shall ensure that accurate records are maintained of all assets and liabilities held by the University.<\/li>\n<li>The duties shall include monitoring monthly income and expenditure and balance sheet variances against the budgets, and ensuring thatthey are reconciled; monitoring treasury activities including cash flow projections and forecasts for prudence and accountability; negotiating with financial and government institutions with regard to financial matters.<\/li>\n<\/ul>\n<p><strong>Requirements<\/strong><\/p>\n<ul>\n<li>The candidate for the post of Bursar must possess a good earned honours Degree in Accounting, Economics, Finance or any related discipline from a recognized University, with at least fifteen (15) years relevant post-professional qualification experiencein an institution of higher learning.<\/li>\n<li>Possession of a Master&#8217;s Degree will be an added advantage.<\/li>\n<li>The Applicant must possess any of the following professionally recognized accountancy qualifications: ANAN, ACA, CIMA, CPA, ACCA, ICAN.<\/li>\n<\/ul>\n<p>The candidate is also expected to:<\/p>\n<ul>\n<li>Not be below the rank of Deputy Bursar;<\/li>\n<li>Show demonstrable evidence of consummate management and leadership passion and drive in previous positions and in addition, must possess excellent communication and interpersonal relationship skills;<\/li>\n<li>Exhibit the ability to be a team leader, who leads by example and has clear mentorship skills and plans; and should not be older than sixty (60) years upon appointment and should be within the retirement age at the expiration of his\/her tenure;<\/li>\n<li>Exhibit a considerable degree of competence, responsiveness, demonstrable integrity and transparency on matters of financial resource management with an outstanding experience at management level.<\/li>\n<li>Be a person with good leadership qualities who can inspire and motivate colleagues, a person with clear vision for the development of the University and must be ready to implement the vision of the University.<\/li>\n<li>Be focused and innovative, computer literate and must have a good working understanding of communication by internet.<\/li>\n<li>Must be in excellent physical and mental health.<\/li>\n<\/ul>\n<p><strong>Terms and Conditions of Service Applicable to the Post<\/strong><\/p>\n<ul>\n<li>The Bursar shall hold office for a single term of five (5) years only on such terms and conditions as may be specified in the letter of appointment.<\/li>\n<li>The remuneration and other conditions of service are as applicable to the post of Bursar in all Federal Universities in Nigeria and as may be determined from time to time by the Federal Government\/Governing Council of the University.<\/li>\n<\/ul>\n<p><strong>Job Title: <\/strong><strong>University Librarian<br \/>\nLocation:<\/strong> Abuja<br \/>\n<strong>Job Descriptions<\/strong><\/p>\n<ul>\n<li>The University Librarian is responsible to the Vice-Chancellor for the overall administration and coordination of the University Library, its branches in the Schools and Study Centres as well as providing services for the entire University Community.<\/li>\n<li>Interested candidates are requested to note that a Distance Education (DE) or Distance Learning (DL) Librarian is a specialised academic Librarian whose primary duties involve serving the information needs of distance education students, and staff.<\/li>\n<li>This position typically involves coordinating the duties of many librarians and library staff to ensure adequate access to library resources for those who enrol in, and teach distance education courses. This means that the successful candidate will be required to administer and develop the Libraries at the Headquarters, Schools and Study Centres to meet the University\u2019s increasing needs, for its undergraduate, post-graduate and research programmes.<\/li>\n<\/ul>\n<p>In addition, He\/She is to:<\/p>\n<ul>\n<li>Ensure that distance education students and staff have the same access as on-campus students in conventional universities to essential services including reference assistance, library materials, bibliography instruction, interlibrary loan and document delivery, as well as access to reserve materials;<\/li>\n<li>Prepare library budgets;<\/li>\n<li>Serve as primary contact at the library for distance education students and staff;<\/li>\n<li>Design, maintain and access distance education library web-pages and user interfaces;<\/li>\n<li>Create specialised online tutorials covering topics such as information literacy education and using of remotely accessible library database;<\/li>\n<li>Assist staff with designing course-specific web-pages and providing intellectual property rights.<\/li>\n<li>Must be in excellent physical and mental health.<\/li>\n<\/ul>\n<p><strong>Requirements<\/strong><\/p>\n<ul>\n<li>The candidate for the post of Librarian must possess a good earned honours Degree, Masters in Library Science (MLS) and Ph.D from a recognized University, with at least fifteen (15) years relevant post-professional qualification experience in an institution of higher learning.<\/li>\n<\/ul>\n<p>The candidate is also expected to:<\/p>\n<ul>\n<li>Not be below the rank of Deputy Librarian;<\/li>\n<li>Have scholarly publications in reputable journals;<\/li>\n<li>Be a member of the following:\n<ul>\n<li>Librarian Registration Council of Nigeria<\/li>\n<li>Nigeria Library Association<\/li>\n<\/ul>\n<\/li>\n<li>Be computer literate and proficient in relevant computer applications as applicable to the running of a complex and modern University Library.<\/li>\n<\/ul>\n<p><strong>Terms and Conditions of Service Applicable to the Post<\/strong><\/p>\n<ul>\n<li>The University Librarian shall hold office for a single term of five (5) years only on such terms and conditions as may be specified in the letter of appointment.<\/li>\n<li>The remuneration and other conditions of service are as applicable to the post of Librarian in all Federal Universities in Nigeria and as may be determined from time to time by the Federal Government\/Governing Council of the University.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><br \/>\n<strong>How to Apply<br \/>\n<\/strong>Interested and qualified candidate should submit their Application, including Thirty (30) copies of duly signed Curriculum Vitae.
