The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors.\u00a0The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world\u2019s largest standby rosters, NORCAP, with 650 professionals, ready to be deployed on 72 hours\u2019 notice when a crisis occurs.<\/p>\n

In light of the displacement in the north eastern part of Nigeria, NRC is about to start up an emergency response programme in Nigeria to respond to the humanitarian needs.<\/p>\n

Job Title:\u00a0ICLA Assistant (7 Positions)<\/strong><\/p>\n

Location:<\/strong> Maiduguri
\nIn the coming year, the main focus for NRC would be conflict affected populations including IDPs, returnees and the local communities in Borno State. NRC will be starting activities in the area of food security, water and sanitation and shelter sectors. In addition, NRC will continue the Information, Counselling and Legal Assistance (ICLA) programme; this is a protection programme that aims to assist people affected by displacement resolve housing, land and property disputes as well as assisting clients with civil documentation (identify documents, birth certificates etc.) problems. NRC is therefore seeking an ICLA Assistant in Maiduguri, Nigeria for 2016. The ICLA Assistant reports to the ICLA Officer based in Maiduguri.<\/p>\n

Tasks and Responsibilities<\/strong>
\n\u2022\u00a0Adhere to NRC policies, tools, handbooks and guidelines
\n\u2022\u00a0Assist in the direct Implementation of\u00a0 the\u00a0 Identity documentation ICLA activities; in particular information sessions, counselling sessions and capacity building trainings on Civil documentation and optimise opportunities for synergies
\n\u2022\u00a0Engage in community mobilisation and beneficiary engagement
\n\u2022\u00a0Provide\u00a0 updates and\u00a0 contribute to an updated M& E system in the country
\n\u2022\u00a0Integrate gender, protection and advocacy priorities during ICLA project implementation
\n\u2022\u00a0Contribute to the development of the ICLA strategy, technical SOPs \/ guidelines and Macro LFAs for Nigeria
\n\u2022\u00a0Assist In the Documentation of\u00a0 project achievements and deliverables including compiling periodic reports
\n\u2022\u00a0Contribute in the development of training materials and information dissemination materials adapted to the location and context<\/p>\n

Qualifications<\/strong>
\n\u2022\u00a0University Degree in Law from a recognized Nigerian University, and a thorough knowledge of Nigerian law;
\n\u2022\u00a0Knowledge about own leadership skills\/profile
\n\u2022\u00a0Managing resources to optimize results
\n\u2022\u00a0High-level competency in computer skills (Microsoft Office applications)
\n\u2022\u00a0Fluency in English, both written and verbal
\n\u2022\u00a0Fluency in Hausa and in one or more of the national\/regional languages
\n\u2022\u00a0Work experience in the field of law (e.g. courts, attorney or legal aid agencies), preferably experience in working with clients;

\nJob Title:\u00a0Water Network Design \/ Rehabilitation Consultant<\/strong><\/p>\n

In the coming months, the main focus for NRC would be conflict affected populations including IDPs, returnees and the local communities in Borno State. NRC initially started activities in the area of food security, water and sanitation and shelter sectors. NRC is therefore seeking services of a qualified Water Network Rehabilitation Consultant to carry out water network rehabilitation design in IDP Host community Maiduguri Metropolitan Council (MMC) of Borno State with the aim of providing adequate safe and clean water. The Water Network Design \/ Assessment Consultant reports to the Programme Development Manager – WASH.<\/p>\n

Tasks and Responsibilities<\/strong>
\nUnder the overall supervision of the WASH Programme Development Manager, the Water Network rehabilitation Consultant will:
\n\u2022\u00a0Assess and Design the existing water network to upgrade and or extend to none reached areas with supervision from NRC and in collaboration with others stakeholders recommended by NRC;
\n\u2022\u00a0Prepare Bill of Quantity for the water network rehabilitation in Excel format;
\n\u2022\u00a0Supervise the contractor in the water network rehabilitation implementation with NRC staff when applicable during the work load period;
\n\u2022\u00a0Prepare the working drawings in AutoCAD or any other CAD format software;
\n\u2022\u00a0Modeling the network system on Epanet or waterCaD or any technical software in water supply approved by NRC;
\n\u2022\u00a0Prepare progress report and activity report;
\n\u2022\u00a0Any other tasks as required by NRC WASH Programme Development Manager.<\/p>\n

Qualifications<\/strong>
\n\u2022\u00a0Degree in Civil Engineering, geology, Water Resources engineering and other WASH related courses. Advanced degree preferred.
\n\u2022\u00a0Excellent analytical and report writing skills.
\n\u2022\u00a0Proven capacity to supervise contractors successfully
\n\u2022\u00a0Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions
\n\u2022\u00a0Ability and willingness to frequently travel and stay at the field
\n\u2022\u00a0Commitment to and understanding of NRC\u2019s vision, mission, core values and humanitarian principles
\n\u2022\u00a0Demonstrable ability at report writing and excellent communication skills
\n\u2022\u00a0Fluency in written and spoken English
\n\u2022\u00a0Experienced in water network design, upgrading and rehabilitation
