IVTEC is a pioneering technical and vocational education model initiated by the Kwara State Government (KWSG). KWSG provided the initial funding and partnered with a world-renowned City &amp; Guilds International for the design and construction of campus facilities, which were completed in 2015. As an NGO, the organizational and financial structure of IVTEC allows for an array of partnerships and collaborations with individuals, business and industry from within and outside Nigeria to ensure its future financial sustainability.<\/p>\n<p>IVTEC is scheduled to commence operations in October of 2016 with the first set of instructional programs in Automotive, Building\/Construction, Welding, Electrical, and HVAC trades. The State University of New York College of Technology at Alfred (Alfred State College) has partnered with IVTEC and the Kwara State Government to operate and manage IVTEC during the first two years of operations.<\/p>\n<p>Hence, Kwara State Government is seeking individual with uncommon dedicated who are high-achieving, highly dynamic and innovative with proven target driven orientation to fill the following positions below in the IVTEC:<\/p>\n<p><strong>Job Title: Rector<br \/>\nLocation:<\/strong> Ajase-Ipo, Kwara<br \/>\nStart Date: 1st October, 2016.<\/p>\n<p><strong>Purpose of the Post<\/strong><\/p>\n<ul>\n<li>The Rector manages the IVTEC activities and is responsible for the profitable, cost-effective, and efficient running of the IVTEC&#8217;s duties.<\/li>\n<\/ul>\n<p>The Rector&#8217;s tasks include:<\/p>\n<ul>\n<li>Leading the IVTEC\u2019s operations and deciding on such IVTEC -related matters which have not been stipulated or specified to be carried out by another body<\/li>\n<li>Being responsible for the profitable, cost-effective, and efficient running of the IVTEC&#8217;s duties<\/li>\n<li>Ensuring that the IVTEC &#8216;s accounting conforms to law and that asset management has been organised in a reliable manner<\/li>\n<li>Being responsible for the preparation and presentation of matters to be discussed by the Board<\/li>\n<li>Being responsible for the implementation of Board decisions, unless otherwise stipulated in the IVTEC Statutes; and<\/li>\n<li>Deciding on employing and discharging IVTEC staff, to the extent to which the Rector has not transferred this task to other bodies of the IVTEC.<\/li>\n<li>The Rector represents the IVTEC both in matters pertaining to his\/her duties pursuant to the Universities Act and in other matters pertaining to the IVTEC. He\/she belongs to the IVTEC&#8217;s group management, together with the board.<\/li>\n<li>The Rector has the right to participate in the meetings of all bodies, and the right to speak.<\/li>\n<li>The Board elects the Rector for a term of office of five years, after which the contract can be renewed or the post readvertised.<\/li>\n<\/ul>\n<p><strong>Key Performance Areas and Tasks<br \/>\n<\/strong><br \/>\n<strong>Key Outputs \/ KPAS\/Main Tasks &#8211; Initiatives\/Tasks\/Activities<\/strong><br \/>\nChairman of the Board:<\/p>\n<ul>\n<li>The Chairman of the General Meeting of the Board of Trustees, in accordance with the Constitution of the Board of Trustees, shall function as the CEO \/ Rector with the responsibilities for the daily management of the IVTEC<\/li>\n<li>Shall assisdt the Executive Board in the discharge of the duties of the Executive Board and shall preside at all meetings<\/li>\n<li>All other fiunctions that may be assigned or delegated to the Rector by either the Executive Board or the General Meeting<\/li>\n<li>Prepare budgets and reportsfor presentation to the Executive Board and General Meetings<\/li>\n<\/ul>\n<p>Leadership:<\/p>\n<ul>\n<li>The Rector is the primary leader of the IVTEC. A good leader always leads by example. The Rector should be positive, enthusiastic, have his\/her hand in the day to day activities of the Centre, and listen to what their constituents are saying. An effective leader is available to teachers, staff members, parents, students, and community members. The principal defines the responsibilities and accountability of staff members and develops plans for interpreting the IVTEC program to the community.<\/li>\n<\/ul>\n<p>Enhancement of Personnel Skills:<\/p>\n<ul>\n<li>Provides activities which facilitate the professional growth of the IVTEC staff and enhance the quality of the instructional program.<\/li>\n<\/ul>\n<p>IVTEC Objectives:<\/p>\n<ul>\n<li>Identifies the annual objectives for the instructional, extracurricular, and athletic programs of the IVTEC.<\/li>\n<\/ul>\n<p>Curriculum Objectives:<\/p>\n<ul>\n<li>Ensures that instructional objectives for a given subject and\/or classroom are developed, and involves the faculty and others in the development of specific curricular objectives to meet the needs of the IVTEC program.<\/li>\n<li>The principal provides opportunities for staff participation in the IVTEC program.<\/li>\n<\/ul>\n<p>Establishes Formal Work Relationships:<\/p>\n<ul>\n<li>Evaluates student progress in the instructional program by means that include the maintaining of up-to-date student data. The principal supervises and appraises the performance of the IVTEC staff.<\/li>\n<\/ul>\n<p>Facilitates Organizational Efficiency:<\/p>\n<ul>\n<li>Maintains inter-IVTEC system communication and seeks assistance from central office staff to improve performance.<\/li>\n<li>The principal maintains good relationships with students, staff, and parents. The principal complies with established lines of authority.<\/li>\n<\/ul>\n<p>New Staff and Students:<\/p>\n<ul>\n<li>Orients and assists new staff and new students and provides opportunities for their input in the IVTEC program.<\/li>\n<\/ul>\n<p>Community:<\/p>\n<ul>\n<li>Encourages the use of community resources, cooperates with the community in the use of IVTEC facilities, interprets the IVTEC program for the community, and maintains communication with community members.<\/li>\n<\/ul>\n<p>Supplies and Equipment:<\/p>\n<ul>\n<li>Manages, directs, and maintains records on the materials, supplies and equipment which are necessary to carry out the daily IVTEC routine.<\/li>\n<li>The principal involves the staff in determining priorities for instructional purposes.<\/li>\n<\/ul>\n<p>Services:<\/p>\n<ul>\n<li>Organizes, oversee, and provides support to the various services, supplies, material, and equipment provided to carry out the IVTEC program. The principal makes use of community resources.<\/li>\n<\/ul>\n<p>Student Discipline:<\/p>\n<ul>\n<li>A large part of The Rector\u2019s job is to handle student discipline. The first step of having effective student discipline is to make sure that your trainers know what you are expecting when it comes to student discipline. Once they understand what is expected of them, the Rector\u2019s job becomes easier.<\/li>\n<li>The discipline issues the Rector deal will mostly come from trainer referrals. This might become a large part of the daily activities. The Rector needs to know and implement the disciplinary codes, rules and procedures with due diligence.<\/li>\n<\/ul>\n<p>Performance evaluation:<\/p>\n<ul>\n<li>As Rector you are ultimately responsible for evaluating all staff\u2019s following legislative, regulatory guidelines and the IVTEC\u2019s policies and procedures. An effective vocational training Centre has to have effective staff and policies and procedures to ensure critical, analytical and objective performance appraisals to measure effectiveness and efficiency,<\/li>\n<\/ul>\n<p>Develop, Implement and Evaluate Programmes<\/p>\n<ul>\n<li>Developing, implementing, and evaluating the programs within the Centre is another large part of a Rector\u2019s role.<\/li>\n<li>As Rector you should always be looking for ways to improve the student experience at the Centre.<\/li>\n<li>Developing effective programs that cover a variety of areas is one way to ensure this. It is acceptable to look at other Centers in your area and to implement those programs within your own center that have proved to be effective elsewhere.<\/li>\n<li>Programs within your center should be evaluated every year and tweaked as necessary. If your reading program has become stale and your students are not showing much growth, then it may be necessary to review the program and make some changes to improve the quality of that program.<\/li>\n<\/ul>\n<p>Review policies and procedures (QMS):<\/p>\n<ul>\n<li>The Rector should ensure the review, remove, rewrite, or write policies and procedures every year as needed.<\/li>\n<li>Having an effective quality management system and student handbook can improve the quality of education your students receive.<\/li>\n<li>It is the Rector\u2019s responsibility, through the Quality Manager, to make sure students, teachers, and parents know what these policies and procedures are and to hold each individual accountable to following them<\/li>\n<\/ul>\n<p>Schedule Setting:<br \/>\nThe Rector should ensure that the schedules be compiled accurately and timeously and be revised with regular intervals (NB This is not an exclusive list):<\/p>\n<ul>\n<li>Budgeting processes<\/li>\n<li>Continued evaluation and improvement as prescribed by the QMS<\/li>\n<li>Duty schedules,<\/li>\n<li>Facilities Management Schedule<\/li>\n<li>Computer lab schedule,<\/li>\n<li>Library schedule,<\/li>\n<li>Security schedules<\/li>\n<li>Evaluate schedules and revise.<\/li>\n<\/ul>\n<p>Human Resources:<br \/>\nThe Rector is ultimately responsible for all resources, including the human resources of the Center. This includes, but is not limited to:<\/p>\n<ul>\n<li>Setting of standards for job descriptions, person profiles and required qualifications and experience<\/li>\n<li>Approve Policies and procedures relating to HR<\/li>\n<li>Approve filling of vacancies<\/li>\n<li>Approve recruitment process (Internal or outsourced)<\/li>\n<li>Ensure that the HR Manager manages the process in accordance with legislative, regulatory and<\/li>\n<li>procedural requirements.<\/li>\n<li>Approve appointments, disciplinary decisions and service terminations<\/li>\n<\/ul>\n<p>Parent, community and Industry relations:<\/p>\n<ul>\n<li>The rector represents IVTEC on local, National and International level;<\/li>\n<li>Ensure good relations with parents and community members.<\/li>\n<li>Ensures that the necessary mechanisms for building relationships with industry are in place and that\u00a0industries input into the quality of training are ensured by means of a system of Industry Committees.<\/li>\n<li>Ensure Industry involvement in and contribution to job-attachments.<\/li>\n<li>Encourages donations, personal time, and overall positive support for the Center.<\/li>\n<li>Nurture relationships with parents and community members.<\/li>\n<\/ul>\n<p>Delegating:<\/p>\n<ul>\n<li>Duties should be delegated in line with legislative, regulatory and policy and procedural requirements.<\/li>\n<li>Ensure that the person, to whom the responsibility is delegated, is fully trained, prepared and ready for the delegation.<\/li>\n<\/ul>\n<p><strong>Job Requirements<\/strong><br \/>\nThe post requires skills in:<\/p>\n<ul>\n<li>Planning and organising &#8211; This requires an understanding of the capabilities and constraints of technology and resource implications in terms of budgets, plus the training and recruitment of specialist staff.<\/li>\n<\/ul>\n<p>System Administration Plans:<\/p>\n<ul>\n<li>Determining major areas\/issues on the corporate systems that require attention due to re-occurring or continuous problems. Prioritising the issues, attend to them, and\/or delegating as the situation permits.<\/li>\n<li>Identifying the necessary systems updates and upgrades based on the incumbent\u2019s knowledge and experience, BU plans, and supplier information. Performing detailed disaster recovery planning to prepare for eventualities within the framework provided.<\/li>\n<li>Drawing up the plans for all major activities to be undertaken on all systems during a given year (updates, system changes\/additions, patches, monthly backups, disaster recovery testing, etc.), in line with established needs, overall plans, and best practices.<\/li>\n<li>Scheduling the various events, and communicating the schedules and plans to all stakeholders (users, managers, analysts, etc.)<\/li>\n<li>Deciding on the specific plans in line with operational priorities, and based on various system needs. Agreeing major objectives with the General Manager, while providing the essential detail and required expertise.<\/li>\n<\/ul>\n<p>Systems Administration Procedures and Standards:<\/p>\n<ul>\n<li>Identifying all points within the Operating Systems (OS) processes that may negatively impact on security, software compliance, or data integrity within all the systems. Compiling standardised procedures for dealing with the identified problem areas: e.g. security procedure for data backups, spare hardware required to ensure systems operations continuity, etc.<\/li>\n<li>Laying down and implementing operational security standards to ensure a high level of control over access, usage, and manipulation of systems. This also relates to backup procedures and steps that are enforced to ensure and monitor security.<\/li>\n<li>Determining and implementing standards of data integrity, and assisting operational staff in the application of these standards, so as to counter data loss, contamination of data, or shifts\/migration of data.<\/li>\n<li>Monitoring compliance to standards and procedures, intervening where contraventions or deficiencies are detected, and remedying these immediately through coaching of users and\/or IT staff, and enforcement of the standards.<\/li>\n<li>Deciding on the specific procedures and standards required to ensure a high degree of uniformity, control, availability and predictability within the corporate systems environment.<\/li>\n<\/ul>\n<p>Systems Updates\/Upgrades Duties:<\/p>\n<ul>\n<li>Performing operating systems and software updates in line with plans, or as the need arise, due to systems\/user requirements or supplier recommendations (mostly part of contractual obligations).<\/li>\n<li>Liaising closely with super users and applications analysts in order to get them to prepare for the update and the potential impact on operational work flow during implementation. Making provisions for operational minimum requirements.<\/li>\n<li>Identifying aspects that will bear direct impact on users in terms of operating changes, and arranging training through suppliers or helpdesk\/skills administrator. Coaching of affected staff on the job, in case of minor impact.<\/li>\n<li>Performing post implementation checks to ensure that the update\/upgrade has been successfully implemented, and monitors systems based on key criteria to ensure that its operational functionalities are as intended.<\/li>\n<li>Engaging suppliers (wherever necessary) to deal with apparent deficiencies of the update software and\/or new hardware in order to ensure that implementation is to intended standards, as indicated by suppliers.<\/li>\n<li>Monitoring user responses as well as actual benefits that are derived from the update, so as to be able to make calculated judgements about future updates\/upgrades.<\/li>\n<li>Deciding on the prioritisation of the various updates\/upgrades to be performed as well as the specific planning and implementation of these. Acts in capacity of project leader on big updates and coordinates staff tasks.<\/li>\n<\/ul>\n<p>Systems Maintenance Duties (Software):<\/p>\n<ul>\n<li>Identifying key points and measures that will provide reliable assessments on the performance and integrity of the software on all systems within IVTEC.<\/li>\n<li>Customising software to cater for specific needs as requested by users or where necessary, arranges with suppliers for this.<\/li>\n<li>Performing regular checks on systems to ensure that system files are current and up to date, that the systems have sufficient space, and making adjustments as required. Optimising available capacity on system prior to expansions.<\/li>\n<li>Making changes to report formats in line with user requirements and liaising closely with suppliers on specific needs that systems are not catering for.<\/li>\n<li>Ensuring that hardware capacity is maintained and arranging for increase in capacity as required.<\/li>\n<li>Deciding on what needs to be implemented (processes) that will ensure optimal use and maintenance of operating software on all systems.<\/li>\n<\/ul>\n<p>Systems Maintenance Duties (Databases\/DBA):<\/p>\n<ul>\n<li>Compiling and implementing control sheets at operational level to monitor data integrity on a daily and weekly basis and thus curb data inaccuracies<\/li>\n<li>Checking data and metadata on a daily basis and identifying any deficiencies. Identifying systems vs. operator faults and correcting the systems faults by means of configuration adjustments\/changes, while coaching staff on how to deal with standard operating faults.<\/li>\n<li>Monitoring specific potential problem areas such as data migration. Engaging suppliers to find enduring solutions where such problems are recurring.<\/li>\n<li>Ensuring that data backups are performed in order to ensure a high level of security and preparedness in case of default or disaster scenarios.<\/li>\n<li>Enforcing operational disciplines amongst users to ensure a high level of compliance, and subsequently data integrity and availability.<\/li>\n<li>Deciding on the mechanisms and steps to be implemented to obtain a high degree of control over data capturing, backup approaches and maintenance.<\/li>\n<\/ul>\n<p>Systems Security\/Integrity Management Duties:<\/p>\n<ul>\n<li>Defining all security and potential risk points on the various systems at an operational and strategic levels and, keeping a record on incidence and defining the nature of risk.<\/li>\n<li>Developing security mechanisms (backups, incidence reports, etc.), procedures (intermittent checks, password control, etc.), and policies that will ensure that security is managed at operational and strategic levels.
