Active in public health, education, livelihoods, women&#8217;s empowerment, youth development, and protection and promotion of rights, IRC assists people from harm to home.IRC entered Nigeria in October 2012 in response to a widespread flood disaster.<\/p>\n<p>We are recruiting suitably qualified candidates to fill the following vacant positions below:<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Job Title: Assistant Finance Controller<br \/>\nLocation:<\/strong> Maiduguri<br \/>\nSector: Finance<br \/>\nEmployee Type: TTA<br \/>\n<strong><br \/>\nJob Overview\/Summary<\/strong><br \/>\nThe TTA Assistant Finance Controller is mainly expected to build IRC Nigeria finance staff capacity\u00a0 on month end closing, cash forecasting, sub grant management, donor financial reporting, internal financial reporting (BVA &amp; BS reconciliation) and payroll accounting through on the job training.<\/p>\n<p>Specific responsibilities within each functional area are as follows:<br \/>\nSUN Processing:<\/p>\n<ul>\n<li>Control over and\/or entry of changes to the Chart of Accounts, Analysis Codes and Exchange Rates<\/li>\n<li>Performing or supervising the posting of entries ensuring proper controls are enforced and appropriate systems in place to maintain all required supporting documentation.<\/li>\n<li>Production of required monthly and ad-hoc reports.<\/li>\n<li>Developing expertise to control the system, develop new reports and be able to train staff in processing of data.<\/li>\n<li>Ensuring budgets are loaded on a timely basis<\/li>\n<li>Ensuring a backup and retention procedure is in place and followed for all SUN master files<\/li>\n<li>Train IRC Nigeria finance staff on sun processing\u00a0 and month end closing<\/li>\n<\/ul>\n<p>Field Office Training &amp; Support:<\/p>\n<ul>\n<li>Providing training and support for the country office program and operational staff on the IRC Finance policies; accounting procedures and requirements, assists the staff in finance related issues and activities.<\/li>\n<li>Coach, train, provide orientation for and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team<\/li>\n<li>Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented performance reviews.<\/li>\n<li>Review of financial data submitted by the field to identify weaknesses or problems being encountered by field finance staff and recommend corrective action.<\/li>\n<li>Monitor the follow-up of the staff, vendor advances and other balance sheet items before month end. Train finance staff on follow up of BS reconciliation<\/li>\n<\/ul>\n<p>Cash Forecasting:<\/p>\n<ul>\n<li>Ensure that the country program cash forecasts and CTR reports are accurate by working with Finance Manager, field and program coordinators to help them develop more accurate cash forecasts of their program needs.<\/li>\n<li>Monitoring cash usage and requirements and advises the Finance Controller of possible unusual activity or requirements<\/li>\n<li>Train IRC Nigeria finance staff on cash forecast and CTR reports<\/li>\n<\/ul>\n<p>Sub-grant:<\/p>\n<ul>\n<li>Review the adequacy and effectiveness of IRC Nigeria&#8217;s partners\/sub-grantees systems and internal policies, rules and guidelines, ensuring that these controls offer adequate protection against error, fraud and loss of all kinds.<\/li>\n<li>Review and monitor sub-grantees financial reporting and compliance. Most of these programs are driven in partnership with strategic local NGOs.<\/li>\n<\/ul>\n<p><strong>Scope of Work<\/strong><\/p>\n<ul>\n<li>In Borno State, Maiduguri, the IRC proposes an integrated FSL and Nutrition intervention funded by USAID\/FFP that will serve to improve the IDP\u2019s access to different services, and also improve the quality of the way the services are delivered to ensure their safety and dignity.<\/li>\n<li>The FSL part of this project is focusing on Cash Transfer to the most vulnerable targeted population for a 5 month consecutive cash transfer.<\/li>\n<li>Under the direct supervision of the Cash Transfer Program Manager, the CASH Transfer Officer will be responsible to give technical support to the implementation of the cash transfer project through ensuring a realistic project holistic plan, ensuring that the project activities are done in the stipulated time frame.<\/li>\n<li>Organize and manage the distribution of cash to targeted households through the development of project implementation tools and the management of Cash Transfer Assistants<\/li>\n<\/ul>\n<p><strong>Responsibilities<\/strong><br \/>\nPlanning and implementation:<\/p>\n<ul>\n<li>Under the guidance of Program Manager, Organize and supervise the distribution of cash to the targeted beneficiaries.<\/li>\n<li>Responsible for the selection and verification of project beneficiaries in coordination with community committee and authorities and the use of selection criteria<\/li>\n<li>Ensure a realistic project implementation plan and develop project implementation tools.<\/li>\n<li>Actively engage and support to develop community sensitization activities on selection criteria, cash redemption process and feedback mechanism.<\/li>\n<li>Develop distribution plans for Cash and share with Program Manager for final approval.<\/li>\n<li>Maintain clear communication with cash transfer agents and beneficiaries in accordance with IRC policies and procedures.<\/li>\n<li>Coordinate with cash transfer agents on the schedule of distributions to make sure they are ready with cash to smoothly distribute cash to beneficiaries.<\/li>\n<li>Organize cash distributions considering safety and security of staff engaged and beneficiaries and in a dignified manner for beneficiaries.<\/li>\n<li>Conduct field visits to project sites and meet with community leaders to select specific vulnerable locations for targeting and ensure a conducive community mobilization system<\/li>\n<li>Carry out the staff appraisal for the Cash Transfer Assistants<\/li>\n<li>Internal &#8211;
