Job Recruitment [6 Positions]"},"content":{"rendered":"<p>The Adamawa State Community and Social Development Agency (AD-CSDA) &#8211; The Federal Government of Nigeria has received a Credit from the International Development Association (IDA) towards the Implementation of the Additional Financing (AF) of the Community and Social Development Project (CSDP).<\/p>\n<p>The objective of the CSDP is to sustainably increase access of poor people to improved social and natural resources infrastructure in a sustainable manner through the provision of grants to support the poor communities. The project is extended to December 2020, Adamawa State Government intends to apply part of the proceeds of the credit to finance the hiring of the services of the following category of contracted or seconded staff that are competitively recruited into the service of the Adamawa State Community and Social Development Agency, No 57 Atiku Abubakar Way Jimeta-Yola.<\/p>\n<p>We are recruiting to fill the following vacant positions below:<\/p>\n<p><strong>Job Title:<\/strong> General Manager (GM)<strong><br \/>\nLocation:<\/strong> Adamawa<\/p>\n<p><strong>Responsibilities<\/strong><\/p>\n<ul>\n<li>To exercise the powers and functions of the State Agency (SA) as provided for in section 4.3 of the Project Implementation Manual (PIM).<\/li>\n<li>To be in-charge of the general administration of the CSDA.<\/li>\n<li>To manage SA personnel.<\/li>\n<li>To be the accounting officer of the SA.<\/li>\n<li>To give approval for proposal of Community Development Plans (CDPs) recommended by the SA management committee.<\/li>\n<li>Authorize expenditure in accordance with the annual budget and work plan of the SA as approved by the BOD.<\/li>\n<li>Represent the SA in all its dealings with third parties at the level of management.<\/li>\n<li>Conduct dialogue with donors and those capable of providing complimentary technical and administrative skills and financial resources.<\/li>\n<li>Delegate his authority to the staff of the Agency to the extent necessary for the efficient performance of the activities of CSDA.<\/li>\n<\/ul>\n<p><strong>Qualification and Experience<\/strong><\/p>\n<ul>\n<li>A University Degree in social sciences, Natural sciences, Engineering, Management and or any other relevant Degree with at least fifteen years post-qualification experience in both public and private sector, five of which must be at management level.<\/li>\n<li>Computer literacy is compulsory while Higher Degree, membership of a professional body and experience in the management of donor funded rural development project shall be an added advantage while applicants are NOT expected to be more than Fifty five (55) and NOT less than Forty five (45) years old as at the time of recruitment.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Job Title: <\/strong>Project Officer Procurement (POP)<br \/>\n<strong>Location:<\/strong> Adamawa State<br \/>\n<strong><br \/>\nResponsibilities<\/strong><\/p>\n<ul>\n<li>To be responsible for the procurement at the SA including procurement planning, design, implementation, management and training.<\/li>\n<li>To be responsible for the preparation of bid documents (inclusive technical specification) for the acquisition of goods and services.<\/li>\n<li>To serve as secretary of all evaluation and selection of consultants and suppliers within agreed processes.<\/li>\n<li>Effectively manage all contracts and ensure that all deliveries (quality\/quantity\/time) are in line with contract provisions.<\/li>\n<li>Ensure appropriate sanctions are applied on defaulting contractors.<\/li>\n<li>Provide assistance to financial officers on contractual disbursement.<\/li>\n<li>Ensure that CPMCs adhere to procurement procedures and guidelines<\/li>\n<li>Prepare and submit procurement status reports on a quarterly basis as part of financial monitoring report.<\/li>\n<li>Ensure that procurement plans are implemented as scheduled.<\/li>\n<li>Provide training to the communities on community contracting.<\/li>\n<li>Any other duties as may be assigned by the General Manager.<\/li>\n<\/ul>\n<p><strong>Qualification and Experience<\/strong><\/p>\n<ul>\n<li>First degree in Business administration, Engineering, Architecture, Marketing, Purchasing and Supply, Social\/ Management Sciences or related field, with at least five years post qualification experience part of which must relate to procurement in a foreign funded agency or state government due process office.<\/li>\n<li>Computer literacy is compulsory and experience in community contracfing is an added advantage while applicants are NOT expected to be more than Fifty five (55) years old as at the time of recruitment.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Job Title: <\/strong>Project Officer, IEC and Training<br \/>\n<strong>Location:<\/strong> Adamawa State<br \/>\n<strong><br \/>\nResponsibilities<\/strong><br \/>\nSupervise and carry out promotions and outreach programme to create awareness of SA activities.<\/p>\n<ul>\n<li>Facilitate the carrying out of advocacy for the CSDP at the state level through Information, Education and Communication (IEC) campaigns;<\/li>\n<li>Ensure linkage with relevant ministries\/agencies on integrating collective action and mobilization of resources, for sectoral development plans;<\/li>\n<li>Undertake regular skill gap analysis of project staff, line ministries, LGRC and CPMC members and identify requisite training to address them.<\/li>\n<li>Supervise, in liaison with relevant SA staff and line ministries staff all training delivery to CPMCs and LGRCs;<\/li>\n<li>Maintain links with and update knowledge of other agencies\u2019 programs on advocacy, sensitization and awareness and communication;<\/li>\n<li>Responsible for communication materials development;<\/li>\n<li>Organize learning events for stakeholders;<\/li>\n<li>Coordinate and facilitate CDD cross-learning events and information sharing amongst stakeholders;<\/li>\n<li>Monitoring and coordination of Information, Education and Communication activities and any other duties as may be assigned by Manager, Operations.<\/li>\n<\/ul>\n<p><strong>Qualification and Experience<\/strong><\/p>\n<ul>\n<li>At least a first degree in Social Sciences, Natural Resources Sciences, Rural Environmental Development, Agricultural extension with at least 5 years post qualification experience part of which must relate to training and social analysis, especially rural appraisals.<\/li>\n<li>Computer literacy is compulsory and experience in community level facilitation and mobilization is an added advantage.<\/li>\n<li>Applicants are NOT expected to be more than Fifty five (55) years old as at the time of recruitment.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Job Title:<\/strong> Operations Officer (OO)<br \/>\n<strong>Location:<\/strong> Adamawa State<br \/>\n<strong><br \/>\nResponsibilities<\/strong><\/p>\n<ul>\n<li>Sensitize and mobilize communities on CSDP project objective and activities as well as issues related to HIV\/AIDS.<\/li>\n<li>Facilitate communities to undertake needs assessment and prioritization that are socially inclusive and environmentally sustainable.<\/li>\n<li>Facilitate communities in the formulation of CDP in line with (b) above.<\/li>\n<li>Build capacity of the CPMCs and LGRC Desk Officers, as appropriate, through providing training in requisite areas e.g. Participatory Rural Appraisals (PRAs), record and book keeping, project management, mainstreaming gender, environmental and natural resources issues etc, as identified by the project officer IEC and Training.<\/li>\n<li>Ensure timely replenishment of accounts of the CPMCs.<\/li>\n<li>Supervise the implementation of the COPs to ensure quality assurance.<\/li>\n<li>Collect, collate and forward to the M&amp;E Department, information\/data on micro-project activities in communities.<\/li>\n<li>Set monthly and quarterly performance target based on the work plan.<\/li>\n<li>Responsible to the project officer, supervision..<\/li>\n<\/ul>\n<p><strong>Qualification and Experience<\/strong><\/p>\n<ul>\n<li>First Degree\/HND in Engineering, Social Sciences, Biological and Natural Sciences, Business Administration, Accountancy or related field, with at least 1 year post qualification experience in any area.<\/li>\n<li>Computer literacy and willingness to learn and work extra hours and on week-ends is a must.<\/li>\n<li>Applicants are not expected to be more than 35 years as at the time of recruitment and not above Grade level 9 if recruited from the civil services.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Job Title: <\/strong>Assistant Project Accountant<br \/>\nLocation: Adamawa State<br \/>\n<strong><br \/>\nResponsibilities<\/strong><br \/>\nThe Assistant Project Accountant shall be responsible for;<\/p>\n<ul>\n<li>Assisting to prepare budget and work plan for the State Agency and \/or their equivalents with at least five years post- qualification experience.<\/li>\n<li>Membership of Professional Association such as ICAN, ACA, ACCA, ANAN and knowledge of Computer based accounting packages and experience in donor- funded or rural development project audit will be an added advantage.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Job Title: <\/strong>Driver<strong><br
