{"id":39953,"date":"2017-07-20T16:57:41","date_gmt":"2017-07-20T15:57:41","guid":{"rendered":"https:\/\/joblistnigeria.com\/?p=39953"},"modified":"2017-07-20T16:57:41","modified_gmt":"2017-07-20T15:57:41","slug":"ongoing-recruitment-country-coordinating-mechanism-nigeria","status":"publish","type":"post","link":"https:\/\/joblistnigeria.com\/ongoing-recruitment-country-coordinating-mechanism-nigeria.html","title":{"rendered":"Ongoing Recruitment at The Country Coordinating Mechanism Nigeria"},"content":{"rendered":"<p>The\u00a0Country Coordinating Mechanism (CCM) Nigeria is a national\u00a0<span>multi-sectoral<\/span>\u00a0body established in 2002 to coordinate and facilitate the Global Fund activities to Fight HIV\/AIDS, Tuberculosis and Malaria\u00a0<span>Programmes<\/span>\u00a0in Nigeria.<\/p>\n<p>It is established under the concept of Public-Private Partnership aimed at attracting, managing and leveraging additional resources that will make a sustainable and significant contribution to the reduction of infections illnesses and death from the three diseases towards achieving the\u00a0<span>MDGs<\/span>.<\/p>\n<p>The\u00a0Country Coordinating Mechanism (CCM) Nigeria is recruiting to fill the vacant positions below:<br \/>\n<strong><br \/>\n<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Job Title:\u00a0Oversight Officer<br \/>\nLocation:<\/strong>\u00a0Abuja, FCT, Nigeria<br \/>\n<strong>Employer:<\/strong>\u00a0USAID<br \/>\n<strong>Reports to:<\/strong>\u00a0Executive Secretary<strong><br \/>\nJob Purpose<\/strong><\/p>\n<ul>\n<li>Provide administrative and technical support to the CCM Oversight Committee in order to oversee grant implementation by Principal and Sub-Recipients (PRs\/\/SRs).<\/li>\n<li>Assist the Oversight Committee to build capacities of its members, CCM Members, and other stakeholders to conduct grant oversight in accordance with Global Fund requirements.<\/li>\n<li>Assure that NCCM oversight activities and outcomes are in compliance with all official governance documents of the Nigerian CCM (e.g., Constitution, Governance Manual, and Implementation Annex to Governance Manual).<\/li>\n<\/ul>\n<p><strong>Key Duties and Responsibilities<\/strong><\/p>\n<ul>\n<li>Provides supervision and guidance to Oversight Specialists who implement CCM grant oversight activities related to specific grants.<\/li>\n<li>Orients CCM members on grant oversight principles and responsibilities, and assists CCM to appoint members of the Oversight Committee:\n<ul>\n<li>Ensures that the Committee\u2019s Terms of Reference are up-to-date and that oversight committee members are briefed on their responsibilities.<\/li>\n<li>Orients Oversight Committee members on CCM Nigeria grant oversight activities and practices<\/li>\n<\/ul>\n<\/li>\n<li>Assists Oversight Committee to plan for grant oversight activities, including preparation of CCM Oversight Plan, and annual Oversight work plan and budget; technical expertise required on the Committee; and support from development partners.<\/li>\n<li>Assists Oversight Committee, in collaboration with Principal Recipient representatives, to develop systems, methods, and procedures for generating and reporting information on grant performance and implementation.<\/li>\n<li>Maintains and operationalizes the CCM Grant Dashboard (DB), and manages the process by which dashboard reports are submitted, reviewed, and analysed prior to Oversight Committee meetings:\n<ul>\n<li>Provides technical assistance and capacity building to PRs\/SRs in preparation and presentation of PU\/DRs and Grant Dashboards<\/li>\n<li>Develops Summary analysis reports of Grant Dashboards and PU\/DRs to facilitate OC meetings<\/li>\n<\/ul>\n<\/li>\n<li>Provides administrative and technical support for Oversight Committee meetings. Coordinates participation of Principal Recipient representatives, technical experts, and CCM stakeholders, as appropriate, in Oversight Committee meetings.<\/li>\n<li>Provides administrative and logistical support for site visits and ensures that all site visit reports are archived and made available for CCM members as part of the agenda for CCM meetings. Prepares draft versions of site visit reports for Oversight Committee review and approval.<\/li>\n<li>Assists the Oversight Committee to investigate problems, issues, and bottlenecks of Global Fund grant implementation by:\n<ul>\n<li>Collecting relevant technical and financial data;<\/li>\n<li>Reviewing dashboards for internal consistency and consistency with reports of Principal Recipients to the Global Fund;<\/li>\n<li>Supporting the Oversight Committee in tracking the resolution status of decisions taken by the CCM.<\/li>\n<\/ul>\n<\/li>\n<li>Assists Oversight Committee and CCM to implement grant oversight decisions and recommendations by:\n<ul>\n<li>Using oversight tracking tools to document, follow-up, resolve, and report on oversight issues identified by the Oversight Committee;<\/li>\n<li>Making presentations and recommendations for CCM decisions and actions;<\/li>\n<li>Monitoring implementation of grant oversight decisions and recommendations;<\/li>\n<li>Disseminating Oversight Committee decisions and recommendations to CCM members and stakeholders.<\/li>\n<\/ul>\n<\/li>\n<li>Assists the Oversight Committee to meet and consult with non-CCM stakeholders about grant oversight and grant implementation, as required by the Global Fund.<\/li>\n<li>Prepares summary reports of Global Fund grant implementation, as required, and assists Communications Officer to assure that the reports are disseminated to stakeholders.<\/li>\n<li>Participate, as needed, in CCM proposal development, PR nomination, and CCM operational activities by:\n<ul>\n<li>Reviewing and updating of CCM By-laws and Standard Operating Procedures<\/li>\n<li>New CCM member orientation<\/li>\n<li>Tracking compliance of CCM with GF eligibility requirements relating to grant oversight and execution of associated Performance Improvement Plans<\/li>\n<li>Preparation of CCM two-year work plan and budget for GF approval<\/li>\n<\/ul>\n<\/li>\n<li>Archives all CCM documents related to oversight, including grant performance and CCM oversight reports, communications with the LFA and PR(s)<\/li>\n<li>Complete other duties and responsibilities as assigned by the Executive Secretary<\/li>\n<\/ul>\n<p>Key Outputs:<\/p>\n<ul>\n<li>CCM members oriented to CCM oversight requirements<\/li>\n<li>CCM members, appropriate external stakeholders, and technical experts are appointed to the Oversight Committee, understand their responsibilities, and actively engaged in grant oversight activities as specified in the Committee\u2019s Terms of Reference;<\/li>\n<li>Oversight Committee meetings are well planned and organized, with adequate advance notice of meetings and distribution of materials to all members.\u00a0 Technical resources and external stakeholders are engaged and participate as needed;<\/li>\n<li>Field visits are planned, organized, and implemented in collaboration with Principal Recipients and active participation of Oversight Committee members and other CCM members or stakeholders;<\/li>\n<li>Grant implementation problems, issues, and bottlenecks are identified, in collaboration with Principal Recipients, and are presented to the full CMM for appropriate action, and are then monitored for implementation results.<\/li>\n<li>Grant oversight systems, methods, and procedures are developed and effectively utilized by Principal Recipients and the Oversight Committee to monitor grant performance and identify implementation issues or bottlenecks. CCM Grant Dashboard reports are submitted, reviewed, and analysed prior to Oversight Committee meetings;<\/li>\n<\/ul>\n<p><strong>Personal Specifications<\/strong><br \/>\nQualifications:<\/p>\n<ul>\n<li>An Honours Bachelor\u2019s Degree from a recognized University.<\/li>\n<li>Master\u2019s degree in Public Health, Epidemiology, Biostatistics, members on the impending expiration of term of office of Chair and Vice-Chairs and invite nominations to fill vacancies;<\/li>\n<li>Coordinate the selection of a Committee to oversee the elections of Chair and Vice-Chairs;<\/li>\n<li>Prepare full minutes of the meeting related to the election of CCM Chair and Vice-Chairs;<\/li>\n<li>Issue public notification of names of new Chair and Vice-Chairs;<\/li>\n<li>Conduct orientation of newly-elected Chair and Vice-Chairs.<\/li>\n<\/ul>\n<\/li>\n<li>Oversee and ensure effective and timely membership renewal processes among all CCM constituencies:\n<ul>\n<li>Ensure that constituencies receive timely notification of expiration of term of office for members and alternates;<\/li>\n<li>Ensure provision of logistical, administrative and technical support provided to constituencies in scheduling and conducting constituency elections;<\/li>\n<li>Ensure tracking of member participation in CCM meetings, according to procedures and guidelines in the CCM Governance Manual;<\/li>\n<li>Facilitate the termination of membership whenever required;<\/li>\n<li>Ensure archival of duly completed and signed minutes of constituency elections;<\/li>\n<li>Ensure organization and conduct of orientation for \u201cnew\u201d members and refresher training for \u201cold\u201d members.<\/li>\n<\/ul>\n<\/li>\n<li>Coordinate process for regular review and update of all CCM framework documents, and conduct of related training activities to ensure compliance by all CCM members:\n<ul>\n<li>Support periodic review and revision of all CCM framework documents (Constitution, Governance Manual, Conflict of Interest Policy, Financial Management and Procedural Manual, and Oversight Plan).<\/li>\n<li>Ensure CCM approval for revised components of the CCM framework documents.<\/li>\n<li>Facilitate on-going training on the content and application of the CCM framework documents.<\/li>\n<\/ul>\n<\/li>\n<li>Coordinate all activities related to CCM Eligibility Performance Assessment, development and implementation of Performance Improvement Plan, and updating information on Global Fund website:\n<ul>\n<li>Engage technical services, as required, for undertaking Eligibility Performance Assessment;<\/li>\n<li>Provide direction, oversight, and support to Performance Improvement Plan activities, as implemented or supported by other Secretariat staff;<\/li>\n<li>Monitor progress in implementation of the Performance Improvement Plan.<\/li>\n<\/ul>\n<\/li>\n<li>Coordinate CCM communication and information-sharing by ensuring that CCM Secretariat staff:\n<ul>\n<li>Ensure tracking of all Global Fund-related information and keep all CCM members and the various PRs and relevant stakeholders updated on all changes and developments;<\/li>\n<li>Ensure CCM foundation documents are distributed to new CCM members and returning CCM members, as needed;<\/li>\n<li>Ensure effective management of communications related to CCM meetings, including agendas, minutes, reports for discussion, etc.;<\/li>\n<li>Ensure the completion and archiving of annual declaration of conflict of interest forms to help mitigate conflict of interest on the CCM.<\/li>\n<li>Ensure documentation of all problems and solutions, policy concerns and formulations, best practices, success stories and lessons learned related to all the GFATM Grant Cycles in Nigeria;<\/li>\n<li>Ensure effective technical facilitation, coordination, and liaison with the stakeholder constituencies and representatives at the CCM, PRs, and SRs;<\/li>\n<li>Ensure the preparation, production and dissemination of Annual Report of the CCM, with adequate representation of all key programmes and activities of the CCM.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Key CCM eligibility status, as well as progress in implementing the Performance Improvement Plan, is updated routinely on the Global Fund CCM website.<\/li>\n<li>Executive Secretary provides effective leadership to Secretariat staff, and serves as a hands-on, engaged manager in directing and supporting their work. Secretariat staff understand their roles and responsibilities and work together as an effective management team supporting the functions and activities of the CCM.<\/li>\n<li>CCM Committees and teams to develop funding requests, nominate PRs, conduct grant oversight, and mobilise CCM resources receive effective administrative, financial, and logistical support from Secretariat staff. The Executive Committee receives effective administrative, financial, and logistical support from the Executive Secretary<\/li>\n<li>The CCM has a complete and current communications strategy and annual communications plan. Regular CCM communications shared and disseminated through various media and channels, including a CCM website, other online communications, print materials, public events, and radio \/ TV coverage.<\/li>\n<li>CCM membership is regularly renewed according to the requirements and schedules of the CCM Constitution and Governance Manual. Updated and accurate membership records specifying the terms, constituency affiliations, and contact information for all CCM Members and Alternates<\/li>\n<li>CCM finances are accounted for and reported in a timely and transparent manner, with financial reports prepared and submitted to CCM members and the Global Fund according to required schedules. The Financial Management Manual and Procurement Plans are updated periodically so that they remain current.<\/li>\n<li>Conflict of Interest policies are adopted and revised, as needed, and are adhered to by CCM members and Secretariat staff in meetings and CCM activities. Annual Conflict of Interest Declaration forms are current and maintained to be accessible as needed.<\/li>\n<li>CCM members receive adequate notification of CCM meetings (by email, fax, or letter), including documentation for review prior to the meeting, as required by the CCM Constitution and Governance Manual. CCM members receive complete and clearly written minutes within seven days of each meeting, as required by the Constitution.<\/li>\n<li>A two-year CCM work plan and budget are submitted to and approved by the Global Fund, and are monitored by the CCM Executive Committee.<\/li>\n<li>CCM Nigeria framework documents (Constitution, Governance Manual, Conflict of Interest Policy, Financial Management and Procedural Manual, and Oversight Plan) are reviewed, revised, and approved as needed.<\/li>\n<\/ul>\n<p><strong>Personal Specifications<\/strong><br \/>\nQualifications:<\/p>\n<ul>\n<li>An Honours Bachelor\u2019s Degree from a recognized University<\/li>\n<li>Master\u2019s Degree in Public Health, Public Administration, International Development from a recognized Institution.<\/li>\n<\/ul>\n<p>Experience:<\/p>\n<ul>\n<li>Minimum of 10 years of demonstrated experience in successfully managing large- scale social sector-funded programs and\/or HIV\/AIDS, Malaria, and TB activities in Nigeria or abroad<\/li>\n<li>Familiarity and experience in working with government and non-government systems<\/li>\n<li>Knowledge and understanding of Global Fund guidelines and processes an advantage<\/li>\n<li>Track record of strong commitment to sharing knowledge, documenting experience and supporting creative initiatives<\/li>\n<li>Proven ability to anticipate length and difficulty of task assignments, set project objectives, work on multiple tasks at once, anticipate problems and evaluate results<\/li>\n<\/ul>\n<p>Competences:<\/p>\n<ul>\n<li>Sound knowledge of public\/private partnership<\/li>\n<li>Demonstrated skills in planning, organizing, and managing the work of teams, committees, and ad hoc work groups<\/li>\n<li>Self-starter with competence to assess priorities, manage a variety of complex activities in a time-sensitive\/emergency environment, and meet competing deadlines and ability to work with minimum direct supervision<\/li>\n<li>Solid computer skills to include proficiency using email, word processing and spread sheet applications, preferably Microsoft Office applications<\/li>\n<li>Communication skills both oral and written<\/li>\n<li>Ability to prioritize task assignments and use resources effectively and efficiently<\/li>\n<li>Data Analysis, information compilation and report writing.<\/li>\n<li>Strong facilitation, relationship-building, negotiating and influencing skills especially within a complex public, private, donor, and implementing partner environments<\/li>\n<li>Understanding of and ability to advance efforts of Resource Mobilization Committee in raising additional funds for CCM budget augmentation<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>How to Apply<\/strong><br \/>\nInterested and qualified candidates should submit an expression of interest together with a full CV (MS word format), cover letter and supporting documents, highlighting your experience and skills.
