DRC is present in more than 30 conflict territories around the world assisting displaced people with shelter, food, income generating activities, and wide range of other assistance. It is of utmost importance for DRC to work in compliance with the DRC Accountability and Quality Management system and national legislations.<br \/>\nWe are recruiting to fill the position below:<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Job Title:\u00a0Livelihoods Officer (National Contract Only)<\/strong><br \/>\n<strong>Location:\u00a0<\/strong>Yola, Adamawa<br \/>\n<strong>Overall Purpose of the Role<\/strong><\/p>\n<ul>\n<li>Facilitating the implementation of livelihood programming through coordination with stakeholders in operational areas. Support in enhancing the livelihoods of beneficiaries through the provision of information, business skills training, business support, CTP and agricultural interventions.<\/li>\n<\/ul>\n<p><strong>Responsibilities<\/strong><\/p>\n<ul>\n<li>General Programming &amp; Operations<\/li>\n<li>Provide field supervision to Livelihoods Assistants<\/li>\n<li>Lead community engagement through community mobilization, beneficiary identification and selection processes<\/li>\n<li>Analyze at all times the changing needs among community groups to ensure that DRC provides relevant activities<\/li>\n<li>To participate in the design and implementation of Livelihoods related surveys and assessments in the project area<\/li>\n<li>Lead assistants in facilitating the implementation of cash transfer programmes in project operational areas. Set up, manage and supervise the Conditional\/Unconditional Cash Grants and Cash for Work activities (beneficiary registration, verification and manage distributions); and cash distributions<\/li>\n<li>Liaise with M&amp;E to conduct post-distribution monitoring to ensure that beneficiary entitlements have been adequately accounted for and reconcile the results with those issued by the warehouse manager\/cash distribution agent and line manager for the supply of goods, cash and vouchers.<\/li>\n<li>Oversee warehousing through coordinating with Logistics in sub office, at distribution sites ensuring that all commodities\/cash\/inputs\/goods arriving at any given point are properly accounted for with systems in place<\/li>\n<li>Conduct small business management trainings and support beneficiaries in business plan development through working with Livelihoods Assistants<\/li>\n<li>Facilitate the set up and implementation of agricultural activities on the livelihoods programme through liaising with relevant stakeholders<\/li>\n<li>Contribute to programme design, planning and implementation through working with line manager<\/li>\n<li>Contribute to regular reporting on achievements and challenges related to the project<\/li>\n<li>Participate in facilitating and coordinating activities within the team and with other DRC\u2019s departments<\/li>\n<li>Submit high quality analytical project monthly and quarterly progress reports against the work plan to the line manager with explanations of deviations from the work plan<\/li>\n<\/ul>\n<p><strong>Capacity building:<\/strong><\/p>\n<ul>\n<li>Support the Livelihoods manager to enhance capacity to team members<\/li>\n<li>Ensure that cross-cutting protection concerns are considered for all planned interventions.<\/li>\n<li>Facilitate the continuous assessment process and provide support to staff conducting activities<\/li>\n<\/ul>\n<p><strong>Coordination: \u00a0<\/strong><\/p>\n<ul>\n<li>Be proactively seeking for new partnerships for SME, VST, Internship, and LH activities<\/li>\n<li>Promote and ensure at all times a pragmatic and efficient dialogue as well as networking with Local Institution, Private Institutes, workshops, National and international NGOs and local authorities<\/li>\n<li>Coordinate with the rest of the country team whenever needed<\/li>\n<li>Liaise with relevant line ministries during project implementation i.e. Ministry of Agriculture, Ministry of Animal resources and Fisheries, Ministry of Commerce, Industry and Trade etc.<\/li>\n<\/ul>\n<p><strong>Monitoring &amp; Evaluation:<\/strong><\/p>\n<ul>\n<li>Work closely with the monitoring team on monitoring and evaluation tools for livelihoods activities in coordination with the M &amp; E team and line manager.<\/li>\n<li>Facilitate the qualitative and quantitative monitoring of projects through team meetings, post-assistance visits, regular reporting and any other monitoring tools.<\/li>\n<li>Participate in internal evaluations of programmes.<\/li>\n<\/ul>\n<p><strong>Representation:<\/strong><\/p>\n<ul>\n<li>If requested by the Livelihoods Program Manager represent DRC in livelihood working groups and interagency planning workshops.<\/li>\n<li>Represent, and where necessary, advocate on behalf of DRC with local authorities and line ministries<\/li>\n<li>The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.<\/li>\n<\/ul>\n<p><strong>Experience and technical competencies: (include years of experience)\u00a0\u00a0<\/strong><br \/>\n<strong>Essential:<\/strong><\/p>\n<ul>\n<li>At least 1-2 years of relevant professional livelihood experience with a humanitarian aid organization<\/li>\n<li>Understanding of humanitarian\/civil society issues in the country and the region.<\/li>\n<li>Good IT skills (especially Ms. Office)<\/li>\n<\/ul>\n<p><strong>Desirable:<\/strong><\/p>\n<ul>\n<li>Understanding of rights and protection issues of refugees, children and women<\/li>\n<li>Experience working with displaced populations.<\/li>\n<li>Experiencing of managing teams<\/li>\n<li>Education: (include certificates, licenses etc.)<\/li>\n<li>Bachelor\u2019s degree or higher in agriculture, economics, international human rights, law, sociology, social work, or other relevant field<\/li>\n<li>Languages: (indicate fluency level)<\/li>\n<li>Fluency in written and spoken English. Unconditional\/Conditional Cash Grants and Cash for Work<\/li>\n<li>Work with line manager to plan for agricultural inputs distributions and ensuring inputs distributed accountably.<\/li>\n<li>Work closely with Ministry of Agriculture Extension workers in facilitating vegetable farming\/poultry production trainings for beneficiaries.<\/li>\n<li>Support the organization of trainings and other events related to the project.<\/li>\n<li>Establish linkages to adult learning institutions and refer beneficiaries to selected courses.<\/li>\n<li>Provide administrative support if required.<\/li>\n<li>Submit weekly reports and contribute to compilation of the monthly report and submit to line manager.<\/li>\n<\/ul>\n<p><strong>Stakeholder Coordination:<\/strong><\/p>\n<ul>\n<li>Coordination of Ward level stakeholders in consultation with line manager.<\/li>\n<li>Ensure that protocol is followed through stakeholder consultation at all stages of project implementation.<\/li>\n<\/ul>\n<p><strong>Social Cohesion Programming:<\/strong><\/p>\n<ul>\n<li>Assess the relevance of potential intercommunal dialogue activities linked to livelihoods to improve the dialogue and cooperation between these fields (e.g. joint workshops, peer-to-peer activities, language exchanges, etc.).<\/li>\n<li>Select beneficiaries who will participate in the activities through youth empowerment and community safety planning in coordination with AVR teams.<\/li>\n<li>Maintain Excel tracking sheet to ensure that data are collected on a timely basis.<\/li>\n<li>Contribute to regular reporting on achievements and challenges related to the project as requested by the Livelihoods Officer.<\/li>\n<\/ul>\n<p><strong>Monitoring &amp;
