Headquartered in Rome, Italy, FAO is present in over 130 countries.<\/p>\n<p>We are recruiting to fill the position below:<\/p>\n<p><strong>Job Title:\u00a0Operations Associate, Procurement<br \/>\nLocations:\u00a0<\/strong>Abuja, and Maiduguri with frequent travels in-country especially within the North-East States of Bomb, Yobe and Adamawa<br \/>\n<strong>Job Type:<\/strong>\u00a0Service Contract \u2013 NPP<br \/>\n<strong>Duration:<\/strong>\u00a06 Months, renewable<br \/>\n<strong>General Description of Task(s) and Objectives to Be Achieved<\/strong><\/p>\n<ul>\n<li>The Procurement Associate provides and coordinates day-to-day procurement operations, including specialized complex processes and functions, ensuring consistency, timeliness and conformity with relevant rules, procedures and practices.<\/li>\n<li>He \/ she provides procedural guidance to clients and staff across the Organization regarding procurement rules and procedures.<\/li>\n<\/ul>\n<p>Supervision Received\/Exercised:<\/p>\n<ul>\n<li>The Procurement Associate reports to the Assistant FAO Representative (Admin). Work is performed largely autonomous, expressing initiative and independent judgement.<\/li>\n<li>Supervision received is focused on the quality of work outputs, to facilitate service delivery.<\/li>\n<li>The incumbent provides guidance and training to procurement support staff and advice to clients who work with the Organization.<\/li>\n<\/ul>\n<p>Working Relationships:<\/p>\n<ul>\n<li>The Procurement Associate maintains a wide range of contacts with managers, staff and suppliers inside and outside the Organization, ensuring the quality and consistency of procurement support services and compliance with relevant policies and procedures.<\/li>\n<\/ul>\n<p><strong>Key Function \/ Results<\/strong><\/p>\n<ul>\n<li>Perform operational functions relating to procurement process, including the preparation of documents related to assigned procurement actions, issuance of tenders and purchase orders, evaluation of bids, follow-up with suppliers, attendance at Tender Opening Panel meetings, draft simple amendments and! or renewals to contracts and service orders under the guidance of the supervisor(s), applying in-depth knowledge of Procurement applications and regulations etc.;<\/li>\n<li>Maintain and monitor database records related to procurement actions undertaken, assigned tenders, and contracts; coordinate collection of statistical information on procurement actions and ensure that information maintained in the relevant systems is accurate and updated;<\/li>\n<li>Prepare, review and analyze periodic monitoring reports making recommendations and taking action as instructed;<\/li>\n<li>Participate in meetings with suppliers;<\/li>\n<li>Support knowledge building and knowledge sharing across the Service through training of staff and briefing of colleagues on the use of the Oracle Procurement Module and other IT applications utilized in the Procurement Service;<\/li>\n<li>Review purchase requisitions, orders, contracts and tenders to ensure that they are technically complete and in conformity with established FAO rules and procedures;<\/li>\n<li>Ensure that procurement actions are completed in a timely manner in accordance with the relevant rules and procedures; ensure timely information on the status of procurement activities and all related issues;<\/li>\n<li>Act as the Contracts Unit focal point for GRMS, UNGM and Intend;<\/li>\n<li>Review current processes and make recommendations to improve purchasing systems and procedures;<\/li>\n<li>Perform other duties as required.<\/li>\n<\/ul>\n<p>Impact of work:<\/p>\n<ul>\n<li>The incumbents work impacts on the quality, timeliness and efficiency of FAO\u2019s procurement operations.<\/li>\n<li>He\/she plays a lead role in the coordination and provision of the procurement support services for the successful achievement of the Office\u2019s mandate.<\/li>\n<\/ul>\n<p><strong>Minimum Requirements<\/strong><br \/>\nTechnical Competencies and Experience Requirements:<\/p>\n<ul>\n<li>Thorough knowledge of the procurement regulations and procedures of any public or international entity or organization.<\/li>\n<li>Good knowledge of the International Commercial Terms (INCOTERMS) and their application.<\/li>\n<li>Thorough knowledge of the ERP Procurement Module and ability to guide, direct and advise colleagues on its use and applications.<\/li>\n<li>Excellent oral and written communication and presentation skills in English.<\/li>\n<\/ul>\n<p>Core Competencies:<\/p>\n<ul>\n<li>Results Focus<\/li>\n<li>Teamwork<\/li>\n<li>Communication<\/li>\n<li>Building Effective Relationships<\/li>\n<li>Knowledge Sharing and Continuous Improvement<\/li>\n<\/ul>\n<p>Desirable Qualifications And Skills -Optional:<\/p>\n<ul>\n<li>Thorough knowledge of UN system procurement regulations, policies and procedures<\/li>\n<li>Certification on procurement delivered from an internationally recognized institution is an asset.<\/li>\n<li>Extensive knowledge and experience in MIS reporting and monitoring tools<\/li>\n<li>Thorough knowledge of FAO\u2019s administrative policies and procedures<\/li>\n<\/ul>\n<p>IT Skills:<\/p>\n<ul>\n<li>Ability to effectively use standard MS Office software, especially experience with Excel, MS Access and database.<\/li>\n<li>Very good knowledge of the MS Office package, Internet and office technology equipment<\/li>\n<\/ul>\n<p>Languages:<\/p>\n<ul>\n<li>Working knowledge of English, Fluency in Kanuri and Hausa \u2013 both verbal and written highly desirable.<\/li>\n<\/ul>\n<p>Academic Qualifications:<\/p>\n<ul>\n<li>Education; Secondary School Education with University Degree in Procurement, Business Administration or any other related field.<\/li>\n<li>Work Experience and Knowledge; Five years of experience in procurement support work<\/li>\n<li>Languages; Working knowledge (Level C) of English and level B of French or Spanish<\/li>\n<\/ul>\n<p>Work Relationship:<\/p>\n<ul>\n<li>Frequent contact with internal and external officials of whom many are at the senior level.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Job Title:\u00a0M&amp;E Associate<br \/>\nLocation:\u00a0<\/strong>Maiduguri with frequent travels in-country especially within the North-East States of Bomb, Yobe and Adamawa<br \/>\n<strong>Job Type:<\/strong>\u00a0Service Contract \u2013 NPP<br \/>\n<strong>Duration:<\/strong>\u00a06 Months, renewable<br \/>\n<strong>General Description of Task(s) and Objectives to Be Achieved<\/strong><br \/>\nUnder the overall supervision of the FAO Country Representative, and the direct supervision of the Deputy FAO Country Representative and the International M&amp;E Officer, in close collaboration with the programme and other units, the M&amp;E Associate will support the strategic and programmatic aspects of the FAO programme in North East Nigeria. The incumbent will perform the following tasks:<\/p>\n<ul>\n<li>Assist the FAO Maiduguri Sub office to develop programme\/project log frames, particularly in the areas of the results monitoring, objective hierarchy, indicators and monitoring mechanisms, tools, and procedures, and assist in the development of the activity work plans,<\/li>\n<li>Develop the overall framework for M&amp;E of programme in line with the FAO Nigeria programme framework as defined in FAO Nigeria Rain and Dry Seasons Programme Documents and Project Log Frames,<\/li>\n<li>With implementing Partners, FAO Programme team and M&amp;E Specialist, set out the framework and procedures for the monitoring and evaluation of project activities.<\/li>\n<li>Design the framework for the physical and process monitoring of project activities.<\/li>\n<li>Guide field staff and Implementing Partners in preparing their data collection and reports.<\/li>\n<li>Utilize the M&amp;E information system, updating the projects, activities, and indicators on a routine basis.<\/li>\n<li>Undertake regular visits to the field to support implementation of M&amp;E and identify where adaptations might be needed.<\/li>\n<li>Follow-up on Monitoring activities in Borno, Adamawa and \u2018lobe States and assist in collection and analysis of data for the field.<\/li>\n<li>Prepare consolidated progress reports on M&amp;E findings for project management to submit to M&amp;E Specialist, in accordance with approved reporting formats and timing.<\/li>\n<li>Review monitoring reports; analyze them for impact evaluation and identify the causes of potential bottlenecks in project implementation.<\/li>\n<li>Organize (and provide) refresher training in M&amp;E skills to FAO Implementing Partners, including accountability to affected population, Implementing Partners staff, local organizations and primary stakeholders.<\/li>\n<li>Guide the regular sharing of the outputs of M&amp;E findings with project staff, Implementing Partners and primary stakeholders.<\/li>\n<li>Perform other related duties as required<\/li>\n<\/ul>\n<p><strong>Minimum Requirements<\/strong><br \/>\nTechnical Competencies and Experience Requirements:<\/p>\n<ul>\n<li>At least 5 years of professional experience related to Project M&amp;E, planning and implementation of M&amp;E systems, M&amp;E methods and approaches data analysis, and knowledge of statistical data<\/li>\n<li>Systematic and efficient approach to work assignments, good judgement and analytical<\/li>\n<li>ability.
