and<\/li>\n<li>In conjunction with relevant colleagues, assist and advise with all aspects of office management.<\/li>\n<\/ul>\n<p><strong>Duties and Responsibilities<\/strong><br \/>\nProject\/Programme Management with focus on Health Sector:<\/p>\n<ul>\n<li>Under direct supervision and guidance of the Supervisor, as part of the Programme team, the Consultant will demonstrate technical and administrative support abilities and commitment in all aspects of project cycle management in the concerned projects\/area;<\/li>\n<\/ul>\n<p>[Infectious Disease Control]:<\/p>\n<ul>\n<li>Project for Strengthening the capacity of the Nigerian Public Health Laboratories to adequately respond to threats of Infectious Diseases<\/li>\n<li>Project for Strengthening Detection of and Response to Public Health Threats in Nigeria<\/li>\n<\/ul>\n<p>Assessment of network laboratories<\/p>\n<ul>\n<li>Supporting on-going survey and project formulation activities on laboratory construction and assessment of network laboratories<\/li>\n<li>Coordinating daily communication with Nigerian stakeholders on infectious disease control<\/li>\n<li>Collecting and updating information of other donors\u2019 activities and trend on supporting laboratories in Nigeria<\/li>\n<li>Attending and following up National Laboratories Technical Working Group<\/li>\n<\/ul>\n<p>Community Health:<\/p>\n<ul>\n<li>Project for Strengthening Pro-Poor Community Health Services in Lagos State<\/li>\n<li>Occasional monitoring of project implementation and provision of necessary support<\/li>\n<li>Coordinating communication between JICA health experts based in Lagos and stakeholders in Abuja<\/li>\n<\/ul>\n<p>Promoting project\u2019s PR within FCT [Cross-sector collaboration]:<\/p>\n<ul>\n<li>Promoting cross-sector collaboration with other Programme team in the office, Japanese organizations (Private Companies\/Universities\/Institutions etc.,) and\/or relevant outside partners<\/li>\n<li>Arrange and coordinate the meetings, workshops, trainings sessions and other necessary events with other stakeholders such as Nigerian MDAs, International Development Partners, and CSOs\/NGOs;<\/li>\n<li>Resolve problems and queries, liaising with JICA colleagues, project implementers and external stakeholders as required;<\/li>\n<li>Engage in procurement of goods and services related to the project in charge;<\/li>\n<li>Monitor and provide advice in implementation and monitoring of projects\/programmes;<\/li>\n<li>Assist in post-evaluation of projects\/programmes and complete post-evaluation reports;<\/li>\n<li>Assist in planning and formulation of projects\/programmes through information collections, coordination with MDAs and other donors, and other necessary activities;<\/li>\n<li>Contribute to knowledge\/information sharing within the team thereby to elaborate cooperation strategy to Nigeria;<\/li>\n<li>Prepare speech scripts, letters, documents for presentation, reporting and others related to the programmes;<\/li>\n<li>Collect, analyse and compile data\/information in the target areas as a joint work with the Programme Team in JICA Nigeria office, Nigerian MDAs and other partners;<\/li>\n<li>Contribute to strengthening result-oriented management and increasing efficiency and effectiveness of programmes;<\/li>\n<li>Identify possible improvements or adaptations to the JICA\u2019s programme and contribute to its realisation; and<\/li>\n<li>Perform other duties may be assigned by the Supervisor.<\/li>\n<li>JICA Knowledge Co-Creation Programme (Training Programme in Health Sector)<\/li>\n<li>Engage in overall training management from nomination, dispatch and follow-up maintaining close liaison with the JICA office\u2019s strategy, JICA Experts and their Counterparts;<\/li>\n<li>Coordinate with Ministry of Budget and National Planning and specific MDA in the selection of participants;<\/li>\n<li>Assist participants in developing pre-study reports when necessary; and<\/li>\n<li>Follow up action plans of the Ex-participants and assist their activities.<\/li>\n<\/ul>\n<p>Procedural and Financial Management:<\/p>\n<ul>\n<li>Ensure accountability in budget management of projects\/programmes, such as monitoring disbursement, checking necessary documents and processing payments; and<\/li>\n<li>Assist project implementers to conduct financial audit and reporting in a timely manner.<\/li>\n<\/ul>\n<p>Administrative Support\/Corporate Requirements:<\/p>\n<ul>\n<li>Provide support for co-workers within and outside own Programme team to promote efficient and effective work style in the office;<\/li>\n<li>Provide support for office\u2019s PR activities;<\/li>\n<li>Organize appointments and confirm logistics where necessary; and<\/li>\n<li>Follow up action plans of the Ex-participants and assist their activities.<\/li>\n<li>Contribute to knowledge\/information sharing within the team thereby to elaborate cooperation strategy to Nigeria;<\/li>\n<li>Contribute to strengthening result-oriented management and increasing efficiency and effectiveness of programmes;<\/li>\n<\/ul>\n<p>Macroeconomic Review, Advisory and Loan Administration:<\/p>\n<ul>\n<li>Collect, analyse and compile data\/information and report to JICA with regard to macroeconomic and loan administration (including planning, implementation, and monitoring\/evaluation of loan projects\/programmes);<\/li>\n<li>Arrange and coordinate meetings and other necessary events with other stakeholders such as Nigerian MDAs, International Development Partners, and other organizations with regard to macroeconomic and loan administration;<\/li>\n<li>Prepare letters, documents for presentation, speech scripts, reporting and others with regard to macroeconomic and loan administration;<\/li>\n<li>Resolve problems and queries with regard to macroeconomic and loan administration, liaising with JICA colleagues, project implementers and external stakeholders as required.<\/li>\n<\/ul>\n<p>Public Relations:<\/p>\n<ul>\n<li>Build good relationships and wide network with media (print media, news agency, TV, radio, etc);<\/li>\n<li>Develop, implement and manage media relations activities including press releases, press tours, media interviews, etc,<\/li>\n<li>Develop PR materials including leaflets, banners, greeting cards, calendars, etc;<\/li>\n<li>Organize PR space in the office and keep PR materials available;<\/li>\n<li>Prepare website update; and<\/li>\n<li>Organize and manage other PR activities.<\/li>\n<\/ul>\n<p>Procedural and Financial Management:<\/p>\n<ul>\n<li>Ensure accountability in budget management of projects\/programmes, such as monitoring disbursement, checking necessary documents and processing payments; and<\/li>\n<li>Assist project implementers to conduct financial audit and reporting in a timely manner.<\/li>\n<\/ul>\n<p>Other Corporate Requirements:<\/p>\n<ul>\n<li>Contribute to knowledge\/information sharing within the office;<\/li>\n<li>Provide support for colleagues to promote efficient and effective work in the office;<\/li>\n<li>Contribute to strengthening result-oriented management and increasing efficiency and effectiveness of programmes;<\/li>\n<li>Identify possible improvements or adaptations to the JICA\u2019s programme and contribute to its realisation;<\/li>\n<li>Provide support for office\u2019s PR activities; and<\/li>\n<li>Perform other duties may be assigned by the Supervisor.<\/li>\n<\/ul>\n<p><strong>Qualifications<\/strong><\/p>\n<ul>\n<li>A National of Nigeria or a person is eligible to work in Nigeria;<\/li>\n<li>Minimum of Bachelor\u2019s Degree in Business Administration, Economics, Mass Communications or any other relevant fields;<\/li>\n<li>Proven track of relevant experience for more than 5 years among Government, Development Partners, Private sectors or CSOs\/NGOs ,etc.;<\/li>\n<li>Extensive capacity in project management within the team;<\/li>\n<li>Strong communication skills to express complex ideas to and negotiate with various stakeholders;<\/li>\n<li>High-School Level Mathematical Thinking;<\/li>\n<li>High-level Information-gathering capacity through literature survey, internet survey, on-site interview and other appropriate ways;<\/li>\n<li>High-level reporting skills;<\/li>\n<li>Excellent knowledge and operation skills of Microsoft Word, Excel and PowerPoint;<\/li>\n<li>Ability of making up realistic time frame and strong capacity of time management and multi-task management to ensure all assignments to meet deadlines;<\/li>\n<li>Ability to seek creative win-win solutions within a limited budget;<\/li>\n<li>Ability to handle responsibility and occasional high work-loads under tight deadlines;<\/li>\n<li>Ability to develop trust, respect and team work within and outside the team;<\/li>\n<li>Self-disciplined in interaction with internal\/external stakeholders;<\/li>\n<li>Understanding of accountability and responsibility in full compliance with JICA regulations and operating procedures;<\/li>\n<li>Understanding and being competent in the following expected values:\n<ul>\n<li>Sympathy to JICA Mission<\/li>\n<li>PDCA cycle for improvement<\/li>\n<li>Initiative in duty<\/li>\n<li>Awareness of benefit\/cost<\/li>\n<li>Multi-dimensional view<\/li>\n<li>Service mind to clients<\/li>\n<li>Flexibility<\/li>\n<li>Speedy and timely delivery;
