\nOverall Purpose of the Role<\/strong><\/p>\n\n- DRC is looking for a driven, pro-active and innovative programme manager who can take on responsibility for a broad range of interesting emergency and stabilisation programmes.<\/li>\n
- This role will be crucial in the delivery of DRC\u2019s integrated packages of RRM and emergency programming, engaging actively with and managing cross-sectorial activities with the DRC Food Security, Shelter, WASH and NFI \/ Distributions teams.<\/li>\n
- The duty station will be primarily Mubi (Adamawa State), where the RRM\/Emergency Manager will supervise and coordinate a range of activities across rapid emergency response to first and second line emergency response, through towards stabilisation and recovery. Some travel and management roles in Maiduguri (Borno State) is foreseen.<\/li>\n
- The role includes assessment (MSA, RNA) and response teams, in close linkage with the Protection and M&E Unit, under the overall leadership of the Emergency Coordinator.<\/li>\n
- The position will have a key role in the field-level management of cross-sector teams, and establishing local networks to ensure information about humanitarian needs is shared in an effective, timely and protection-sensitive manner.<\/li>\n
- The RRM\/Emergency Manager will be responsible to ensure effective data collection, community engagement, production of reports and data from assessments and effective communication on the results to enable rapid responses to urgent and ongoing humanitarian crises across broad geographic areas.<\/li>\n
- The RRM\/Emergency Manager will also be key in ensuring a close link to the Safety Unit to discuss new locations and ensure appropriate measures are taken for access and safety on assessment and response missions.<\/li>\n<\/ul>\n
Responsibilities<\/strong>
\nMulti-sectorial\/Rapid Needs Assessments:<\/p>\n\n- Monitor the humanitarian situation in the areas of operation and contribute to the prioritization of areas of intervention;<\/li>\n
- Compile, review and disseminate multi-sectorial assessment reports internally and externally;<\/li>\n
- Present summary results of multi-sectorial assessments during external coordination meetings as requested by the EC;<\/li>\n
- Supervise the MSA team remotely and in the field, depending on security situation and needs;<\/li>\n
- Oversee development and correct implementation of tools and methodologies for assessments, both for internal DRC use and externally to assist other partners in consolidating RRM coordination;<\/li>\n
- Suggest improvements to the tools and methodologies depending on context and field-testing.<\/li>\n<\/ul>\n
Rapid Response:<\/p>\n
\n- Ensure effective community engagement and safety analysis for responses according to needs identified in MSA (distribution of emergency shelter and NFI and\/or RRM package; other emergency distributions in support of other emergency programmes) while linking with other sectors in DRC (protection, AVR\/MRE, WASH, food security, livelihoods and recovery);<\/li>\n
- Ensure appropriate selection of beneficiaries agreed upon by the communities and preparation of the distribution with the communities (distribution date, distribution points, ensuring safety, protection and vulnerability factors are taken into account, with full monitoring by M&E teams);<\/li>\n
- Plan and carry out safe, accountable distributions of NFI kits (household kits, shelter kits, other as needs identified)<\/li>\n
- Advocate, liaise and coordinate with other actors (including other DRC teams) for responses in other sectors including food security, WASH, health etc.<\/li>\n
- Ensure prepositioned stocks of NFIs and other emergency items and supplies in Maiduguri, Ngala, and other project locations, through effective budget management, linkages with logistics and coordination with other organisations.<\/li>\n<\/ul>\n
