The CFM ensures that national legislation is adhered to, and that the country specific standards are applied in ensuring efficient use of resources.<\/p>\n<p>Accounting and Financial Management:<\/p>\n<ul>\n<li>Accountancy<\/li>\n<li>Treasury<\/li>\n<li>Commitment of expenditure<\/li>\n<\/ul>\n<p>Budget Management:<\/p>\n<ul>\n<li>Ensure budget follow-up<\/li>\n<li>Develop project budgets<\/li>\n<\/ul>\n<p>Department Follow-up:<\/p>\n<ul>\n<li>Team leadership<\/li>\n<li>Internal Procedures and Information Flows<\/li>\n<\/ul>\n<p><strong>Qualifications<\/strong><\/p>\n<ul>\n<li>Master degree minimum in Finance or related area<\/li>\n<li>3+ years of solid experience in financial management and monitoring systems, preferably of large development programs, possibly complemented by academic expertise<\/li>\n<li>Ability to monitor and evaluate financial and monitoring skills of communities through capacity-building efforts<\/li>\n<li>Ability to operate in a cross-cultural environment requiring flexibility<\/li>\n<li>Familiarity with the aid system, and understanding of donor and governmental requirements;<\/li>\n<li>Prior knowledge of the region an asset<\/li>\n<li>Fluency in English required \u2013 ability to communicate in local languages an asset<\/li>\n<li>Ability to operate Microsoft Word, Excel and Project Management software<\/li>\n<li>Excellent financial and analytical skills<\/li>\n<li>Excellent communication and drafting skills for effective reporting on programme financial performance<\/li>\n<li>Ability to manage a financial\/monitoring team and demonstrate leadership<\/li>\n<\/ul>\n<p><strong>Conditions<\/strong><\/p>\n<ul>\n<li>Salary defined by the ACTED salary grid;
