empowerment.<\/p>\n<p>CHEERS is currently scaling up TB\/HIV program coordination and implementation within the 6 geopolitical zones of Nigeria and is in need of competent\/qualified persons to fill up the vacant position below:<\/p>\n<p><strong>Job Title:<\/strong>\u00a0<strong>Technical Officer \u2013 M&amp;E<br \/>\nLocation<\/strong>: Anambra<br \/>\n<strong>Desired start date:<\/strong> January 2018<br \/>\n<strong>Summary of Position<\/strong><\/p>\n<ul>\n<li>S\/he has the responsibility of supporting CHEERS M&amp;E programs and projects as well as all activities in the state.<\/li>\n<\/ul>\n<p><strong>Main Responsibilities<\/strong><\/p>\n<ul>\n<li>Provide routine supportive supervision to focal facilities.<\/li>\n<li>Development of capacity strengthening plan for the state ministry of health in coordination with the State Team Lead.<\/li>\n<li>Provide performance data, ensuring data integrity, verifying data, preparing and submitting in a timely manner all required performance reports from facilities to the head office.<\/li>\n<li>Supervise monitoring and evaluation processes and ensure quality and timely periodic production of M&amp;E information products in line with requirements from the state.<\/li>\n<li>Facilitate capacity building for monitoring and evaluation of TB\/HIV programmes in the state.<\/li>\n<li>Actively participate in training sessions, presentations, and meetings relating to M&amp;E at the state level.<\/li>\n<li>Enhance M&amp;E capacity among facility staff, to ensure data accountability, facilitate planning and strengthen service delivery.<\/li>\n<li>Collect, verify, collate and analyse data on performance indicators from facilities and LGAs.<\/li>\n<li>Develop and submit monthly, quarterly and annual reports on M&amp;E to the State Team Lead<\/li>\n<li>Carry out any other duties assigned by the Project Coordinator and Executive Director.<\/li>\n<\/ul>\n<p><strong>Qualifications and Skills<\/strong><\/p>\n<ul>\n<li>Candidates should be holders of a University degree and further qualification in the Social or Health Sciences or a related field with at least 3 years of work experience in TB\/HIV in Nigeria.<\/li>\n<li>Experience in monitoring of TB\/HIV services in any of the states listed above.<\/li>\n<li>Solid working knowledge of TB\/HIV M&amp;E framework especially in a treatment setting.<\/li>\n<li>Experience in Global Fund project monitoring and evaluation.<\/li>\n<li>Computer skills (MS Office), knowledge of basic accounting and grant management.<\/li>\n<li>Excellent interpersonal and communication skills, as well as the ability to learn quickly and expand scope of functions.<\/li>\n<li>Integrity, professional discretion and January 2018<br \/>\n<strong>Position Summary<\/strong><\/p>\n<ul>\n<li>S\/he will provide strategic direction and effective oversight on the internal audit function as a trusted advisor to management with objective analyses, observations and recommendations developed in conjunction with the Internal Audit Department\u2019s review of the accounting, financial, compliance, contractual and other operational activities.<\/li>\n<li>The Internal Auditor Manager will also oversee the implementation of CHEERS annual risk based internal audit plan and provide periodic independent and uncompromised assurance on the effectiveness of risk management and compliance frameworks.<\/li>\n<\/ul>\n<p><strong>Main Responsibilities<\/strong><\/p>\n<ul>\n<li>Develop the internal audit annual work plan for approval by the Board<\/li>\n<li>Implement the approved annual work plan in a flexible manner to ensure that CHEERS internal work dynamically addresses organizations risks<\/li>\n<li>Facilitate biannual organizational control self-assessments as a key step in risk assessment<\/li>\n<li>Supervises and performs audit procedures, including identifying and defining issues, developing criteria, reviewing and analyzing evidence.<\/li>\n<li>Ensure documentation of processes and procedures are in accordance with professional standards and donor requirements.<\/li>\n<li>Conducts interviews, reviews document, develops and administer surveys, reviews and prepares working papers and composes formal audit reports.<\/li>\n<li>Regularly review the key components of risk within the CHEERS and ensures that these areas are reviewed and tested as appropriate.<\/li>\n<li>Establish and maintain effective relationships with management so that Internal Audit is seen as a trusted advisor to the organization.<\/li>\n<li>Ensures key findings and risks are communicated in a timely and effective manner.<\/li>\n<li>Demonstrate and apply strong project management skills, teamwork, and responsibility with internal audit team members, external auditors and CHEERS funders.<\/li>\n<li>Provides quality and value-added audit services while maintaining independence and objectivity.<\/li>\n<li>Understands and adheres to national and international professional auditing standards, where appropriate.<\/li>\n<\/ul>\n<p><strong>Qualifications and Skills<\/strong><\/p>\n<ul>\n<li>Post Graduate Degree in Accounting, Business or related field. Chartered Accountant and \/ or CIA designation preferred.<\/li>\n<li>Minimum of 5 years\u2019 experience in a position managing and performing internal audits and\/or related functions within the health response in Nigeria.<\/li>\n<li>Knowledge of USG and Global Fund reporting requirements.<\/li>\n<li>Highly proficient in Microsoft Office Products, including Word, Excel, PowerPoint and CHEERS.<\/li>\n<\/ul>\n<p><strong>Main Responsibilities<\/strong><\/p>\n<ul>\n<li>Direct and manage the development of state project work plans and budget for the M&amp;E component of any CHEERS state
