take-off of CRS-APPEALS (World Bank Assisted) Project in the capacity below:<\/p>\n<p><strong>Job Title:\u00a0Monitoring and Evaluation Officer<\/strong><br \/>\n<strong>Location:<\/strong> Cross River<br \/>\n<strong>Functions and Responsibilities<\/strong><\/p>\n<ul>\n<li>Under the supervision of the State Project Coordinator respectively, the incumbent will be responsible for generation of project specific information on progress, processes and performance.<\/li>\n<li>Analyses and aggregation of data generated at various levels to track progress, process quality and project sustainability.<\/li>\n<li>S\/He will also document and disseminate feedback and key lessons learnt to relevant users and stakeholders.<\/li>\n<\/ul>\n<p>Specific duties of the position will include:<\/p>\n<ul>\n<li>Implement Monitoring and Evaluation of results and impact of the project.<\/li>\n<li>Track performance indicators and develop operational arrangements for collecting, analyzing, and reporting project data feeding into the result framework<\/li>\n<li>Develop Management Information System (MIS) for the project.<\/li>\n<li>Conduct impact evaluation and beneficiary Project Coordinator respectively, the Incumbent will coordinate, the procurement of all goods, works and services financed under the project.<\/li>\n<\/ul>\n<p>Specific Duties of the Position will include:<\/p>\n<ul>\n<li>Preparation of procurement plans for implementation of the project.<\/li>\n<li>Prepare Bidding documents.<\/li>\n<li>Responsible for day-to-day procurement activities as contained in the PIM.<\/li>\n<li>Update and implement the procurement manual.<\/li>\n<li>Initiate procurement and training workshops.<\/li>\n<li>Undertake any other duties as may be assigned by the Business Development Officer<\/strong><br \/>\n<strong>Location:<\/strong> Cross River<br \/>\n<strong>Functions and Responsibilities<\/strong><\/p>\n<ul>\n<li>Under the supervision of SPC, the officer will develop and implement work program that improves the competitiveness and well-functioning of the value chain thereby making beneficiaries of the project to meet market requirements.<\/li>\n<\/ul>\n<p><strong>Qualifications and Experience Required<\/strong><\/p>\n<ul>\n<li>B.Sc degree in Agricultural Economics, Agribusiness or Business Administration<\/li>\n<li>Minimum of five (5) years post qualification experience.<\/li>\n<li>Fluency in English language<\/li>\n<li>Knowledge and application of computer is essential<\/li>\n<li>Experience in market facilitation (market and price information), registration and approval of product calls.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Job Title:\u00a0Productivity Enhancement Specialist<\/strong><br \/>\n<strong>Location:<\/strong> Cross River<br \/>\n<strong>Functions and Responsibilities<\/strong><\/p>\n<ul>\n<li>Under the supervision of State Project Coordinator, the incumbent will coordinate and Identify productivity enhanced inputs, equipment and machines for all production nodes of value chains supported under this project.<\/li>\n<li>The incumbent will disseminate and follow-up on adoption of the improved inputs, equipment and machine.<\/li>\n<\/ul>\n<p><strong>Qualifications and Experience Required<\/strong><\/p>\n<ul>\n<li>Master\u2019s degree in Agronomy, Crop Science, Soil Science, Agricultural Economics, Agricultural Mechanization and other related disciplines<\/li>\n<li>Experience working with agro-input or advisory services companies, research institute or CG center.<\/li>\n<li>A minimum of 5 years of relevant experience in technology dissemination projects<\/li>\n<li>Ability to build partnership with research centers, extension organizations and technology innovation centers and agro-allied commercial technology businesses<\/li>\n<li>Clear understanding of cropping calendar, weather information and climate smart agricultural practices.<\/li>\n<li>Excellent understanding of value chain analysis, development and Good Agricultural Practices.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Job Title:\u00a0Women and Youth\/Livelihood Specialist<\/strong><br \/>\n<strong>Location:<\/strong> Cross River<br \/>\n<strong>Functions and Responsibilities<\/strong><\/p>\n<ul>\n<li>Under the supervision of SPC, the Specialist will coordinate women and youth livelihood support activities under the project.<\/li>\n<li>The Incumbent will further work with the Project Teem to ensure gender mainstreaming in the project.<\/li>\n<\/ul>\n<p><strong>Qualifications and Experience Required<\/strong><\/p>\n<ul>\n<li>A minimum of Master\u2019s degree in Agricultural Economics, MBA, Economics, Sociology, Gender and Development Studies and other related disciplines<\/li>\n<li>A minimum of 5 years of relevant experience in developmental projects (with livelihood component)<\/li>\n<li>Experienced in participatory stakeholder consultation and engagement<\/li>\n<li>Demonstrate ability to mobilise group for action e.g group formation, credit administration or social action<\/li>\n<li>Excellent facilitation skills and experience in preparing and reviewing business plans or proposals<\/li>\n<li>Good knowledge of social development\/safeguard issues such as gender and youth policies &amp; issues<\/li>\n<li>Strong knowledge of computer applications including Geo-enabling or Geographical Information System skill is an added advantage<\/li>\n<li>Experience in coordinating stakeholder feedback or inquiries.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Job Title:\u00a0Environmental Officer<\/strong><br \/>\n<strong>Location:<\/strong> Cross River<br \/>\n<strong>Functions and Responsibilities<\/strong><\/p>\n<ul>\n<li>Under the supervision of SPC, the officer will supervise the implementation of environmental instruments and mitigations measures articulated in the general and site specific safeguard instruments such as ESMP,IPMP.<\/li>\n<\/ul>\n<p><strong>Qualifications and Experience Required<\/strong><\/p>\n<ul>\n<li>Master\u2019s degree in Agricultural Economics, Engineering, Environmental Management, Environmental Sciences or other related disciplines<\/li>\n<li>Manage and conduct environmental safeguard due diligence of new investment proposals<\/li>\n<li>Identify all key potential environmental impacts and risks of a project and ensure that their appropriate mitigation measures are in place<\/li>\n<li>Ensuring regular site Inspections and environmental sampling and analysis is carried out<\/li>\n<li>Preparation of environmental reports and tracking project performance against environmental key performance indicators and targets<\/li>\n<li>Experience at least 3 years of relevant experience in working with public or private sector firms in agro-industry sectors (including infrastructure, civil works, agribusiness, and\/or processing).<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Job Title:\u00a0Facilitator (1 Per value chain \u2013 3 No)<\/strong><br \/>\n<strong>Location:<\/strong> Cross River<br \/>\n<strong>Duties<\/strong><\/p>\n<ul>\n<li>Ensure proper registration of the project beneficiaries in line with the project provisions and production of the development, business\/investment plans for the Association<\/li>\n<li>Provide technical advice to the project beneficiaries in their area of competence and serve as liaison officers between APPEALS and the beneficiaries<\/li>\n<li>Identify teaching instruments and develop essential curricula to train the APPEALS beneficiaries through a PRA process<\/li>\n<li>Identify sources of improved technology for project beneficiaries operation in collaboration with the various research and knowledge institutions<\/li>\n<li>Provide linkage with service providers to assist project beneficiaries in productivity enhancement, business planning, financial and business management.<\/li>\n<li>Supply market information and provide linkage to market and credit sources for the farmers.<\/li>\n<\/ul>\n<p>Duration of Assignment:<\/p>\n<ul>\n<li>The work of a Facilitator will be throughout the duration of the project, but the contract is renewable yearly subject to satisfactory performance.<\/li>\n<\/ul>\n<p>Deliverables:<\/p>\n<ul>\n<li>The Facilitators will be expected to provide value chain investment plan working with beneficiaries and relevant officers and submit a monthly report of activity to the state project office.<\/li>\n<li>The officers will also assist M&amp;E officers at the state level to monitor the project indicators and achievements of the project development objectives.<\/li>\n<\/ul>\n<p><strong>Qualifications and Experience Required<\/strong><\/p>\n<ul>\n<li>B.Sc degree in Agriculture, Agronomy, Crop or Animal Science including Fisheries<\/li>\n<li>Minimum of five (5) years post-qualification field experience<\/li>\n<li>Fluency in English and Local language widely spoken in the project area<\/li>\n<li>Experience in specific value chains selected by the state is a major advantage<\/li>\n<li>Higher qualification will be an advantage.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Job Title:\u00a0State Project Coordinator<\/strong><br \/>\n<strong>Location:<\/strong> Cross River<br \/>\n<strong>Overall Function and Responsibilities of the Position<\/strong><\/p>\n<ul>\n<li>The State Project Coordinator (SPC) is responsible for the coordination of Project activities in the State, as well as managing the Agro-Processing, Productivity Enhancement and Livelihood Support Office.<\/li>\n<\/ul>\n<p><strong>Specific Duties of the Position<\/strong><\/p>\n<ul>\n<li>Head the secretariat of the State Steering Committee (SSC).<\/li>\n<li>Overall implementation of Project within the State.<\/li>\n<li>Supervise staff of State Office.<\/li>\n<li>Liaise with other relevant programmes and technical departments in the State.<\/li>\n<li>Oversees contracting of support staff and consultants, particularly Agro-Processing Service Providers.<\/li>\n<li>Ensure timely reporting and quality of reports to SSC.<\/li>\n<\/ul>\n<p><strong>Qualifications and Experience Required<\/strong><\/p>\n<ul>\n<li>M.Sc degree or equivalent in Agriculture, Agricultural Economics, Economics or other relevant discipline.
