Over 5,000 staff are dedicated to implementing and developing our projects.<\/p>\n<p>In response to the emergency situation in Nigeria, ACTED recruits to fill the position below:<\/p>\n<p><strong>Job Title:\u00a0GIS Specialist<\/strong><br \/>\n<strong>Location<\/strong>: Borno<\/p>\n<p><strong>About the Job<\/strong><\/p>\n<ul>\n<li>Under the functional supervision of the IMPACT Consortium Assessment Manager in Nigeria, as well as the IMPACT Country Focal Point and ACTED Country Director, the DFID TPM Consortium GIS Specialist is responsible for the management of all GIS-related activities for the 3-year DfID TPM Consortium led by IMPACT in Northeastern Nigeria, including implementation, resource mobilization, data visualization, and data management.<\/li>\n<li>He\/she directly leads all Consortium GIS-related activities, and coordinates the relevant data collection activities of all partner staff, and plays a key role in the development and implementation of the Consortium\u2019s TPM strategy in Northeaster Nigeria.<\/li>\n<\/ul>\n<p><strong>Duties and Responsibilities<\/strong><br \/>\nThe main duties and responsibilities for the role include:<br \/>\nPreparation, conception and production of maps:<\/p>\n<ul>\n<li>Identify map information needs;<\/li>\n<li>Identify and access map information sources;<\/li>\n<li>Design, test and troubleshoot spatial data collection tools<\/li>\n<li>Ensure accurate linkages between spatial databases and assessment data,<\/li>\n<li>Conduct robust and accurate spatial analysis as needed<\/li>\n<li>Automate product production processes to ensure regular, reliable and predictable outputs<\/li>\n<li>Ensures that the produced maps meet the requirements of Consortium partners.<\/li>\n<\/ul>\n<p>Supervision and monitoring of mapping related data collection:<\/p>\n<ul>\n<li>Conceptualize methodologies for collecting data in the field, as according to need;<\/li>\n<li>Organize and supervise GIS field missions consisting of consortium partner staff<\/li>\n<li>Provide maps and mobile data collection tools to support targeting of monitoring locations<\/li>\n<li>Conduct regular spatial verification of all data collected in the field to ensure locational accuracy<\/li>\n<li>Cross check data collected in the field, ensure regular updates and solve eventual discrepancies<\/li>\n<\/ul>\n<p>Data management:<\/p>\n<ul>\n<li>Develop and maintain a robust spatial data infrastructure for all consortium activities in line with IMPACT best-practices<\/li>\n<li>Develop and maintain consortium data management website and common data storage locations; monitor usage and access; regularly back-up data to secure server<\/li>\n<\/ul>\n<p>Spatial data collection capacity training:<\/p>\n<ul>\n<li>Develop training packages to ensure the collection of robust and useable spatial dat by Consortium partners<\/li>\n<\/ul>\n<p>Technical Support:<\/p>\n<ul>\n<li>The Consortium GIS Specialist will contribute towards the identification and implementation of effective and adapted technical solutions and partnerships.<\/li>\n<li>The Consortium GIS Specialist will provide technical backstopping to Consortium members as needed and where possible.<\/li>\n<li>He\/she will also support the collection of spatial datasets and integration with IMPACT activities.<\/li>\n<\/ul>\n<p>External Relations:<\/p>\n<ul>\n<li>The Consortium GIS Specialist will respond to information requests from consortium partners related to DFID TPM activities.<\/li>\n<li>In order to support the development of joint database tools and processes with Consortium partners, the Consortium GIS Specialist will maintain regular interactions and reporting with key DfID NENTAD partners.<\/li>\n<li>He\/she will respond to information requests from Consortium partners related to data management and mapping as well as solicit information from partner organizations to be incorporated into database.<\/li>\n<\/ul>\n<p>Internal Communication Processes:<\/p>\n<ul>\n<li>The Consortium GIS Specialist will liaise with IMPACT in Geneva to guarantee a quality product that suits the needs of the field office.<\/li>\n<li>He\/she will respond to information requests from IMPACT Initiatives and keep Geneva informed of the MIS activities in the field.<\/li>\n<\/ul>\n<p>Confidentiality and Data Protection:<\/p>\n<ul>\n<li>The Consortium GIS Specialist will maintain the strictest confidentiality of data and processes.<\/li>\n<li>He\/she will actively take measures to prevent the unauthorized sharing of information and data.<\/li>\n<\/ul>\n<p><strong>About You<\/strong><\/p>\n<ul>\n<li>All employees should master ACTED\u2019s core Principles: Independence, Neutrality, Non-discrimination, free and direct access to victims, Ethics, Professionalism, anti-Corruption, Transparency and Accountability<\/li>\n<\/ul>\n<p>Moreover, we also expect the following:<br \/>\nQualifications and Experience:<\/p>\n<ul>\n<li>Master\u2019s degree in Geography\/GIS or a related discipline;<\/li>\n<li>5 years of experience in GIS \/ Database management, preferably in humanitarian context<\/li>\n<li>Demonstrated expertise in manipulation and analysis of remotely sensed data, spatial analysis, zonal statistics, and other complex geo processing tasks required<\/li>\n<li>Demonstrated expertise in automation of cartographic and spatial analytical process required<\/li>\n<li>Demonstrated expertise in development of Google Sites and the use of collaborative online workspaces and data storage applications a must<\/li>\n<li>Demonstrated experience designing and maintaining web-based GIS solutions an asset<\/li>\n<li>Experience analysing complex data with R and knowledge of other statistical programming languages and packages a plus;<\/li>\n<li>Substantial experience with mobile data collection (ODK, ONA, KOBO);<\/li>\n<li>Knowledge of the Adobe Suite, particularly Illustrator and InDesign, required; demonstrated ability to integrate workflow processes between ArcGIS and Adobe Suite a must<\/li>\n<li>Excellent team and time management skills required<\/li>\n<li>Demonstrated ability to build capacity in team members required<\/li>\n<li>Ability to operate in a cross-cultural environment requiring flexibility a must<\/li>\n<li>Demonstrated familiarity with the aid system, and understanding of donor and governmental requirements required<\/li>\n<li>Fluency in English required; High level of confidentiality required.<\/li>\n<\/ul>\n<p><strong>We Offer<\/strong><\/p>\n<ul>\n<li>Contract length: 12 months, with possibility of extension<\/li>\n<li>Level: D1-1 (national contract)<\/li>\n<li>Start date: 25th June 2018<\/li>\n<\/ul>\n<p><strong>Application Deadline\u00a0\u00a0<\/strong>30th April, 2018.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Job Title:\u00a0Complaint\/Accountability Assistant<\/strong><br \/>\n<strong>Location:<\/strong>\u00a0Borno<br \/>\n<strong>Contract Length:<\/strong> 4 months, with possibility of extension<br \/>\n<strong>Level:<\/strong> E1-1 (national contract)<br \/>\n<strong>Start Date:<\/strong> ASAP<\/p>\n<p><strong>About the Job<\/strong><\/p>\n<ul>\n<li>Establish and ensure effective functioning of the Beneficiary Complaints and Response Mechanism<\/li>\n<li>Enhance\u00a0 the\u00a0 trust\u00a0 and\u00a0 confidence\u00a0 of\u00a0 beneficiaries<\/li>\n<li>Identify\u00a0 areas\u00a0 of\u00a0 our work\u00a0 which\u00a0 need\u00a0 to\u00a0 be\u00a0 improved\u00a0 and\u00a0 ensure\u00a0 that\u00a0 ACTED\u00a0 learns\u00a0 from\u00a0 the\u00a0 feedback\u00a0 provided\u00a0 through this process<\/li>\n<\/ul>\n<p><strong>Main Duties and Responsibilities<\/strong><br \/>\nEstablishment and Promotion of the CRM:<\/p>\n<ul>\n<li>Establish, implement and monitor the beneficiary Complaints and Response Mechanism (CRM) for the country mission in line with ACTED standard beneficiary CRM procedures;<\/li>\n<li>Build capacity and understanding among ACTED staff, partners and contractors on beneficiary accountability and CRM;<\/li>\n<li>Accompany the AME and\/or project teams to the field in order to spread awareness about the CRM to beneficiaries, as well as local authorities and stakeholders in ACTED\u2019s areas of implementation, during field visits;<\/li>\n<li>Develop CRM IEC materials in a language that can be widely understood (including people with low levels of literacy);<\/li>\n<li>Regularly assess effectiveness of all information-sharing efforts and incorporate findings into revised approaches;<\/li>\n<li>Maintain records of CRM awareness raising and promotion activities (including approximate numbers of participants) and submit to Project Managers as required.<\/li>\n<\/ul>\n<p>Implementation of the CRM:<\/p>\n<ul>\n<li>Ensure the effective functioning of the beneficiary CRM and that beneficiary complaints\/feedback is adequately captured, analyzed, addressed and responded to in a timely manner and utilized by the program and coordination teams;<\/li>\n<li>Receive complaints through telephone hotline, in writing and in person;<\/li>\n<li>Follow up on complaints received by other ACTED staff with the same diligence as complaints received through the CRM directly;<\/li>\n<li>Treat urgent and\/or sensitive complaints with the immediate attention they require, and ensure a fast resolution;<\/li>\n<li>Maintain confidential and detailed records of all complaints in the CRM database and other electronic and hard copy filing systems, as appropriate;<\/li>\n<li>Respond to complaints objectively, accurately, and in line with ACTED guidelines, using information provided by Project Managers, AME Officers\/Monitors, Area Coordinators, Technical Coordinators, project documents, FLAT documents and procedures, etc;<\/li>\n<li>Follow up on pending complaints with Project, AME, and Coordination staff;<\/li>\n<li>Analyse patterns and trends in complaints to help ACTED improve its programming;<\/li>\n<li>Produce a monthly analytic CRM report for ACTED staff, following ACTED template;<\/li>\n<li>Adapt and improve the CRM based on monitoring of its effectiveness.<\/li>\n<\/ul>\n<p>Other:<\/p>\n<ul>\n<li>Provide regular and timely updates on progress and challenges to supervisors and other team members;<\/li>\n<li>Assist project and AME teams with other activities, as requested by immediate supervisor;<\/li>\n<li>Perform any other related activities as assigned by immediate supervisor.<\/li>\n<\/ul>\n<p><strong>About You<\/strong><\/p>\n<ul>\n<li>All employees should master ACTED\u2019s core Principles: Independence, Neutrality, Non-discrimination, free and direct access to victims, Ethics, Professionalism, anti-Corruption, Transparency and Accountability<\/li>\n<\/ul>\n<p>Essential:<br \/>\nThe Complaint and Accountability Assistant will be appraised based on his\/her experience and demonstration of the qualities and competencies listed below:<\/p>\n<ul>\n<li>A University Degree in International Development\/Development Management, Sociology, Statistics, Monitoring and Evaluation in Social Work or related field is required. Post-graduate studies or diploma an advantage.<\/li>\n<li>Two years of progressive professional work experience in a similar position with non-governmental organizations \u2013 at least one of these must be in humanitarian emergency work, preferably in food security, shelter, CCCM, or WASH<\/li>\n<li>Knowledge of assessments methodology, data collection, collation, analysis, and report writing.<\/li>\n<li>Excellent computer skills, particularly with Microsoft Excel, spreadsheets, Sphere standard, and database management applications\/ statistical programs (i.e. KoBoToolbox).<\/li>\n<li>Familiarity with the Project Cycle Management, logical frameworks, and SMART objectives.<\/li>\n<li>Strong organizational, coordination, and analytical skills, and ability to work under pressure.<\/li>\n<li>Excellent oral communication and writing skills in English.<\/li>\n<li>Fluent in English and Hausa.
