We increasingly find our work on malaria can be effectively integrated with other similar public health interventions for greater impact and therefore expanded our remit to include child health and neglected tropical disease interventions.<\/p>\n<p>We are recruiting to fill the position below:<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Job Title:\u00a0LGA Cluster Supervisor<br \/>\nLocations:\u00a0<\/strong>Sokoto, Zamfara, Jigawa or Katsina<br \/>\n<strong>Department<\/strong>: Technical<br \/>\n<strong>Length of contract<\/strong>: 2 years<br \/>\n<strong>Role type<\/strong>: National<br \/>\n<strong>Grade<\/strong>: 7<br \/>\n<strong>Travel involved<\/strong>: 40% within the State<br \/>\n<strong>Child safeguarding level<\/strong>: 3<br \/>\n<strong>Reporting to<\/strong>: State Manager<br \/>\n<strong>Direct reports<\/strong>: N\/a<br \/>\n<strong>Country and Project Background<\/strong><br \/>\nThe Nigeria Country Office in Abuja, started operations in 2008, through the DFID\/UKaid funded support to National Malaria Programme, SuNMaP (2008 \u2013 2016). The office had presence in 23 states of the country and has managed at various times, about 15 projects. It follows the mandate of the parent organization in Nigeria and has been working specifically in the following areas:<\/p>\n<ul>\n<li>Malaria control\/Elimination<\/li>\n<li>Integrated community case management (iCCM) for malaria, pneumonia and diarrhoea<\/li>\n<li>Nutrition<\/li>\n<li>Neglected tropical diseases (NTDs)<\/li>\n<li>Malaria Consortium has recently received funding to implement SMC in three West African countries including Nigeria. In Nigeria, malaria consortium has decided to use the fund to continue SMC implementation in the 4 states it has been supporting since 2013 with UNITAID (Sokoto and Zamfara), DFID (Katsina and Jigawa) and BMSMC (Katsina) funds.<\/li>\n<li>Under this new funding and any anticipated additional funding, all Malaria Consortium SMC activities in county will be consolidated into a single project and managed by Senior Project Manager who will report to the Country Programme Manager.<\/li>\n<\/ul>\n<p><strong>Job purpose<\/strong><\/p>\n<ul>\n<li>The Cluster Supervisor will support the microplanning and implementation of project activities at LGA level, with health facilities and communities at LGA level in the supported States (Jigawa, Katsina, Sokoto and Zamfara) in Nigeria.<\/li>\n<li>S\/He will support the planning and coordinating activities such as training, supervision, reporting of activities, as well as the relationship and communication with key actors at LGA level, under the supervision of the Malaria Consortium SMC LGA Coordinator.<\/li>\n<li>The post is based at state level, with frequent travel to LGA\/health Facilities and communities.<strong><br \/>\n<\/strong><\/li>\n<\/ul>\n<p><strong>Scope of work<\/strong><\/p>\n<ul>\n<li>The position holder will support the microplanning and coordination of activities at LGA level, including maintaining close communication, participate in key activities such as planning, training and supervision of SMC as well as the reporting of data to the State manager.<\/li>\n<\/ul>\n<p><strong>Key working relationships<\/strong><\/p>\n<ul>\n<li>The Cluster Supervisor is line managed by the State Programme Manager, who maintains most on-going communication and planning for the position holder.<\/li>\n<li>The position holder also maintains relationships with the country office departments, including finance and logistics. Key external relationships are with staff at the state Malaria Control Programme and with LGA health staff.<\/li>\n<\/ul>\n<p><strong>Key accountabilities<\/strong><br \/>\n<strong>LGAs activities (60%)<\/strong>:<\/p>\n<ul>\n<li>Support the coordination of SMC activities in the supported LGAs by Malaria Consortium:<\/li>\n<li>Assist the LGAs and health facilities in planning for SMC activities<\/li>\n<li>Assist in SMC administration, training and supervision at LGA level<\/li>\n<li>Assist in the elaboration of a work plan for SMC which is consistent with budget and microplans<\/li>\n<li>Identify and participate in meetings on coordination with actors engaged in various activities in health LGAs covered by Malaria Consortium<\/li>\n<li>Identify and participate in meetings at LGA level focused on malaria and community level activities.<\/li>\n<li>Participate in meetings and trainings organized by other partners in the relevant LGAs.<\/li>\n<li>Assist the Malaria Consortium SMC LGA Coordinator in the coordination of plans and communication between LGA health authorities and Malaria Consortium on progress and challenges<\/li>\n<li>Assist in quantification on needs for SBCC materials and inputs for SMC delivery<\/li>\n<li>Track and report on progress against the work plan.<\/li>\n<\/ul>\n<p><strong>Distribution of SP+AQ and SMC delivery (20%)<\/strong>:<\/p>\n<ul>\n<li>Assist in the planning and quantification of materials required for SMC delivery and quantification for SP+AQ and distribution of SP+AQ to ensure no stock-outs at any level or time during SMC campaign in his\/her supported LGAs<\/li>\n<li>Participate and report on SMC activities at LGAs level on the consumption of materials for SMC delivery (cards, tally sheets) and SP+AQ to ensure smooth delivery<\/li>\n<li>Support and ensure proper supervision of the CHWs and health facility staff\/in charge.<\/li>\n<\/ul>\n<p><strong>Reporting and documentation highly endemic in Nigeria and it remains one of the leading causes of childhood and maternal morbidity and mortality in the country. Nigeria is deeply committed to making progress towards the achievement of the Sustainable Development Goals and it recognizes the fact that, without firm efforts to control malaria, achievement of the targets related to child mortality, maternal mortality, and reducing the burden of communicable disease will not be possible. Malaria therefore constitutes a significant development challenge for Nigeria. Interventions for reducing malaria burden in the country are documented in the national malaria strategic plan with Government taking the lead in its implementation with the support of all the RBM partners.<\/li>\n<li>The DFID funded and Malaria Consortium led malaria programme, SUNMAP, provided technical assistance and other support to the Nigeria National Malaria Elimination Programme (NMEP) covering the period 2008 to 2016. The anticipated follow on project, SUNMAP2 has been designed to strengthen the management and technical capacity of NMEP, State Malaria Elimination Programme (SMEP) and their stakeholders to drive the implementation of the National Malaria Strategic Plan, 2014 to 2020 and achieve its ambitious targets.<\/li>\n<li>This will include short term technical assistance and technical assistance embedded in NMEP in key areas of programme management, evidence generation and use, and capacity building across all project outputs and ultimately reducing Nigeria\u2019s malaria burden and strengthening the Government of Nigeria\u2019s health systems capacity to ensure long term programme and impact sustainability.<\/li>\n<\/ul>\n<p><strong>Job Purpose<\/strong><\/p>\n<ul>\n<li>The State Project Manager will provide overall programme oversight at the state level. He\/she will be the focal point for engagement with DFID representative within the state including other DFID-funded programmes. He\/She will facilitate the development and monitoring of a state level sustainability plan with the State Malaria Elimination Programme (SMEP) and its key development partners.<\/li>\n<li>He\/She will lead institutional capacity building efforts with SMEP including those linked to health reforms. The position holder will directly line manage a team of four staff and represent the programme at the state coordination platforms.<\/li>\n<li>The position holder will support SMEP to better coordination with other tiers of government both (NMEP and LGAs in their state). He\/she will support the state government to achieve state wide roll-out of project supported interventions.<\/li>\n<\/ul>\n<p><strong>Scope of Work<\/strong><\/p>\n<ul>\n<li>The State Project Manager will be responsible for the provision of programme technical support to state-level malaria control effort and direct implementation of SUNMAP2 for the control of malaria at State, LGA. Ward and community levels.<\/li>\n<li>The State Project Manager will lead a team that includes experienced technical and programme management experts and oversee the provision of short term technical assistance from SUNMAP2 to SMEP and other key stakeholders.<\/li>\n<li>He\/She will work to keep SUNMAP2 state activities on course to achieve targets especially because it will be a payment-by-result type of contract.
