INSO Nigeria aims to support safety awareness and safety management capabilities amongst NGOs within Nigeria.<\/p>\n<p>We are recruiting to fill the position below:<\/p>\n<p><strong>Job Title: Finance Manager \u2013 Lake Chad Basin<\/strong><\/p>\n<p><strong>Job Summary<\/strong><\/p>\n<ul>\n<li>The Finance Manager work closely with the Director and has the responsibility to protect the financial health and integrity of the project with enforcing appropriate accounting and financial procedures and policies; providing timely an accurate financial data to enable project orientation, planning and decision; meeting the external reporting and audits requirements; orienting staff in financial management, audits and procedures compliance.<\/li>\n<\/ul>\n<p><strong>Major Responsibilities<\/strong><\/p>\n<ul>\n<li>Oversees financial record keeping; controls and reconciles the documentation, uploads the financial information in SUN.<\/li>\n<li>Maintains a secure filing system of the financial documentation.<\/li>\n<li>Gives a clear picture of the financial position of the project with reports on donors\u2019 budget adherence or budget variances.<\/li>\n<li>Maintains an adequate project cash flow, prepares cash requests and follows donors\u2019 disbursements.<\/li>\n<li>Meets external reporting deadlines; prepares budgets and reports with exactness and compliance; liaises with donors and HQ when necessary.<\/li>\n<li>Maintains healthy financial practices across the project; enforces finance working documents and trainings as needed to ensure staff adherence.<\/li>\n<li>Acts as a focal point during audits, enforces internal and external audit recommendations in a timely fashion.<\/li>\n<li>Reviews and authorises transactions within his\/her threshold; and<\/li>\n<li>Manages the finance department, partakes in recruitment, orientation and training of staff with financial functions.<\/li>\n<\/ul>\n<p><strong>Mandatory Requirements<\/strong><\/p>\n<ul>\n<li>At least 5 years of experience in similar position within NGO sector.<\/li>\n<li>Professional accountancy qualification or Master\u2019s Degree in Finance, Accounting, Business Administration, Management or Economics.<\/li>\n<li>Proficient in the use of accounting software systems (preferably SUNSYSTEM), Q&amp;A reporting tool and excel.<\/li>\n<li>Fluent in English and French (both written and spoken).<\/li>\n<li>Donor\/contract management experience and donor policy knowledge (preferably ECHO, DFID, SDC and\/or OFDA).<\/li>\n<li>Understanding of humanitarian principles and practices.<\/li>\n<li>Ability to process large amounts of data.<\/li>\n<li>Ability to handle multi donors and multiyear budgets.<\/li>\n<li>High attention to detail and accuracy.<\/li>\n<li>Ability to direct and supervise.<\/li>\n<li>Willingness to work in the Lake Chad Basin region.<\/li>\n<\/ul>\n<p>Key Personal Competencies:<\/p>\n<ul>\n<li>Well organised and capable to deliver work in tight deadlines.<\/li>\n<li>Excellent analyst.<\/li>\n<li>People management.<\/li>\n<li>Excellent interpersonal skills.<\/li>\n<li>A good listener.<\/li>\n<li>An effective communicator.<\/li>\n<li>Team player.<\/li>\n<li>Capacity to work in a multicultural environment.<\/li>\n<li>Quiet demeanour in stressful or crisis situations.<\/li>\n<\/ul>\n<p><strong>Terms and Conditions<\/strong><\/p>\n<ul>\n<li>12-month contract with an expected **start date of 15 May 2018, \u20ac5,000 per month salary, 4 calendar days annual leave per month and 7 days of R&amp;R every 3 months with a \u20ac1000 allowance per each R&amp;R cycle, in-country housing provided, global medical coverage and AD&amp;D coverage.<\/li>\n<\/ul>\n<p><strong>Application Procedure<\/strong><\/p>\n<p>Interested and qualified candidates should send the following documents below to:\u00a0<a href=\"mailto:jobs@nga.ngosafety.org\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>jobs@nga.ngosafety.org<\/strong><\/a>\u00a0and reference \u201cINSO FM-LCB\u201d in the subject line of the email. He\/she may be supported by any number of relevant deputies, officers and\/or assistants as necessary in the context.<\/li>\n<li>The mission has recently opened, and this is an exciting opportunity for a motivated individual to develop the HR function at the Country Office level and to support the opening of two additional country operations.<\/li>\n<li>This role also encompasses responsibility for the management of basic logistic and procurement. The position is based in Abuja with regular travels to Maiduguri, Niger and Cameroon.<\/li>\n<\/ul>\n<p><strong>Major Responsibilities<\/strong><br \/>\nHuman Resource Management:<\/p>\n<ul>\n<li>Under the technical supervision and guidance of HR Director he\/she is responsible for the implementation of all HR projects at the Country Office level.<\/li>\n<li>Be the focal point for international and national staff for all HR queries at the Country Office level.<\/li>\n<li>Be the technical Referent for the Field Administration Officers in Niger and Cameroon.<\/li>\n<li>Leads the implementation and monitoring of all INSO personnel and HR regulations (national and international) and ensure that all staff are aware of their rights and responsibilities.<\/li>\n<li>Monitor national employment law\/HR regulations and suggest modifications to internal rules.<\/li>\n<li>Establish and maintain the country office personnel files (national and international) and audit record containing all mandatory documents and items.<\/li>\n<li>Lead and coordinate national staff recruitment including developing job descriptions, posting vacancies, screening applicants, interviews (where required), reference checks etc. Coordinate with Operational Support Office (OSO) Human Resource Management (HRM) on international vacancies.<\/li>\n<li>Lead and coordinate national employee on-boarding including preparing contracts, enrolling in payroll and insurance (if any), issuing ID cards (if any) and contract annexes (Legal &amp; Ethical behavior standards, NDA etc). Coordinate with OSO HRM on international employee onboarding.<\/li>\n<li>Coordinate new employee induction and orientation (national and international) across relevant departments and persons specific to their job.<\/li>\n<li>Monitor and maintain Legal and Ethical Behavior Standards and ensure all staff (national and international) understand their rights and responsibilities.<\/li>\n<li>Coordinate and monitor national employee performance monitoring, grievance management and discipline.<\/li>\n<li>Maintain the employee (national &amp; international) leave records and monitor proper use of leave.<\/li>\n<li>Prepare national staff monthly payroll and control timesheets.<\/li>\n<li>Prepare tax payments\/deductions as required under statute (for national and international).<\/li>\n<li>Maintain national staff insurance enrolments\/medical payments.<\/li>\n<li>Lead audit response in area of HR.<\/li>\n<li>Support OSO in the gathering and monitoring of KPI and other HR related data.<\/li>\n<\/ul>\n<p>General Administration:<\/p>\n<ul>\n<li>Monitors and maintains INSOs formal registration in the country.<\/li>\n<li>Obtain visas, work permits, residencies as required.<\/li>\n<li>Monitor compliance with national tax codes.<\/li>\n<li>Monitors compliance with local statutory reporting requirements.<\/li>\n<li>Maintains local professional advisors (lawyer).<\/li>\n<li>Coordinates with OSO HRM on the deployment\/visits of international staff (flights, visa, accommodation).<\/li>\n<\/ul>\n<p>Facility and Asset Management:<\/p>\n<ul>\n<li>Prepares and maintain leases and contracts (offices, utilities, vehicles etc).<\/li>\n<li>Equips and maintains staff facilities and vehicles to the required standard.<\/li>\n<li>Establishes and maintains the central asset register.<\/li>\n<li>Ensures implementation of all assets management regulations.<\/li>\n<li>Functions as overall Office Manger ensuring smoothing functioning of offices in terms of services, supplies and consumables.<\/li>\n<\/ul>\n<p>Procurement and Logistics:<\/p>\n<ul>\n<li>Lead the implementation of all Procurement and Logistic regulations (internal and donors) to ensure all staff are aware of their roles and responsibilities.<\/li>\n<li>Where required, oversee proper implementation of the procurement process as outlined in internal regulations with respect for the division of labor and schedule of authorization.<\/li>\n<li>Enforce all controls to prevent fraud and corruption.<\/li>\n<li>Maintain accurate procurements files and audit records.<\/li>\n<li>Manage and maintain contractual agreements and relationships with vendors\/contractors and all service providers.<\/li>\n<li>Carry out regular local market surveys and ensure the Supplier\/Vendor List and other databases are kept up-to date.<\/li>\n<li>Oversee INSO vehicle management by coordinating needs with the Country Director.<\/li>\n<li>Lead audit follow up in area of logistics\/procurements.<\/li>\n<\/ul>\n<p><strong>Mandatory Requirements<\/strong><\/p>\n<ul>\n<li>Fluency in English and French (both written and spoken).<\/li>\n<li>A Bachelor\u2019s degree in a relevant field.<\/li>\n<li>At least 2 years of progressive professional HR experience within NGO sector.<\/li>\n<li>Highly organized and principled character.<\/li>\n<li>Proven managerial skills and ability to motivate and inspire team.<\/li>\n<li>Computer proficiency in Word, Excel, PowerPoint.<\/li>\n<\/ul>\n<p>Desirable Characteristics:<\/p>\n<ul>\n<li>Previous experience or knowledge with logistics and procurement.<\/li>\n<li>General knowledge of donor procurement regulations.<\/li>\n<li>Existing knowledge of INSO and its mission.<\/li>\n<li>Prior field experience in any country of the Lake Chad Basin in a similar position is a plus.<\/li>\n<\/ul>\n<p>Key Personal Competencies:<\/p>\n<ul>\n<li>A proactive individual with a can do attitude.<\/li>\n<li>An eye for detail.<\/li>\n<li>Flexible and adaptable.<\/li>\n<li>A good listener.<\/li>\n<li>An effective communicator.<\/li>\n<li>Team player.<\/li>\n<li>Excellent interpersonal skills.<\/li>\n<\/ul>\n<p><strong>Terms and Conditions<\/strong><\/p>\n<ul>\n<li>12-month contract with an expected, Start date of 15 May 2018, \u20ac4 550 per month salary, 4 calendar days annual leave per month and 7 days of R&amp;R every 3 months with a \u20ac1000 allowance per each R&amp;R cycle, in-country housing provided, global medical coverage and AD&amp;D coverage.<\/li>\n<\/ul>\n<p><strong>Application Closing Date<\/strong><br \/>\n22nd April, 2018.<\/p>\n<section id=\"listing-fields\"><\/section>\n<p><strong>How to Apply<\/strong><\/p>\n<p>Interested and qualified candidates should send the following documents below to:\u00a0<a href=\"mailto:jobs@nga.ngosafety.org\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>jobs@nga.ngosafety.org<\/strong><\/a>\u00a0and reference \u201cINSO HRAM-LCB\u201d in the subject line of the email.
