In its second phase, ENGINE II will facilitate the transition of these girls into functional literacy, numeracy and scale up their business opportunities and linkages.<\/li>\n<li>ENGINE II will further increase the access of these girls and young women to (1) financial education and life skills; (2) peer to peer networks and mentoring; and (3) direct assets (materials and savings). Beneficiaries will be integrated into value chains and other market-driven employment opportunities.<\/li>\n<li>ENGINE II will also work with girls in formal and informal education to increase their learning opportunities and outcomes to prepare them for future economic activities and work in the policy environment and in this way, provide an enabling environment for girls to flourish in their chosen pathways. Mercy Corps Nigeria is leading the implementation of the ENGINE II programme with new and innovative solutions to scale up existing interventions aimed at delivering quality education and skills to the hardest to reach girls.<\/li>\n<li>Mercy Corps will collaborate with other stakeholders for the implementation of the ENGINE II programme, including the Nigerian Ministry of Education, Central Bank, National Youth Service Corps and as well as private sector actors.<\/li>\n<\/ul>\n<p><strong>General Position Summary<\/strong><\/p>\n<ul>\n<li>The Monitoring, Evaluation &amp; Learning (MEL) Advisor will provide leadership in all aspects of monitoring, evaluation, learning, research, and information management.<\/li>\n<li>The MEL Advisor will coordinate closely with the Senior Manager, Knowledge Management, Deputy Programme Director and other members of the MEL team to plan and implement activities that ensure adherence to Mercy Corps and DFID standards, including the use of standardised indicators and documentation methodologies.<\/li>\n<li>Throughout the life of the programme, s\/he will be the leader responsible for a) cross-cutting programmatic information management within the framework of the programme; The intense focus on humanitarian and counter-violence activities, coupled with increasingly complex conflict dynamics in the region, has exposed gaps in the international community\u2019s response to new and emerging sources of violence.<\/li>\n<li>Tensions between IDPs and host communities, resistance of communities to accept former fighters and their victims, fear of IDPs to return home and face tensions with those who stayed behind \u2013 these are just several evolving sources of conflict. If these issues are not addressed in a timely manner through locally- owned solutions, they have the potential to intensify and worsen the on-going crisis in the NE.<\/li>\n<li>The North East Conflict Management and Stabilization Initiative is an expansion from a pilot phase implemented by a consortium from August 2016 to March 2017. TARE aims to reduce participation in violence in Northern Nigeria through engagement of religious actors in interfaith and policy dialogues.<\/li>\n<li>Mercy Corps will use two unique approaches in three target states. In Nigeria, Mercy Corps operates in over 13 states focusing on key thematic areas of humanitarian response, conflict mitigation and adolescent girls\u2019 empowerment.<\/p>\n<p>We are recruiting to fill the position below:<\/p>\n<p><strong>Job Title: Program Assistant \u2013 (NE CMS)<\/strong><\/p>\n<p>Reference Number MDG\/HUMOPS\/2018\/00009<br \/>\nPosition Status: Full-time, regular<br \/>\nSupervisory Responsibility: None<br \/>\nWorks Directly With: Finance, Program and Operation Teams.<\/p>\n<p><strong>Program \/ Department Summary<\/strong><\/p>\n<ul>\n<li>The Northeast Conflict Management and Stabilization (NE CMS) Program is an expansion from a pilot phase implemented from August 2016 to March 2017.<\/li>\n<li>The program is implemented in a consortium with Center for Humanitarian Dialogue, Center for Civilians in Conflict and Okapi Consulting with Mercy Corps being the lead.<\/li>\n<li>The program will result in increased peace within and between communities, and increased confidence in government and security institutions to address the root causes of conflict and violent extremism in Borno State.<\/li>\n<li>The consortium will strengthen protection of civilians, support social cohesion, address the root causes of violent extremism and contribute to conflict management in Northeast Nigeria by:\n<ul>\n<li>Strengthening government and civil-society efforts to address key grievances;<\/li>\n<li>Increasing economic and social engagement opportunities for youth;<\/li>\n<li>Promoting reconciliation and transitional justice at a community level;<\/li>\n<li>Supporting civilian protection and improving civil-military relations;<\/li>\n<li>Laying the groundwork for successful reintegration of former members of violent groups, their victims and IDPs; and<\/li>\n<li>Promoting positive alternative narratives through radio.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>General Position Summary<\/strong><\/p>\n<ul>\n<li>The program assistant will assist the program teams in the day to day implementation of all program activities in the areas of intervention.<\/li>\n<\/ul>\n<p><strong>Essential Job Functions<\/strong><\/p>\n<ul>\n<li>Assist program officers to ensure program progress according to the developed schedule and work plan.<\/li>\n<li>Assist in the coordination in target geographical areas.<\/li>\n<li>Support in the process of beneficiary registration, community mobilization and sensitization.<\/li>\n<li>Assist in promoting community participation and inclusion so as to encourage community ownership over activities implemented.<\/li>\n<li>Ensure equal representation of various community groups in the implementation of activities.<\/li>\n<li>Assist in the facilitation of community meetings, focus group discussion and other as required by the program.<\/li>\n<li>Keep program officers and management updated with regards to security situation in the project implementation area.<\/li>\n<li>Provide weekly field reports, capturing activities progress, lessons learned as well as general situation and community updates and needs.<\/li>\n<li>Document lessons learned and success stories on the project.<\/li>\n<li>Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals;<\/li>\n<li>Conduct himself\/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission in country of operation;<\/li>\n<li>Other duties as assigned.<\/li>\n<\/ul>\n<p><strong>Requirements, Knowledge and Experience<\/strong><\/p>\n<ul>\n<li>1-2 years of working experience.
