It also has the mandate to help stateless people.<\/p>\n<p>We are recruiting to fill the position below:<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Job Title:\u00a0Field Safety Adviser<\/strong><br \/>\n<strong>Job ID<\/strong>: 15352<br \/>\n<strong>Location:<\/strong>\u00a0Maiduguri, Borno<br \/>\n<strong>Salary Grade<\/strong>: P3<br \/>\n<strong>Family Location Type<\/strong>: Non-Family<br \/>\n<strong><br \/>\nOrganizational Context<\/strong><\/p>\n<ul>\n<li>The Field Safety Adviser takes on the role of leading, coordinating and providing appropriate guidance\u00a0 related to security management within an office.<\/li>\n<li>The incumbent maintains contact with other UN agencies, NGOs, implementing partners, government partners in the area to facilitate the operation.<\/li>\n<li>The incumbent directly supervises general service staff in the office, and reports to the Head of Office.<\/li>\n<\/ul>\n<p><strong>Functional Statement<\/strong><br \/>\n<strong>Accountability<\/strong>:<\/p>\n<ul>\n<li>Country operations receive practical and well-reasoned security advice and support toward helping ensure an appropriate level of safety for UNHCR\u2019s staff and operations and compliance with security guidelines and procedures.<\/li>\n<li>UNHCR benefits from effective relationships with host country law enforcement agencies and the UN Security Management System.<\/li>\n<li>Staff are aware of threats\/risks and how to respond to them, understand and comply with guidelines and procedures.<\/li>\n<li>Security management is efficient, well-coordinated and consistent with policies and procedures.<\/li>\n<\/ul>\n<p><strong>Responsibility<\/strong>:<\/p>\n<ul>\n<li>Advise and support the Representative or Head of Office in managing staff safety and security of UNHCR staff, partners, operations, premises and refugees or persons of concern.<\/li>\n<li>Undertake periodic security assessments in close co-operation with UNHCR senior staff members and interagency partners, analysing security factors and levels of risk related to UNHCR activities and programmes.<\/li>\n<li>Evaluate existing security measures to determine their appropriateness and identify areas needing improvement.\u00a0 Follow up with actions to oversee or implement those improvements.<\/li>\n<li>Assist in ensuring compliance with Minimum Operational Safety Standards (MOSS) and Minimum Operational Residential Safety Standards (MORSS).<\/li>\n<li>Assist in the development of plans for evacuation, medical evacuation and other contingencies.<\/li>\n<li>In cooperation with UNHCR senior staff members, ensure that security measures are fully integrated into operational planning, including budgetary provisions, at the earliest stages of development.<\/li>\n<li>Participate and support in activities to advise on programme criticality assessment process.<\/li>\n<li>As a member of a multi-functional team, contribute to efforts to ensure the physical protection and security of refugees and other persons of concern by providing security assessments, analysis and advice in developing and implementing effective strategies which underpin the responsibilities of the host state.<\/li>\n<li>Develop and maintain relationships with security-related actors, including host government law enforcement authorities and other stakeholders to ensure effective information sharing; provide regular feedback and analysis to country managers.<\/li>\n<li>Maintain close co-operation with staff of the UN Department of Safety and Security (UNDSS), ensuring UNHCR\u2019s understanding of applicable requirements, cooperating in security assessments and planning and supporting UNDSS understanding of agency requirements.<\/li>\n<li>Support UNHCR staff serving as members of the country Security Management Team (SMT), or Area Security Management Team (ASMT), Area Security Coordinators (ASC) and Wardens.<\/li>\n<li>Provide country-relevant security advice and training to UNHCR staff, and where appropriate, to staff of\u00a0 NGOs and implementing partners in areas including, inter alia, preparation for and conduct of\u00a0road missions, radio telecommunications and responding to specific threats within the environment.<\/li>\n<li>Conduct rehearsals and practical exercises to ensure that staff are familiar with contingency plans and can implement them confidently in an emergency.<\/li>\n<li>Prepare periodic analytical reports on security in accordance with UN and UNHCR standard operating procedures, sharing with managers in the country of assignment and FSS.<\/li>\n<li>Maintain linkages with the Staff Welfare Section, and the Medical Service, referring cases as required.<\/li>\n<li>Undertake other security-related functions or responsibilities as delegated by the supervisor.<\/li>\n<\/ul>\n<p><strong>Authority<\/strong>:<\/p>\n<ul>\n<li>Provide security-related advice, in written and oral form, to the manager and other staff<\/li>\n<li>Advise on, and upon approval, implement, needed mitigating measures.<\/li>\n<li>Participate in criticality assessments.<\/li>\n<li>Represent UNHCR in interagency working groups and attend SMT or ASMT meetings as an observer.<\/li>\n<\/ul>\n<p><strong>Essential Minimum Qualifications and Professional Experience Required<\/strong><\/p>\n<ul>\n<\/ul>\n<ul>\n<li>Undergraduate degree (equivalent of a BA\/BS) with a focus on Security Management and\/or related disciplines (Business Administration, Political\/Social Science, International Relations) plus minimum 6 years of previous work experience relevant to the function including 2 years security risk management experience in an international capacity.<\/li>\n<li>Graduate degree (equivalent of a Master\u2019s) plus 5 years or Doctorate degree (equivalent of a PhD) plus 4 years of previous relevant work experience may also be accepted.<\/li>\n<li>Also relevant would be military or police academy degree (at Officer level).<\/li>\n<li>Excellent knowledge of English and working knowledge of another UN language.<\/li>\n<li>(In offices where the working language is not English, excellent knowledge of UN working language of duty station ans working knowledge of English)<\/li>\n<\/ul>\n<p><strong>Desirable Qualifications &amp; and Sexual and Gender Based Violence (SGBV) priorities with regard to these persons.<\/li>\n<li>In operations applying the Cluster Approach, ensure the response of the Protection Cluster is grounded in a strategy which covers all assessed and prioritized protection needs of the affected populations.<\/li>\n<li>Ensure that the protection strategy is fully integrated into the Country Operations Plan, the UN Development and Assistance Framework (UNDAF) and the Humanitarian Country Team\u2019s common humanitarian action plan.<\/li>\n<li>Promote International and National Law and applicable UN\/UNHCR and IASC policy, standards and codes of conduct and ensure that all sectors and \/or in clusters in applicable operations fulfil their responsibilities mainstreaming protection.<\/li>\n<li>Design, deliver and monitor programmes on an AGD basis to address identified protection needs.<\/li>\n<li>Provide technical guidance and support to UNHCR and partners on all protection related issues.<\/li>\n<li>Oversee the management of individual protection cases including those on SGBV and child protection.<\/li>\n<li>Provide legal advice and guidance on protection issues to internal and external interlocutors; ensure legal assistance is accessible to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documents to persons of concern (women and civil documentation in particular birth certificates).<\/li>\n<li>Oversee eligibility and status determination in the country ensuring compliance with UNHCR procedural standards and international protection principles.<\/li>\n<li>Promote and implement measures to identify, prevent and reduce statelessness.<\/li>\n<li>Develop and implement a country-level education plan as part of the protection strategy and ensure partnerships are forged with the Ministry for Education, UNICEF and other partners.<\/li>\n<li>Develop and implement a country-level child protection plan as part of the protection strategy ensuring programmes use a child protection systems approach.<\/li>\n<li>Monitor, and intervene in cases of refoulement, expulsion and other protection incidents through working relations with governments and other partners.<\/li>\n<li>Implement and oversee Standard Operating Procedures (SOPs) for all protection\/solutions activities.<\/li>\n<li>Ensure that durable solutions through voluntary repatriation, local integration and where appropriate, resettlement are sought and provided to the largest possible number of persons of concern.<\/li>\n<li>Coordinate the design, implementation and evaluation of protection related programming with implementing and operational partners.<\/li>\n<li>Develop and implement a programme of results-based advocacy through a consultative process with sectorial and\/or cluster partners.<\/li>\n<li>Ensure that the Protection Sector or Cluster has an effective information management component which: provides disaggregated data on populations of concern and their problems; researches, collects and disseminates relevant protection information and good practices to enhance protection delivery.<\/li>\n<li>Build the protection capacity of national and local government, partners and civil society to assume their responsibilities vis-\u00e0-vis all persons of concern through protection training, mainstreaming and related activities.<\/li>\n<li>Coordinate capacity-building initiatives for communities and individuals to assert their rights.<\/li>\n<li>Advise and capacitate national authorities, relevant institutions and civil society to strengthen legislation and status determination procedures and mechanisms.<\/li>\n<\/ul>\n<p><strong>Authority<\/strong>:<\/p>\n<ul>\n<\/ul>\n<ul>\n<\/ul>\n<ul>\n<li>Approve the protection strategy for endorsement by the Deputy \/ Representative and Regional Office or Headquarters.<\/li>\n<li>Chair protection coordination meetings, including Protection Cluster meetings in applicable operations and represent the protection sector\/cluster in inter-agency mechanisms.<\/li>\n<li>Issue advocacy statements on behalf of UNHCR in protection sectoral meetings and\/or on behalf of the Protection Cluster in applicable operations.<\/li>\n<li>Intervene with authorities on protection issues.<\/li>\n<li>Negotiate locally and as appropriate with resettlement countries and countries of return on behalf of UNHCR.<\/li>\n<li>Take review decisions on individual cases.<\/li>\n<li>Enforce compliance of staff and partners with global protection policies and standards of professional integrity in the delivery of protection services.<\/li>\n<li>Approve expenditures under the UNHCR protection budget and direct transparent and accountable financial and other resource allocation within the Protection Cluster in applicable operations.<\/li>\n<\/ul>\n<p><strong>Requirements<\/strong><\/p>\n<ul>\n<\/ul>\n<ul>\n<\/ul>\n<ul>\n<li>Graduate degree (equivalent of a Master\u2019s) in Law, International Law, political Sciences or related field with good knowledge of International Refugee, Human Rights and Humanitarian Law plus minimum 8 years of previous work experience relevant to the function of which 3 years in the field and 5 years in an international capacity.<\/li>\n<li>Undergraduate degree (equivalent of a BA\/BS) plus 9 years or Doctorate degree (equivalent of a PhD) plus 7 years of previous relevant work experience may also be accepted.<\/li>\n<li>Excellent knowledge of English and working knowledge of another UN language.
