At Accion Microfinance Bank our core values, business philosophy and methodology distinguish us as one of the leading microfinance banks in Nigeria.<\/p>\n<p>We are recruiting to fill the position of:<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Job Title:\u00a0Cost Management Officer<\/strong><\/p>\n<p><strong>Location<\/strong>: Nigeria<br \/>\n<strong>Reports to<\/strong>: Chief Financial Officer<br \/>\n<strong><br \/>\nSummary\/Objective<\/strong><\/p>\n<ul>\n<li>The ideal candidate will coordinate all activities relating to accurate and timely reporting of historical financial performance and communicating same to stakeholders in the relevant accounting standards and formats.<\/li>\n<li>Candidate will also have responsibility for coordinating regulatory reporting and compliance with zero infraction tolerance.<\/li>\n<\/ul>\n<p><strong>Cost Management General Responsibilities<\/strong><\/p>\n<ul>\n<li>Elimination of waste and improve process efficiency by providing and driving a disciplined expenditure justification framework and supporting operating units with better informed testing statistics.<\/li>\n<li>Drive and sustain bank wide cost management culture and ensuring compliance with cost management policies, procedures and frameworks.<\/li>\n<li>Provide basis for relating operating expenses to budgets and ensuring that cost budget figures are effectively used to drive business.<\/li>\n<li>Coordinate all expenditure approval and payment activities of the bank in a most efficient manner.<\/li>\n<li>To ensure completeness and accuracy of transaction processed.<\/li>\n<\/ul>\n<p><strong>Cost Management Staff Key Responsibilities<\/strong><\/p>\n<ul>\n<li>Review key expenditure lines to appreciate their nature and behaviour with a view to eliminating waste.<\/li>\n<li>Review work process of key operating units to optimize outputs, and explore alternative ways of doing same work.<\/li>\n<li>Propose to Chief Finance Officer new frameworks for incurring given expenses within the bank.<\/li>\n<li>Processing of expense tickets to ensure proper approvals &amp; coding.<\/li>\n<li>Representing Chief Finance Officer in tender sessions.<\/li>\n<li>Provide a rational and objective basis for appraising expenditure related investments proposal, and measuring post-implementation outcomes.<\/li>\n<li>Review the procurement activities of Accion and suggest on alternate cost \u2013 saving methods of procurement.<\/li>\n<li>Understand and review weekly (Cost Owners) expense accounts with a view to ensuring completeness and appropriateness of reporting.<\/li>\n<li>Monitoring of branches budget compliance by updating the Budget Monitor with the actual CAPEX cost<\/li>\n<li>Conduct of periodical market survey and intelligence for best prices and practices.<\/li>\n<li>Liaise with branches to ensure proper reporting and posting of expense transaction.<\/li>\n<li>Recommend changes to expenditure policies and procedures from time to time.<\/li>\n<li>Applying applicable Withholding Tax (WHT) rates on expense payment<\/li>\n<li>Stamping of expense tickets to ensure reporting to the appropriate Expense account.<\/li>\n<li>Recording all processed expenses into a memorandum (Excel) records format.<\/li>\n<\/ul>\n<p><strong>Due Process Strategic Objectives<\/strong><\/p>\n<ul>\n<li>Centralized responsibility for Accion\u2019s acquisition of assets and services in a manner that will offer highest value for the bank\u2019s money. Do more with less.<\/li>\n<li>To relieve operating units from the burden of managing procurement\/expenditure responsibilities.<\/li>\n<\/ul>\n<p><strong>Due Process General Responsibilities<\/strong><\/p>\n<ul>\n<li>Elimination of waste and improve process efficiency by providing and driving a disciplined tendering process.<\/li>\n<li>Ensure that due process is followed by in acquisition of assets and services by the bank.<\/li>\n<li>Coordinate all tender meetings for the bank and ensure that appropriate approvals are sought in line with bank\u2019s policy.<\/li>\n<li>Prequalify vendors\/contractors and maintain the bank\u2019s vendors\/contractors database.<\/li>\n<\/ul>\n<p><strong>Unit Staff Key Responsibilities<\/strong><\/p>\n<ul>\n<li>Convening and co-coordinating the banks tender committee meetings.<\/li>\n<li>Seeking approval from appropriate authorities in line with bank\u2019s policy for acquisition of assets and services by the bank.<\/li>\n<li>Maintaining independent vendors\/suppliers database from that of Head Office Administration Group.<\/li>\n<li>Liaising between equipment maintenance unit of Corporate Services and service providers and branches for effective operation of the annual maintenance service contracts.<\/li>\n<li>Working with Corporate Services on processing and administration of annual Maintenance Service Contracts (MSC) on service\/ office equipment.<\/li>\n<li>Maintain records of all transactions relating to Contract service providers bank wide.<\/li>\n<li>Confirm the service qualities of all service providers and provide a service rating per all vendors in contract.<\/li>\n<li>Attend to contractors and vendors on issues on service contracts.<\/li>\n<li>Scheduling and attending of tenders for procurement in line with policy including preliminary briefings and communications to tender committee members with due notice.<\/li>\n<li>Coordinating the price intelligence supervision function.<\/li>\n<\/ul>\n<p><strong>Qualifications and Experience<\/strong><\/p>\n<ul>\n<li>First degree in Accountancy, Finance, Economics or any related numerate discipline with a minimum of second class or its equivalent.<\/li>\n<li>Professional certification especially in ACCA or ACA.<\/li>\n<li>M.Sc. or MBA will be an added coordinating regulatory reporting and compliance with zero infraction tolerance.<\/li>\n<\/ul>\n<p><strong>The responsibilities of this role include<\/strong>:<\/p>\n<ul>\n<li>Preparation of period financial statements in International Financial Reporting Standards (IFRS) with accuracy and timeliness as key measurement targets.<\/li>\n<li>Coordinating all issues relating to the Bank\u2019s compliance with current and emerging International Financial Reporting Standards.<\/li>\n<li>Maintenance of Fixed Assets Register.<\/li>\n<li>Monthly CBN Returns and Queries.<\/li>\n<li>Any other duties as may be assigned.<\/li>\n<li>Preparation of Board quarterly reports incorporating analytical review from previous quarter.<\/li>\n<li>Coordinating the preparation for and handling of annual statutory audit.<\/li>\n<li>Coordination of all activities relating to preparation for and handling of CBN\/NDIC Risk Examinations of the Bank.<\/li>\n<li>Preparation of quarterly earnings forecast with justifications.<\/li>\n<li>Maintaining and obtaining database for addressing request from Rating Agencies, and other strategic partners.<\/li>\n<li>General Ledger review and Reconciliations.<\/li>\n<\/ul>\n<p><strong>Qualification and Experience<\/strong><\/p>\n<ul>\n<li>First degree in Accountancy, Finance, Economics or any related numerate discipline with a minimum of second class or its equivalent.<\/li>\n<li>Professional certification especially in ACCA or ACA.<\/li>\n<li>M.Sc. or MBA will be an added advantage.<\/li>\n<\/ul>\n<p><strong>Key Performance Knowledge and Attributes<\/strong>:<\/p>\n<ul>\n<li>Minimum of 10 years working experience in the financial service industry especially in Commercial\/Microfinance Banks operating in Nigeria.<\/li>\n<li>Candidate must also have the ability to develop financial models and use the models to analyze business opportunities and risks.<\/li>\n<li>Strong numerical and analytical skills, self-confidence, strong conceptual and presentation skills.<\/li>\n<li>Strong accounting bias with deep knowledge of financial accounting and regulations.<\/li>\n<li>Candidate must have sound
