Our high impact approach brings people together to share skills, build capabilities, promote international understanding and action to change lives and make the world a fairer place.<\/p>\n<p>We are recruiting to fill the position below:<\/p>\n<p><strong>Job Title:\u00a0Country Finance Officer<\/strong><br \/>\n<strong>Location<\/strong>: Abuja<br \/>\n<strong>Contract type<\/strong>: Permanent<br \/>\n<strong>Full Time<\/strong>: 35 hours per week<br \/>\n<strong>Start Date<\/strong>: June 2018.<br \/>\n<strong>Responsible to<\/strong>: Country Finance Manager<\/p>\n<p><strong>Job Purpose<\/strong><\/p>\n<ul>\n<li>Support the Country Finance Manager in managing the finances of the country office.<\/li>\n<\/ul>\n<p><strong>Responsibilities<\/strong><br \/>\n<strong>Financial Support<\/strong>:<\/p>\n<ul>\n<li>Support the Country Finance Manager in effectively managing the finances (including budgets) of the Country Office.<\/li>\n<li>Be a reference point on financial matters in the Country Office.<\/li>\n<li>Be able to advise on VSO Volunteer allowances arrangements covering Volunteers and the Country Office.<\/li>\n<li>Ensure adherence to finance policies set globally and locally.<\/li>\n<li>Liaise with other Country Offices to provide inputs for multi-country programmes of work.<\/li>\n<\/ul>\n<p><strong>Budgeting &amp; Forecasting<\/strong>:<\/p>\n<ul>\n<li>Support the Country Finance Manager in preparing the annual budget and Country Office input into the Quarterly Business Review process.<\/li>\n<\/ul>\n<p><strong>Financial Reports<\/strong>:<\/p>\n<ul>\n<li>Support the Country Finance Manager to:\n<ul>\n<li>Manage the donor reporting timetable and ensure reports are produced in a timely manner;<\/li>\n<li>Produce restricted donor reports;<\/li>\n<li>Prepare budgets for fundraising bids which maximise cost recovery in line with VSO policies;<\/li>\n<li>Produce high-quality monthly management reports for Country Directors and the London based Finance team;<\/li>\n<li>Advise on any variances and report internally and externally where appropriate.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Other Duties<\/strong>:<\/p>\n<ul>\n<li>Deputize for the Finance Manager and fulfill other appropriate level responsibilities as defined by the Finance Manager from time to time.<\/li>\n<\/ul>\n<p><strong>Key Performance Indicator<\/strong>:<\/p>\n<ul>\n<li>Country Office finances, including budgets are managed effectively, are accurate and have met deadlines set for completion.<\/li>\n<li>Risks are identified and analysed in a timely manner to ensure they can be mitigated against.<\/li>\n<li>Customer feedback demonstrates high level of satisfaction with financial support given.<\/li>\n<li>Internal and external reports are timely, high quality and accurate.<\/li>\n<li>Global financial management policies, procedures and fund requirements are strictly applied and compliant with local law. Manual of Country Office procedures are up to date and changes communicated to relevant people.<\/li>\n<li>Financial records are kept in line with global policies and procedures.<\/li>\n<li>Budgets are monitored monthly and actions taken to address variances within overall budget limits.<\/li>\n<li>Loans and grants to partners and volunteers are effectively monitored. Debts are monitored and followed up on a regular basis with debtors.<\/li>\n<\/ul>\n<p><strong>Requirements, Skills and Experience<\/strong><br \/>\n<strong>Essential<\/strong>:<\/p>\n<ul>\n<li>Technical Accounting Expertise \u2013 Part qualified Accountant, ideally studying to complete an accounting qualification. Degree in Accounting, Finance or related degree.<\/li>\n<li>analysis. Experience of decision modelling.<\/li>\n<li>Risk Management \u2013 Experience of identifying and analysing financial risks.<\/li>\n<li>Planning and Organisation \u2013 Able to prioritise within restricted resources to tight deadlines. Able to anticipate and adapt to change. Strong attention to detail. Ability to work independently with minimal supervision. Self motivated to set initiatives and self learn. Commitment to VSO\u2019s work and values.<\/li>\n<li>Good technical accounting skills. Experience of financial planning, book keeping practice and principle, knowledge of internal controls, general ledger, cash management and reconciliations, payroll processing and taxation. Experience of financial reporting, measurement and analysis.<\/li>\n<li>Experience of rules and regulations for non-profit organisations. Knowledge of donor financial reporting and donor procurement procedures.<\/li>\n<li>Experience of working in multiple foreign currencies and understanding of foreign exchange hedging.<\/li>\n<li>Financial and Information Technology Systems \u2013 Advanced knowledge of Microsoft Office, Excel particularly. Use of accounting software, SUN Accounts system preferred.<\/li>\n<li>Communication and Influencing Skills \u2013 Good written and verbal communication skills \u2013 able to listen, present, discuss, report, put views forward and negotiate with confidence.<\/li>\n<li>Sensitivity to cultural and language differences and able to interact with people at all levels of the organisation.<\/li>\n<li>Able to work with others in a consultative way, ability to withstand and resolve conflict, negotiating professional solutions.<\/li>\n<li>Decision Making and planning \u2013 professional judgement and discernment.
