We combat the causes and consequences of blindness and malnutrition by establishing programs based on evidence and research in vision, health and nutrition. Headquartered in New York City, HKI currently conducts programs in 22 countries in Africa and Asia as well as in the United States.<\/p>\n<p>We are recruiting to fill the position below:<\/p>\n<p><strong>Job Title: NTDs Program Officer<br \/>\nLocation:<\/strong> Katsina<br \/>\n<strong>Reports: <\/strong>State Coordinator<br \/>\n<strong>Contract Duration:<\/strong> The initial contract will be up until March 31, 2019 renewable subject to availability of funding and performance.<br \/>\n<strong><br \/>\nMain Responsibilities<\/strong><\/p>\n<ul>\n<li>Under the supervision of the State Coordinator, the Program Officer assists with the formulation, execution, monitoring and evaluation of NTDs program in the State. He\/she ensures consistency with the project set priorities and outcomes in the state.<\/li>\n<\/ul>\n<p><strong>Specific Responsibilities<\/strong><br \/>\nProgram Planning:<\/p>\n<ul>\n<li>In collaboration with the state coordinator, facilitate the creation and implementation of a detailed annual work-plan which identifies and sequences activities needed to successfully implement the project in the most cost-effective manner and ensure project objectives are met in line with national policies, HKI\u2019s goals and that of the donor.<\/li>\n<li>In collaboration with key stakeholders, facilitate the development and roll out of detailed implementation plans (DIP) to scale up Mass drug Administration (MDA) in endemic LGAs with the view to eliminate NTDs<\/li>\n<li>Review the project schedule with State Coordinator and all other staff that will be affected by the project activities; revise and regularly review the schedule as required.<\/li>\n<\/ul>\n<p>Program Management:<\/p>\n<ul>\n<li>In collaboration with the other Project Officers, ensure HKI program partners execute the project according to their respective project plans;<\/li>\n<li>Document project activities and ensure that all project data is appropriately secured;<\/li>\n<li>Monitor the progress of the project implementation and make adjustments as necessary to ensure the project remains on track and is successfully implemented;<\/li>\n<li>Establish a communication schedule to update stakeholders including appropriate staff in the organization on the progress of the project;<\/li>\n<li>In collaboration with the HKI finance officer and other project staff, ensure project funds are utilized and retired according to established accounting policies and procedures<\/li>\n<\/ul>\n<p>Program Monitoring &amp; Evaluation:<\/p>\n<ul>\n<li>In collaboration with M&amp;E officer, assist with the implementation and development of Monitoring and Evaluation tools according to HKI, FMOH and donor standards;<\/li>\n<li>Ensure that the project deliverables are on time, within budget and at the required level of international standards as set by FMOH, HKI and donor.<\/li>\n<li>Internally and when requested support external evaluations on the outcomes of the project as established during the planning phase and as required.<\/li>\n<li>Disseminate findings from evaluations to support organizational learning and contribute to policy processing or development;<\/li>\n<\/ul>\n<p>Advocacy and Strategic Alliances:<\/p>\n<ul>\n<li>Build and maintain working relationships with both government and key project stakeholders at all levels in order to strengthen opportunities for advocacy and higher visibility;<\/li>\n<li>Represent HKI towards local partners and at other appropriate fora;<\/li>\n<\/ul>\n<p>Key Performance Indicators:<\/p>\n<ul>\n<li>Successful implementation of the projects based on:<\/li>\n<li>Effective tracking and reporting of program indicators<\/li>\n<li>Implementation of annual work plans in collaboration with SC<\/li>\n<\/ul>\n<p><strong>Required Minimum<\/strong><br \/>\nEducation:<\/p>\n<ul>\n<li>Graduate Degree in Public Health, Public Administration, Management or related discipline, or equivalent experience.<\/li>\n<li>Postgraduate Degree in related field preferred<\/li>\n<\/ul>\n<p><strong>Required Minimum Experience<\/strong><\/p>\n<ul>\n<li>At least 4 years\u2019 working experience in managing an eye health or neglected tropical diseases (NTDs) program.<\/li>\n<li>Willingness to travel within the state and other parts of the country as needed<\/li>\n<li>Basic technical knowledge of PCT NTDs and Trachoma SAFE Strategy is preferable;<\/li>\n<\/ul>\n<p>Knowledge and Skills:<\/p>\n<ul>\n<li>Strong interpersonal and organizational skills<\/li>\n<li>Computer skills: Windows applications for word processing and spreadsheet software<\/li>\n<li>Extraordinary verbal and written communication skills to manage project communications and disseminate project information are required<\/li>\n<\/ul>\n<p>Competencies:<\/p>\n<ul>\n<li>Demonstrates technical knowledge pertaining to the job requirements<\/li>\n<li>Critical thinking and problem-solving skills;<\/li>\n<li>Able to work under pressure with minimal supervision and able to meet deadlines.<\/li>\n<li>Demonstrated excellent personal integrity and confidentially.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Job Title: Monitoring and Evaluation Officer<br \/>\nLocation:<\/strong> Akwa Ibom<br \/>\n<strong>Reports To:<\/strong> Acting State Coordinator<br \/>\n<strong>Contract Duration:<\/strong> The initial contract will be up until March 31st, 2019 renewable subject to availability of funding and performance.<br \/>\n<strong><br \/>\nOverall Responsibilities<\/strong><\/p>\n<ul>\n<li>The objective of the M&amp;E Officer position is to provide overall M&amp;E strategy and implementation of related activities within the ENDFUND project. This is in addition to providing timely and relevant information to project stakeholders. It entails close communication with all involved in M&amp;E design and coordination: core project and partner M&amp;E staff; representatives from primary stakeholder groups; and the Acting State coordinator, external consultants and field staff when appropriate, plus members of external M&amp;E-related missions.<\/li>\n<\/ul>\n<p><strong>Specific Responsibilities<\/strong><br \/>\nProgram Planning:<\/p>\n<ul>\n<li>Work on the project logframe matrix, particularly in the areas of the objective hierarchy, indicators and monitoring mechanisms.<\/li>\n<li>Develop the overall framework for project M&amp;E, for example, annual project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned during workshops.<\/li>\n<li>Guide the process for identifying and designing the key indicators for each component, to record and report physical progress<\/li>\n<li>Guide the process for identifying the key performance questions and parameters for monitoring project performance and comparing it to targets. Design the format for such performance reports.<\/li>\n<li>Design the framework for the physical and process monitoring of project activities<\/li>\n<\/ul>\n<p>Data Management:<\/p>\n<ul>\n<li>Review the quality of NTDs data in the project area, the methods of collecting it and the degree to which it will provide good baseline statistics for coverage surveys and impact evaluation.<\/li>\n<li>Review existing approaches and management information systems and agree on any required changes, support and resources.<\/li>\n<li>Collaborate with staff on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts.<\/li>\n<li>Undertake regular visits to the field to support implementation of M&amp;E and to identify where adaptations might be needed.<\/li>\n<li>In collaboration with the NTD project officer, provide the NTDs Manager with management information that she\/he may require.<\/li>\n<li>Check that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussion fora to fill any gaps<\/li>\n<\/ul>\n<p>Training:<\/p>\n<ul>\n<li>Organize and undertake training with stakeholders, including primary stakeholders, in M&amp;E skills, including participatory aspects.<\/li>\n<\/ul>\n<p>Program Reporting:<\/p>\n<ul>\n<li>Guide staff and implementing partners in preparing their progress reports. Together, analyse these reports in terms of problems and actions needed.
