We work in over 94 countries around the world to provide over 1000 poverty-fighting development and humanitarian aid projects.<\/p>\n<p>We are recruiting to fill the position below:<\/p>\n<p><strong>Job Title:\u00a0Humanitarian Team Leader<br \/>\nLocation:\u00a0<\/strong>Maiduguri, Borno<br \/>\n<strong>Type of Post:<\/strong> Unaccompanied<br \/>\n<strong>Expected Travel:<\/strong> up to 50%<\/p>\n<p><strong>Job Description<\/strong><\/p>\n<ul>\n<li>The Emergency Team Leader leads and manages the Northeast Nigeria Emergency Team and is the interface between the Emergency Team and the Country Director and Program Director along with the Regional Emergency Coordinator (REC) for West Africa<\/li>\n<li>The Team Leader is responsible for the quality and effectiveness of CARE\u2019s emergency response within his\/her designated area of responsibility<\/li>\n<li>He\/she is the leader of the Emergency Team, responsible and accountable for developing, coordinating and managing all emergency activities. He\/she directly supervises 3 senior international Sector Program Managers \u2013 FNS Manager, SRHR Manager and the GBV and Protection Advisor. The Team Leader works closely with the Safety and Security Manager to ensure the security and well being of emergency staff.<\/li>\n<li>Current programming focuses on FNS (significant WFP funding in hard to reach areas \u2013 Food and Cash); Emergency SRHR services (Private Donors, CARE Austria and UNFPA) and GBV Protection (integration of prevention and response). Current preparations include: OFDA CN\/proposal; SRHR Private Donors; French MoFA CN; Norwegian MoFA CN; other private donors\/foundations<\/li>\n<li>Priorities for following 8 weeks include a focus on deepening quality, staff capacity, compliance with humanitarian principles and standards and resource mobilization.<\/li>\n<\/ul>\n<p>Specifics include:<\/p>\n<ul>\n<li>Ensure consistent and effective CO participation in sector groups and humanitarian coordination groups in the Northeast.<\/li>\n<li>Strengthen Program Managers accountability for analysis of context, documenting and using lessons learned from project implementation, regular assessment of gaps in relevant sectors and services and new and evolving needs of affected populations in order to increase readiness for new proposal development.<\/li>\n<li>Strengthen the system of supervision and monitoring quality of field operations through weekly field visits of Sectoral Program Managers.<\/li>\n<li>Maintain strategic relations with the WFP Office for the renewal of ongoing FLAs.<\/li>\n<li>AAR\/ RAR outcome. Coordinate and ensure the implementation of recommendations and action plan.<\/li>\n<li>Contribute to the CO Presence Review. Inputting into recommendations on model\/type of presence that come out of the review analysis.<\/li>\n<li>Strengthen the presence and visibility of CARE in Local Government Areas (LGAs) and State level Coordination platforms (Borno and Yobe).<\/li>\n<li>Continue actions of improving the living conditions of CARE teams in the field (Guest Houses, vehicle for displacement).<\/li>\n<\/ul>\n<p><strong>Responsibilities<\/strong><\/p>\n<ul>\n<li>General Management and Leadership<\/li>\n<li>Assessment, Program Design and Planning<\/li>\n<li>Emergency Project Management and Implementation<\/li>\n<li>Safety and Security<\/li>\n<li>Financial Management and Planning<\/li>\n<li>Program Support<\/li>\n<li>Human Resources<\/li>\n<li>Public Relations\/ Media<\/li>\n<\/ul>\n<p><strong>Qualifications<\/strong><\/p>\n<ul>\n<li>People Skills: Ability to work independently and as a team player who demonstrates leadership and is able to support and train local and international staff and also able to work with disaster affected communities in a sensitive and participatory manner.<\/li>\n<li>Communication Skills: Well developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of CARE. This includes effective negotiation and representation skills.<\/li>\n<li>Integrity: Works with trustworthiness and integrity and has a clear commitment to CARE\u2019s core values and humanitarian principles.<\/li>\n<li>Resilience\/Adaptability and flexibility: Ability to operate effectively under extreme circumstances including stress, high security risks and harsh living conditions. Works and lives with a flexible, adaptable and resilient manner.<\/li>\n<li>Awareness and sensitivity of self and others: Demonstrates awareness and sensitivity to gender and diversity. Have experience and the ability to live and work in diverse cultural contexts in a culturally appropriate manner. Has a capacity to make accurate self assessment particularly in high stress and high security contexts.<\/li>\n<li>High level of all aspects of managerial experience, including managing multi million dollar budgets.<\/li>\n<li>Experience in complex decision making and leading a multi disciplinary, multinational team under difficult circumstances.<\/li>\n<li>The highest level of expertise in representation and negotiation with governments and donors.<\/li>\n<li>Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security, civil military liaison and program management.<\/li>\n<li>Relevant language skills for the country of deployment \u2013 English in Nigeria.<\/li>\n<li>Must pass HEAT training.<\/li>\n<li>Work style: Is well planned and organized even within a fluid working environment and has a capacity for initiative and decision making with competent analytical and problem solving skills.<\/li>\n<li>Knowledge and skills: knowledge of CARE policies and procedures, Sphere and the Red Cross\/ NGO Code of Conduct.
