Working under the guidance of the Project Coordinator and the direct supervision of the Liaison Officer, Abuja Office, and in close collaboration with UNODC Administrative Associate, the incumbent will assist in the general operations and execution of the project as well as other UNODC activities as relevan<\/li>\n<li>The incumbent will be responsible for providing operational and administrative support to the project. S\/he will be responsible for organizing travels, supporting organization of events, organizing workshops, preparing documents for dissemination, and providing secretarial support for the project.<\/li>\n<\/ul>\n<p><strong>Duties and Responsibilities<\/strong><br \/>\nThe incumbent will carry out the following tasks:<\/p>\n<ul>\n<li>Provide administrative and clerical support to the process of preparation and drafting of project work plans, budgets, revisions, progress reports and summaries.<\/li>\n<li>Maintains all proper filing system. Select information and records in specified format or on the basis of general instructions for use by others in preparing reports, correspondence, technical papers, project plans and general reference documents.<\/li>\n<li>Assist in the procurement process and proper asset management, monitoring, recording and disposal.<\/li>\n<li>Assists in the preparation of documents for use in the formulation of the work plans, progress reports, and periodic reviews with national counterparts.<\/li>\n<li>Assists in the development of contacts with Government institutions and authorities, local representatives of other United Nations organisations, civil society organisations, resource persons and media regarding UNODC mandates and project matters.<\/li>\n<li>Collects, assesses and analyses information related to the project in view of providing background and\/or complementary information for future project proposals as well as the current project; regular inputs into relevant information networks, including creation and maintenance of institutional and individual regional expert rosters (databases) and additional information as requested.<\/li>\n<li>Maintains records on the general political situation of Nigeria and on all drugs and crime justice related events and developments of relevant to the project.<\/li>\n<li>Assists in the updating of internal records of donor assistance provided to Nigeria in the area of drugs, crime and criminal justice.<\/li>\n<li>Assistance in the organisation of terms of seminars, workshops and training activities on UNODC related issues in Nigeria.<\/li>\n<li>Assists on the preparation of terms of reference of programmes and logistics for visiting experts, missions, delegations, and donor representatives through liaison with local and overseas UN staff and government authorities.<\/li>\n<li>Maintain the project\u2019s office activities.<\/li>\n<li>Liaise with UNDP re procurement and payment matters for project related activities.<\/li>\n<li>Provide advice and assist staff members and their dependents by processing requests for visa, identity cards, driving licenses and other necessary personnel-related document in accordance with the requirements of the United Nations and Nigeria.<\/li>\n<li>Makes travel and hotel reservations, prepares travel orders and assembles information pertinent to the procurement of travel.<\/li>\n<li>Advises and makes arrangement for the shipment and receipt of project supplies and equipment and household effects, including customs clearance.<\/li>\n<li>Provides support to the UNODC Security Focal Point on UNODC\u2019s personnel security.<\/li>\n<li>Performs other duties (such as general correspondence, attendance at meeting, minutes of meetings, reports, follow-up, printing, copying, etc.) as required<\/li>\n<\/ul>\n<p><strong>Competencies<\/strong><br \/>\nProfessionalism:<\/p>\n<ul>\n<li>Sound knowledge and understanding of concepts and approaches relevant to budgetary and financial management; The Finance Officer will work under the supervision of the Operations Manager and the Head of Programme Support Team, UNODC. This position encompasses project financial functions as well as related processes within UNODC and UNDP. It also includes sub-functional specialities such as budgeting, procurement, and human resource administration.<br \/>\n<strong><br \/>\nDuties and Responsibilities<\/strong><br \/>\nAccountabilities:<\/p>\n<ul>\n<li>Within delegated authority, the Finance Officer (Administration) will be responsible for the following duties:<\/li>\n<\/ul>\n<p>Budget and finance:<\/p>\n<ul>\n<li>Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.<\/li>\n<li>Provides support to managers with respect to the elaboration of resource requirements for budget submissions\/revisions.<\/li>\n<li>Reviews, analyses and provides input into finalization of project and related CONIG budgets.<\/li>\n<li>Monitors budget implementation and determines\/recommends reallocation of funds when and where necessary.<\/li>\n<li>Monitors expenditures to ensure that they remain within authorized levels.<\/li>\n<li>Administers and monitors budget resources, including review of agreements and cost plans, ensuring compliance with UN regulations and rules and established policies and procedures.<\/li>\n<li>Prepares relevant documentation with respect to budget performance submissions.<\/li>\n<li>Advises senior management and project coordinators on all aspects of accounts maintenance, budget control, incomes and other financial issues regarding projects implementation, i.e. obligations and future programme\/projects budgetary implications.<\/li>\n<li>Provide oversight to all the finance staff of the various projects under CONIG.<\/li>\n<li>Acts as Approving Officer for project and CONIG budgets, ensuring the payment is made against a recorded commitment and requested for goods and services which have been delivered and not paid before, availability of funds against budget lines\/classes.<\/li>\n<li>Ensure monthly reconciliation of payroll and non-payroll eiovs.<\/li>\n<li>Supervises the closing of the monthly accounts, assists in ensuring timely submission of Management Expenditures data to HQ and the requested financial reports to Donors.<\/li>\n<li>Supervise the reconciliation and replenishment of bank accounts in collaboration with UNOV Treasury.<\/li>\n<li>Acts as a Focal Point of UNODC Management Ledger system for financial reporting and ProFi Administrator<\/li>\n<li>Acts as CONIG Focal point on FCR reconciliation.<\/li>\n<li>Keeps abreast of and maintains contact with officials of local banks and other financial institutions on changes in national law, financial procedures and regulations and matters pertaining to maintenance of office bank accounts, information on exchange rates.<\/li>\n<li>Ensures strategic financial resource management: Advises senior management staff on co-financing modalities &amp; arrangements, suggests measures for adequate optional utilization of projects funds, and recommends cost savings and redeployments as appropriate.<\/li>\n<li>Acts as key interface for internal audits and accounts examinations as well as external verification exercises.<\/li>\n<li>Maintains corporate automated financial systems (ProFi, FOML, Umoja); supervises upgrades and integrations; trains operations support and other finance staff on their application.<\/li>\n<li>Establish and maintain a set of sound policies, procedures, standards and tools which are consistent with UN policy and practice in order to ensure proper accounting, financial management and control.<\/li>\n<\/ul>\n<p>Human Resource Management:<\/p>\n<ul>\n<li>Assist the project coordinators and involved Field Office staff in carrying out actions covering the entire span of human resource activities, ensuring consistency in the application of UN rules and procedure.<\/li>\n<li>Maintains an overview of all project-financed human resources and the development of HR cost against approved project budgets.<\/li>\n<li>Advises project managers on amendments and changes in HR cost and entitlements and resulting amendment requirements of project budgets.<\/li>\n<li>Provide expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.<\/li>\n<\/ul>\n<p>General Administration:<\/p>\n<ul>\n<li>Keeps up-to-date on documents\/reports\/guidelines that have a bearing on matters related to programme\/project budget, ensuring compliance with United Nations policies and procedures.<\/li>\n<li>Produce reports for management regarding financial\/administrative project issues;<\/li>\n<li>Supervise administrative staff and\/or provide advice to others on administration, financial administration and management information issues and practises (including procurement of supplies and services;
