We provide humanitarian assistance in disasters and work for long-term development in local communities and societies. In order to address the root causes of poverty, we advocate for just decisions by public authorities, businesses and religious leaders.<\/p>\n<p>We are recruiting to fill the position below:<\/p>\n<p><strong>Job Title:\u00a0HR\/Admin Officer<br \/>\nLocation:<\/strong>\u00a0Maiduguri, Borno and some travels to the south and field locations.<br \/>\n<strong>Comment:<\/strong> 6 months with possibility of extension.<br \/>\n<strong>Department \/ division \/ team:<\/strong> HR<br \/>\n<strong>Reporting to:<\/strong> Finance and Administration Advisor<\/p>\n<p><strong>Main Duties<\/strong><br \/>\nGeneral Office Administration:<\/p>\n<ul>\n<li>Manage the casual workers, security guards, cleaners, and any other support staff<\/li>\n<li>Maintain an up-to-date registry of fixed assets closely with procurement\/supply chain officer.<\/li>\n<li>Ensure that the office remains well supplied with consumables, drinking water, office stationary, bathroom items etc.<\/li>\n<li>Carry out all administration functions as assigned by supervisor.<\/li>\n<li>Manage all paper-based correspondence coming in and out of the office<\/li>\n<li>Design systems to ensure effective use of office resources in particular office vehicles, generator, furniture, IT equipment, software and monitor accordingly.<\/li>\n<li>Manage key relationships with service providers for insurance, pension, internet, telephone, electricity, water, security, IT management.<\/li>\n<\/ul>\n<p>Human Resources:<\/p>\n<ul>\n<li>Ensure that all staff are aware of their contractual obligations with respect to NCA policies and staff\/ACT code of conduct.<\/li>\n<li>Facilitate the on boarding of national staff<\/li>\n<li>Ensure guest houses\/hotels are booked for staff in approved NCA listed suppliers<\/li>\n<li>Participate in the recruitment process of national staff as required by senior management.<\/li>\n<li>Ensure all staff leave records are monitored and kept up-to-date, including records for annual leave, sick leave, and time off at work.<\/li>\n<li>With the finance team, be responsible for operation of payroll for all national staff and ensure compliance with the Nigerian tax legislation and Social Security and pension related.<\/li>\n<li>Full understanding of Nigerian policies and laws<\/li>\n<li>Ensure that recruitment procedures are understood and observed.<\/li>\n<li>Ensure all national staff personal information concerning employees is kept according to Nigerian data protection law.<\/li>\n<li>Ensure that all expat staff have the necessary visas, permissions, and work permits to reside and work in Nigeria and that these remain valid and up-to-date. this include renewal<\/li>\n<\/ul>\n<p>Legal and Statutory Compliance:<\/p>\n<ul>\n<li>Follow-up with NCA legal representative on all regulations and compliance as designated.<\/li>\n<li>Stay up to date with all regulations and national laws in Nigeria.<\/li>\n<li>Closely work with Head of mission on property leases and other contracts and agreement ensuring it complies with national laws.<\/li>\n<\/ul>\n<p>Health and Safety:<\/p>\n<ul>\n<li>Take responsibility for Health &amp; Safety issues and \u2013 in conjunction with security focal point and adhere to NCA guidelines.<\/li>\n<li>When requested by the country director, negotiate and manage local insurance policies for staff medical insurance, vehicle insurance.<\/li>\n<li>Ensure that all staff remain aware of current health and safety issues and procedures.<\/li>\n<\/ul>\n<p>Information Technology:<\/p>\n<ul>\n<li>Working with relevant service-providers and\/or local staff, ensure that all IT equipment in the office is well maintained with up-to-date software.<\/li>\n<\/ul>\n<p>Procurement:<\/p>\n<ul>\n<li>Ensure that all office equipment and stationaries are always available and updated and in line with NCA procurement policy<\/li>\n<li>Manage and procure through advances where necessary minor office supplies as required.<\/li>\n<\/ul>\n<p>Capacity Building:<\/p>\n<ul>\n<li>Willing to participate in capacity building trainings, while also providing similar to other staff<\/li>\n<li>Ensure staff have right knowledge on NCA as an organisation and stay focused to its mission.<\/li>\n<li>Supervising and providing line and team management for all office casual staff, volunteers, security guards, etc<\/li>\n<li>Any other responsibilities can be assigned to you as required.<\/li>\n<\/ul>\n<p><strong>Required Knowledge, Skills, Experience, and Qualification<\/strong><\/p>\n<ul>\n<li>Able to communicate effectively at all levels within the organisation, including relevant staff working for the NCA.<\/li>\n<li>Previous experience managing a team and payroll system.<\/li>\n<li>GOOD skills with experience of operating computer management systems.\u00a0 Competent to advanced level in Microsoft Excel.<\/li>\n<li>Willingness and ability to take the initiative not only in identifying problems but also in suggesting and implementing solutions.<\/li>\n<li>Willingness to travel and stay in remote areas as required.<\/li>\n<li>Proven experience in HR and administrative functions<\/li>\n<li>At least B.Sc. in Business Administration, Human Resources, Administration, Public Admin and other relevant qualifications<\/li>\n<li>Two years\u2019 minimum continued experience in similar position<\/li>\n<li>Good knowledge of relevant Nigerian legislation governing International NGOs<\/li>\n<li>Fluency in English, additional fluency in other local languages an advantage.<\/li>\n<li>Good interpersonal skills to establish effective working relationships with all staff within the Trust and key stakeholders externally.<\/li>\n<\/ul>\n<p><strong>How to Apply<\/strong><br \/>\nInterested and qualified candidates should send their Applications to:\u00a0<a href=\"mailto:Recruitment-Ng@nca.no\" target=\"_blank\" rel=\"noopener\"><strong>Recruitment-Ng@nca.no<\/strong><\/a>\u00a0Or\u00a0<a href=\"mailto:recng@nca.no\" target=\"_blank\" rel=\"noopener\"><strong>recng@nca.no<\/strong><\/a><\/p>\n<p>Please address all Applications to:<br \/>\n<strong>The Recruitment Team,<br \/>\nNorwegian Church Aid,<br \/>\n14 NTA Quarters,<br \/>\nDamboa Road,<br \/>\nMaiduguri,<br \/>\nBorno State.<\/strong><\/p>\n<p><strong>Application Deadline\u00a0<\/strong>17th August, 2018.<\/p>\n<p><strong>Note<\/strong><\/p>\n<ul>\n<li>Female candidates are highly encouraged to apply.<\/li>\n<li>Candidate is required to start as soon as possible.
