ACTED, headquartered in Paris, France is present in four continents and our teams intervene in 34 countries towards 8 million people, responding to emergency situations, supporting rehabilitation projects and accompanying the dynamics of development. Over 5,000 staff are dedicated to implementing and developing our projects.<\/p>\n<p>In light of the displacement in the north-eastern part of Nigeria, ACTED office in Maiduguri is responding to the humanitarian needs. ACTED, is therefore looking for candidates to fill the position below:<\/p>\n<p><strong>Job Title:\u00a0Area Coordinator<br \/>\nLocation<\/strong>: Maiduguri, Borno<br \/>\n<strong>Job Ref:<\/strong> AC\/NIA.<br \/>\n<strong><br \/>\nACTED Nigeria<\/strong><\/p>\n<ul>\n<li>Present in Nigeria since 2017, ACTED teams are supporting displaced and conflict-affected populations in the North-East of the country, around Maiduguri, with a coordination office based in Abuja.<\/li>\n<li>The NGO provides emergency assistance to the most vulnerable populations through a variety of activities, such as building emergency shelters, distributing non-food items, assisting in the management of camps for displaced persons or providing logistical support as well as information management services to the humanitarian community.<\/li>\n<\/ul>\n<p><strong>You will be in charge of<\/strong><br \/>\nPositioning:<\/p>\n<ul>\n<li>Context analysis: Ensure ACTED has an up-to-date understanding of the area\u2019s socio-economic situation, trends, needs and gaps, and who does what and where (3W)<\/li>\n<li>Strategy Implementation: Take a lead role in implemeting ACTED\u2019s coutry program strategy in the area identifying strategic opportunities for expanding ACTED\u2019s work in the area, and in particular:\n<ul>\n<li>Identify new opportunities and new sectors of intervention<\/li>\n<li>Consolidate and stabilizate programming<\/li>\n<li>Review the geographic and thematic footprint<\/li>\n<li>Ensure activities are relevant and meeting area\/beneficiary needs<\/li>\n<li>Identify ACTED added-value<\/li>\n<li>Ensure humanitarian principals are adhered to<\/li>\n<li>Contribute to identifying new donors, private sector partners, national and international NGOs, think tanks, academia, etc. to work with in the area based on complementarity and added value<\/li>\n<\/ul>\n<\/li>\n<li>Networking, positioning and general representation:\n<ul>\n<li>Participate in donor meetings at area level and communicate relevant information to the Country Director and other relevant staff;<\/li>\n<li>Establish, maintain and improve active and regular working relationships with other NGOs, UN agencies, clusters, working groups, consortia, etc. at area level ensuring maximum visibility of ACTED<\/li>\n<li>Establish, maintain, and improve active and regular working relationships with local authorities and where necessary non-state actors and obtain required authorizations and buy-in for ACTED\u2019s activities at area level<\/li>\n<li>Ensure ACTED is represented in key clusters, working groups, NGO coordination bodies, etc. at area level<\/li>\n<\/ul>\n<\/li>\n<li>Proposal development:\n<ul>\n<li>Lead assessment(s) at area level to ensure proposals are relevant<\/li>\n<li>Support the Country Director and Project Development Department in proposal conceptualisation (problem statement, logframe) within the framework of the country, regional and global strategy<\/li>\n<li>Contribute to budget design ensure budget needs at area level have been taken into consideration<\/li>\n<\/ul>\n<\/li>\n<li>Advocacy: Contribute to drafting issues papers, advocacy notes, press releases on relevant humanitarian and development issues in the area of operation<\/li>\n<li>Promotion of ACTED network: Keep abreast with and contribute to ACTED\u2019s global initiatives and global trends, in particular Impact (REACH, Agora), Convergences and Oxus<\/li>\n<\/ul>\n<p>Management and Internal Coordination:<\/p>\n<ul>\n<li>Staff Management:\n<ul>\n<li>Ensure that all staff in the area understand and are able to perform their roles and responsibilities related to area operations and link with the capital Head of Departments<\/li>\n<li>Promote team building, productivity and staff welfare<\/li>\n<li>Mentor and support the team to build capacities, and improve efficiency and performance, and follow career management<\/li>\n<li>Manage interpersonal conflicts among staff at area level<\/li>\n<\/ul>\n<\/li>\n<li>Internal Coordination:\n<ul>\n<li>Facilitate interdepartmental communication and information sharing for a positive working environment<\/li>\n<li>Ensure implementation of ACTED coordination mechanism at area level (WAM, MAR, FLAT meeting, etc.)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>Project Implementation Follow-up:<\/p>\n<ul>\n<li>Project Implementation Tracking:\n<ul>\n<li>Supervise Project Managers in the area and provide support to project implementation through trouble shooting and eliminating blocking points<\/li>\n<li>Monitor output achievement, cash burn rates and ensure a time completion of projects through review of PMFs, BFUs and project reports<\/li>\n<li>Ensure that relevant project information are up-to-date and available for reporting purposes<\/li>\n<li>Ensure coordination and complementarity amongst projects within the area of intervention<\/li>\n<\/ul>\n<\/li>\n<li>Project Quality Control:\n<ul>\n<li>Ensure the application of a practical field based M&amp;E system\/plan for each project<\/li>\n<li>Conduct frequent field visits to project sites to assess activities and ensure efficient use of resources<\/li>\n<li>Advise Project Managers to adapt projects according to monitoring and evaluation findings<\/li>\n<li>Ensure beneficiary feedback mechanisms are in place<\/li>\n<li>Ensure capitalisation of best practices and lessons learnt for projects in the area of operations.<\/li>\n<\/ul>\n<\/li>\n<li>Partner Management:\n<ul>\n<li>Identify potential local partners in the area based on an assessment of complementarity and added value<\/li>\n<li>Provide support to partners in project implementation and ensure timely and qualitative implementation of projects by partners in line with ACTED and donor requirements<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>FLATS Management:<\/p>\n<ul>\n<li>Finance Management:\n<ul>\n<li>Control project budgets at area level to avoid under\/over spending<\/li>\n<li>Ensure accurate budget forecasting and efficient cash flow management<\/li>\n<li>Ensure timely and accurate area finance TITANIC reporting<\/li>\n<\/ul>\n<\/li>\n<li>Logistics &amp; IT Management:\n<ul>\n<li>Ensure timely procurement and adherence to rules of origin and nationality at area level<\/li>\n<li>Ensure quality supply management at area level<\/li>\n<li>Ensure proper asset management at area level and enforce asset investment policy<\/li>\n<li>Ensure proper stock management at area level<\/li>\n<li>Ensure proper IT systems, data back-up and protection from malware at area level<\/li>\n<li>Ensure sufficient and reliable means of communication at area level<\/li>\n<li>Ensure timely and accurate area logistics TITANIC reporting<\/li>\n<\/ul>\n<\/li>\n<li>Administration and HR Management:\n<ul>\n<li>Ensure transparent and timely recruitment of national staff and contribute to international staff recruitment upon capital request<\/li>\n<li>Proactively adapt the staffing structure to needs and funding<\/li>\n<li>Ensure regular performance appraisal and career management for staff at area level<\/li>\n<li>Ensure timely and accurate area HR TITANIC reporting<\/li>\n<li>Ensure timely exit forms<\/li>\n<\/ul>\n<\/li>\n<li>Transparency\/Compliance Management:\n<ul>\n<li>Minimize risk of fraud and corruption by ensuring adherence to ACTED FLATS procedures<\/li>\n<li>Ensure that staff is aware of ACTED\u2019s transparency and whistle blowing policy<\/li>\n<\/ul>\n<\/li>\n<li>Security Management:\n<ul>\n<li>Analyse the security context at area level and in close collaboration with the Country Security Manager contribute to defining, analysing and evaluating risks<\/li>\n<li>Engage with relevant key stakeholders at area level to ensure access and support of interventions<\/li>\n<li>Address security and safety risks by implementing standard operating procedures defined for the area<\/li>\n<li>Ensure the offices and houses conform to recommended security, health and safety standards<\/li>\n<li>Ensure all staff in the area adhere to security procedures<\/li>\n<li>Ensure security incidents at area level are promptly reported to the capital<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Expected skills and Qualifications<\/strong><\/p>\n<ul>\n<li>University education in a relevant field such as international development, emergency operations, humanitarian programming, technical degree in camp management, or the like<\/li>\n<li>Extensive project management experience (management, planning, staff development and training skills) in emergency and\/or development programmes<\/li>\n<li>Base management skills preferred<\/li>\n<li>At least four years relevant work experience, preferably including camp settings<\/li>\n<li>Proven capabilities in leadership and management required<\/li>\n<li>Ability to work well and punctually under pressure<\/li>\n<li>Strong negotiation and interpersonal skills, and flexibility in cultural and \/>\nLocation<\/strong>: Maiduguri, Borno<br \/>\n<strong>Job Ref:<\/strong> CCMPM\/NIA.<\/p>\n<p><strong>You will be in charge of<\/strong><br \/>\nCluster Coordination:<\/p>\n<ul>\n<li>Assume overall responsibility for co-leadership of the Cluster;<\/li>\n<li>Work closely with other key members of the Cluster, including National, Provincial or Local Governments, OCHA, UNICEF and all other cluster members;<\/li>\n<li>Secure commitments from humanitarian actors responding to or supporting the cluster response;<\/li>\n<li>Support both multi-sector and specific needs assessments and utilise existing secondary to inform sector response planning;<\/li>\n<li>Identify gaps in the sector\u2019s current coverage and advocate to address these gaps amongst humanitarian actors on behalf the affected population;<\/li>\n<li>Lead updating of the Cluster work plan, and co-ordinate the harmonisation of response activities, ensuring that activities prevent overlap and duplication and thus maximize resources;<\/li>\n<li>Ensure that inter-agency response strategy for the Cluster reflects key findings from needs assessments, identifying gaps, and formulating a sector-wide interagency response plan, taking into account the cross-cutting areas from other sectors or clusters.<\/li>\n<li>Ensure that information is shared amongst cluster members, and that information from other sectors and clusters is made available to cluster members in order to improve planning, integration and implementation;<\/li>\n<li>Ensure clear and effective communication occurs between the field and the national cluster;<\/li>\n<li>Contribute to regular OCHA sitreps, and take an active part in OCHA co-ordination meetings;<\/li>\n<li>Ensure, along with the Cluster coordinator, representation of the [Name of Cluster] in all relevant external meetings and collect\/share information as relevant;<\/li>\n<li>Ensure the cluster is explicitly included and prioritized in all multi-sector assessments and reports, including OCHA Sitreps;<\/li>\n<li>Track and monitor cluster members fundraising for the cluster specific interventions, and ensure that members are aware of funding opportunities;<\/li>\n<li>If the country response has access to Humanitarian Pooled Funds, work with members to identify key cluster priorities, assess submitted projects in regards to these priorities, their cost \u2013effectiveness, and the needs of the affected population. Recommend the most effective projects for funding to the Humanitarian\/Resident Coordinator regardless of submitting agency;<\/li>\n<li>Participate actively with the Cluster Lead Agency to global humanitairian planning activities such as Humanitarian Needs Overviews (HNOs) and Humanitarian Response Plan (HRPs);<\/li>\n<li>Form and chair any related Technical Working Groups that are requested by the cluster members;<\/li>\n<li>Consult and identify how the cluster should facilitate the move towards early recovery and plan an exit strategy for the cluster;<\/li>\n<li>Ensure that NGO perspectives and the consensus view of NGO cluster members is represenated within the Humanitarian Country Team and associated documents produced.<\/li>\n<\/ul>\n<p>Capacity Building:<\/p>\n<ul>\n<li>Carry out capacity mapping of all current and potential cluster actors \u2013 government, national and international humanitarian organizations as well as national institutions and the private sector;<\/li>\n<li>Promote and support training of humanitarian personnel and capacity building of humanitarian partners, based on the mapping and understanding of available capacity;<\/li>\n<li>Identify learning and training opportunities for cluster members and work in increase capacity in preparedness and response within the cluster<\/li>\n<li>Ensure that cluster participants are aware of relevant policy guidelines, technical standards and relevant commitments that the Government\/concerned authorities have undertaken under international human rights law;<\/li>\n<li>Promote Protection main-streaming and regard for Do-No-Harm principles into the response of the cluster members.
