Since its founding in 1971, MSH has worked in over 150 countries with policy makers, health professionals, and health care consumers to improve the quality, availability and affordability of health services.<\/p>\n<p>We are recruiting to fill the position below:<\/p>\n<p><strong>Job Title:<\/strong> <strong>Chief of Party, Nigeria<\/strong><br \/>\n<strong>Job ID:<\/strong> 13-10416<br \/>\n<strong>Location:<\/strong>\u00a0Abuja<br \/>\n<strong>Grade:<\/strong> L<br \/>\n<strong>Group\/Office:<\/strong> PDG (Program Delivery Group)<br \/>\n<strong>Dept\/Unit:<\/strong> PDGGEN \u2013 Program Delivery Group<br \/>\n<strong>Project\/Program:<\/strong> P000 \u2013 Proposal<br \/>\n<strong>Reports To:<\/strong> Project Director Supervisor<\/p>\n<p>Job Description<br \/>\nThe Chief of Party leads and manages the project and is accountable for project deliverables and results, with full accountability and authority for the development, execution, and monitoring of the project, including vision and technical strategy; project management; documentation and communication; client(s) stakeholder(s) relationships; and coordination and synergy with other MSH projects and collaboration with MSH Country Representative and the project leadership team where applicable. This accountability includes effective contribution to business and resource development activities \u2013 including positioning, intelligence gathering, and proposal development \u2013 that contribute to fueling MSH\u2019s mission.<br \/>\n<strong><br \/>\nSpecific Responsibilities<\/strong><br \/>\nProject Results:<\/p>\n<ul>\n<li>Oversees implementation of program activities and provides high quality technical and strategic leadership, managerial oversight, and administration of the project.<\/li>\n<li>Serves as the primary project liaison from MSH to the donor and is accountable for the achievement of results, ensuring quality of services is maintained at the highest standard, and that all project objectives and deliverables are met.<\/li>\n<li>Safeguard MSH\u2019s reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened.<\/li>\n<\/ul>\n<p>Technical Strategy and Vision:<\/p>\n<ul>\n<li>Develop (update and adapt as needed) and execute project results framework, performance monitoring plan, technical strategy, M&amp;E plan and annual work plans as per contract\/agreement requirements, MSH technical frameworks and standards, and RMS guidelines.<\/li>\n<li>Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact and business development using a variety of communication strategies and media.<\/li>\n<\/ul>\n<p>Project and People Management:<\/p>\n<ul>\n<li>Ensure effective contract\/agreement implementation in strict compliance with contract\/agreement clauses, MSH and donor policies and Standard Operating Procedures (SOPs).<\/li>\n<li>Ensure project staffing, structure and reporting relationships are aligned with project needs, local context and available resources.<\/li>\n<li>Manage and mentor the project team as per MSH policies and guidelines and implement an effective performance-management program including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.<\/li>\n<\/ul>\n<p>Client and other Stakeholder Relationships:<\/p>\n<ul>\n<li>Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners. Provide effective and timely responses to inquiries and concerns.<\/li>\n<li>Identify and keep track of new business opportunities, communicating them to the relevant internal MSH stakeholders.<\/li>\n<\/ul>\n<p><strong>Qualifications and Experience<\/strong><\/p>\n<ul>\n<li>MPH, MBA or Master\u2019s level degree in related field.<\/li>\n<li>10+ years of progressively responsible, related experience is required.<\/li>\n<li>Demonstrated leadership and management abilities.<\/li>\n<li>Prior experience and success directing similar or larger international donor-funded projects.<\/li>\n<li>Demonstrated strategic planning and visioning skills.<\/li>\n<li>Demonstrated subject-matter expertise in HIV\/AIDS, infectious diseases (malaria and TB), MNCH, health system strengthening, and quality improvement\/quality assurance.<\/li>\n<li>Demonstrated leadership and management abilities.<\/li>\n<li>Familiarity with USAID regulations and administrative procedures in the implementation of donor assisted projects.<\/li>\n<li>Proven record of aligning diverse, multi-level teams with project mission and vision. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.<\/li>\n<li>Demonstrated ability to build and maintain Party<\/p>\n<p><strong>Overview<\/strong><\/p>\n<ul>\n<li>Management Sciences for Health (MSH) is seeking a Director, Monitoring &amp; Evaluation for a potential HIV\/AIDS program in Nigeria.<\/li>\n<\/ul>\n<p><strong>Job Descriptions<\/strong><\/p>\n<ul>\n<li>The Director for Monitoring and Evaluation (M&amp;E) will oversee the design and implementation of a monitoring and evaluation system for assessing progress, and maintaining reporting procedures and guidelines in compliance with USAID systems.<\/li>\n<li>The Director for M&amp;E will be expected to develop a strong monitoring and evaluation plan, coordinate the collection of data and data review meetings, monitor the quality and completeness of data sets including conducting data quality assurance (DQA) field visits, and contribute to the development of the program and document project performance against established outputs and indicators.<\/li>\n<li>S\/he will also be responsible for building the capacity of the Government of Nigeria, Ministry of Health (MOH), and other stakeholders in the collection, analysis, utilization, and dissemination of data as well as ensuring that all monitoring and data collection activities are harmonized and information is shared.<\/li>\n<li>S\/he will also assist the MOH to monitor programs and assess the robustness of implementing organizations\u2019 M&amp;E systems.<\/li>\n<\/ul>\n<p><strong>Specific Responsibilities<\/strong><\/p>\n<ul>\n<li>Design and implement the Project\u2019s M&amp;E system, including the development of indicators, setting targets, monitoring project progress, ensuring timely data collection, writing quarterly and annual reports, and liaising with the project financial team to track the budget in relation to all project results and outcomes.<\/li>\n<li>Provide technical inputs to the technical team in order to assist in developing program goals and objectives as well as M&amp;E tools and strategies and provide monitoring data to strategically inform decisions on project implementation.<\/li>\n<li>Support the MOH to develop a health sector M&amp;E framework and monitor health system strengthening interventions.<\/li>\n<li>Provide regularly updated reports on the status of implementation against the project goals and objectives to the Chief of Party, USAID, and other program managers as required.<\/li>\n<li>Collaborate with the project team to design a system for documenting project processes and outcomes, and capturing lessons learned and best practices.<\/li>\n<li>Adhere to MSH procurement integrity and institutional standards and procedures in all project management responsibilities.<\/li>\n<li>Perform other duties as assigned.<\/li>\n<\/ul>\n<p><strong>Qualifications and Experience<\/strong><\/p>\n<ul>\n<li>Advanced degree in a relevant discipline and at least 8 years of demonstrated experience designing and implementing monitoring and evaluation activities and special studies for complex programs in developing countries is required.<\/li>\n<li>Excellent command of monitoring and evaluation methodologies.<\/li>\n<li>Knowledge of issues related to integrated health services and support programs.<\/li>\n<li>Previous experience implementing and managing a rigorous M&amp;E system including developing performance monitoring plans that track performance by funding stream.<\/li>\n<li>Knowledge of data collection and data quality assurance (DQA) protocols to ensure accurate data collection and verification is essential, as well as an ability to identify data trends and communicate this information to inform changes in program implementation.<\/li>\n<li>M&amp;E experience in the health sector desired, particularly in health systems strengthening.<\/li>\n<li>Operations research experience is desired.<\/li>\n<li>Past experience leading and building the capacity of M&amp;E officers, including remote and field-based staff, to meet program needs and deliverables is desired.<\/li>\n<li>Extraordinary organizational, verbal, and written communication skills to manage project communications and disseminate project information are required.<\/li>\n<li>Excellent skills in MS Excel, Word, PowerPoint, and DHIS2.<\/li>\n<li>Experience with at least one statistical analysis software is desired (e.g., SPSS, STATA, SAS, R).<\/li>\n<li>Experience with USAID\/PEPFAR programs\/projects and reporting requirements.<\/li>\n<li>Strong written and oral presentation skills in English and general professional proficiency in
