By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations.<\/p>\n<p>We are recruiting to fill the position below:<\/p>\n<p><strong>Job Title:\u00a0Compliance Manager<\/strong><br \/>\n<strong>Job ID:<\/strong> 18-344<br \/>\n<strong>Location:<\/strong>\u00a0Nigeria<br \/>\n<strong>Department:<\/strong> Ethics and Compliance<\/p>\n<p><strong>Scope of Work<\/strong><br \/>\nInternational Medical Corps has been operating in Nigeria since November 2013, and currently has projects in Kano and Borno States. In Borno, International Medical Corps has been actively implementing interventions to support vulnerable populations recently affected by conflict and displacement due to Boko Haram insurgency. Northeastern Nigeria has experienced large-scale population displacement over the last few years because of the Boko Haram insurgency. Currently it is estimated that at 8.5 million people need humanitarian assistance in the three affected states of Yobe, Adamawa and Borno in North eastern Nigeria. Of these, 4.4 million are in Borno state alone. There are<\/p>\n<p>1.4 million IDPs in Borno, accounting for 69% of all IDPs in the three states. The IDPs are either living in informal settlements, host communities, and government designated formal IDP camps around Maiduguri town, the capital city of Borno State.<\/p>\n<p>Since Oct 2016, International Medical Corps has been implementing an Emergency Nutrition Response project supported by the World Food Program\/WFP. In Oct- December 2016, the program distributed over 1.5 MT of food commodities. The current WFP aims to reach 136,000 beneficiaries with 8.5 MT commodities for BSFP under 5 years, PLW and General Food Distribution. IMC runs sister programs with support from OFDA, International Medical Corps is currently implementing integrated emergency humanitarian response programs in Borno focusing on WASH, Health and GBV by targeting internally displaced persons and host community.<\/p>\n<p><strong>Job Descriptions<\/strong><\/p>\n<ul>\n<li>The Compliance Manager will work closely with the Regional Compliance Coordinator in coordinating and leading the entire compliance review work, provide technical support and supervise and review the compliance review work under her\/his supervision. Moreover the Compliance Manager is expected to provide guidance and facilitate the compliance review engagement under, field offices, partner organizations and country office departments assigned to him\/her.<\/li>\n<li>The Compliance Manager will be responsible in providing professional advice on preventive, detective and corrective internal control and organizational risk management to respective field, and country office management. S\/he is responsible to supervise compliance officers.<\/li>\n<li>Field Compliance is independent of all country program management and the Compliance Manager is expected to maintain a professional and ethical demeanour beyond reproach and to always protect confidentiality.<\/li>\n<\/ul>\n<p><strong>Job Responsibilities<\/strong><\/p>\n<ul>\n<li>Employee will serve as the Compliance lead in the implementation of OFDA, USAID, and WFP programs in Nigeria.<\/li>\n<\/ul>\n<p>Specifically, the Coordinator will complete the following tasks:<\/p>\n<ul>\n<li>Develop a compliance review plan with the Senior Management Team.<\/li>\n<li>Design compliance review engagement schedule.<\/li>\n<li>Review samples prepared by the compliance officers before the compliance review execution starts and, associated with program and operations activities.<\/li>\n<li>Ensure Compliance Officers are following up on the developed Issue Log for management agreed upon action plan that includes compliance, verify that controls are operating through testing and interviewing techniques with proper standard compliance review working papers and\/or other suitable mechanism<\/li>\n<li>Prepares timely Medical Corps (IMC) in Nigeria is seeking an experienced Program Director \u2013 who will lead the emergency program at IMC Nigeria most importantly in Borno state by ensuring that IMC\u2019s programming in Nigeria contributes to organization\u2019s vision of \u201cRelief to Self-reliance.\u201d<\/li>\n<li>The Program Director, under the direct supervision of the Country Director, is expected to provide leadership and guidance to the country office\u2019s efforts in emergency and development programming that is evidence based, aligned with national protocols, and supports the international community\u2019s strategies to ensure that IMC\u2019s role and mandate in the country are appropriate to the programming context.<\/li>\n<\/ul>\n<p><strong>Job Summary<\/strong><\/p>\n<ul>\n<li>The primary function of the Program Director is to support the Country Director in providing technical oversight to all projects and operational support to the country field sites.<\/li>\n<li>As part of the senior leadership team, the Program Director also plays an active role in planning, designing, implementation, supervision, expansion\/development and administration of overall country programs in collaboration with the country senior leadership team, in addition to program development and reporting responsibilities.<\/li>\n<li>The Program Director interface with them on a regular basis<\/li>\n<li>Proactively oversee all projects in country through all components of the project management cycle working closely with Program Coordinators to identify areas for quality improvement and initiate communication between technical, operations and finance leads in country and with global International Medical Corps departments (e.g. technical units, finance, logistics and operations),<\/li>\n<li>Provide technical support and oversight to all senior program staff<\/li>\n<li>Working closely with the IMC Africa Desk, the CD, Finance\/Admin Director and Logistics Coordinator ensure donor compliance in implementation of projects<\/li>\n<li>Provide guidance and support for curriculum development and training for program staffs and local partners as needed<\/li>\n<li>Liaise with relevant stakeholders on IMC programs in Nigeria<\/li>\n<li>Monitor humanitarian crisis in Nigeria in collaboration with the Program Coordinators, performing field assessments when necessary, and advise CD of response options<\/li>\n<li>In collaboration with the M&amp;E Coordinator, Program Coordinators in country and at IMC global departments and the Field Coordinators, oversee the collection and timely reporting of all programs according to internal and donor requirements, ensuring strict compliance with donor contract requirements\/reporting deadlines<\/li>\n<\/ul>\n<p>Representation:<\/p>\n<ul>\n<li>Attend coordination meetings relevant to country programs as requested by CD.<\/li>\n<li>Attend sector working group meetings including (but not limited to) health, nutrition, protection, food security and WASH<\/li>\n<li>Represent the organization at any task force meetings, UN coordination meetings, INGO coordination meetings, as relevant agencies as necessary<\/li>\n<li>Maintain the contact with HQ Technical Units and assist in the planningand organization of regular field values.<\/li>\n<\/ul>\n<p><strong>Qualifications<\/strong><\/p>\n<ul>\n<li>Minimum of 4 years\u2019 experience in design, management and evaluation of health, food security and nutrition project.<\/li>\n<li>Previous experience in humanitarian context as a Program Director<\/li>\n<li>Must have an understanding of the emergency and development sectors and a demonstrated understanding of humanitarian principles<\/li>\n<li>Experience in directly managing and supervising a diverse and multinational staff<\/li>\n<li>Significant experience in proposal development, especially USG, EU and UN donors, and excellent report writing and editing skills<\/li>\n<li>Monitoring and evaluation experience is preferred<\/li>\n<li>Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and NGOs.<\/li>\n<li>Ability to live and work in a volatile and potentially dangerous environment.<\/li>\n<li>Strong experience with project
