Nigeria is deeply committed to making progress towards the achievement of the Sustainable Development Goals and it recognizes the fact that, without firm efforts to control malaria, achievement of the targets related to child mortality, maternal mortality, and reducing the burden of communicable disease will not be possible.<\/li>\n<li>Malaria therefore constitutes a significant development challenge for Nigeria. Interventions for reducing malaria burden in the country are documented in the national malaria strategic plan with Government taking the lead in its implementation with the support of all the RBM partners.<\/li>\n<li>The DFID funded and Malaria Consortium led malaria programme, SuNMaP, provided technical assistance and other support to the Nigeria National Malaria Elimination Programme (NMEP) covering the period 2008 to 2016.<\/li>\n<li>The anticipated follow on project, SuNMaP2 has been designed to strengthen the management and technical capacity of NMEP, State Malaria Elimination Programme (SMEP) and their stakeholders to drive the implementation of the National Malaria Strategic Plan, 2014 to 2020 and achieve its ambitious targets.<\/li>\n<li>This will include short term technical assistance and technical assistance embedded in NMEP in key areas of programme management, evidence generation and use, and capacity building across all project outputs and ultimately reducing Nigeria\u2019s malaria burden and strengthening the Government of Nigeria\u2019s health systems capacity to ensure long term programme and impact sustainability.<\/li>\n<\/ul>\n<p><strong>Job Purpose<\/strong><\/p>\n<ul>\n<li>To provide health communications, promotion, gender mainstreaming, and implementation support to all SuNMaP 2 project activities in the state.<\/li>\n<\/ul>\n<p>Scope of Work:<\/p>\n<ul>\n<li>This role involves implementation of communications activities which include social mobilisation and social behaviour change communication (SBCC), advocacy. It also involves mainstreaming of gender and equity related issues in programme planning, implementation and evaluation for the state. Other areas within the scope are documentation and dissemination of learnings and external communications\/ public relations.<\/li>\n<li>S\/he will implement these activities according to the communications strategies of the country office, the projects\u2019 activity planning and under the guidance of the SBCC Specialist. S\/he will also ensure an appropriate level of relevant visibility for the project among stakeholders through engagement with the media, regional events and other relevant forums.<\/li>\n<\/ul>\n<p>Key Working Relationships:<\/p>\n<ul>\n<li>The Officer directly reports to the State Malaria Service Delivery Expert and indirectly to the SBCC specialist. It also involves working closely with the project\u2019s partners, including the media, state health teams, health workers and VHTs. Last updated: 30\/10\/2018<\/li>\n<\/ul>\n<p><strong>Key Accountabilities<\/strong><br \/>\nSocial and Behaviour Change Communication (SBCC) \u2013 40%:<\/p>\n<ul>\n<li>Provide input to all aspects of SBCC strategy development, implementation and evaluation including communication initiatives, training and capacity building, mass media, community\/social mobilization, interpersonal communication, and media\/materials development.<\/li>\n<li>Provide technical assistance to support planning, development, coordination, and implementation of BCC materials in print and electronic formats.<\/li>\n<li>Liaise with programme and other technical staff for the development and coordination of SBCC activities especially at planning and at implementation in selected communities.<\/li>\n<li>Review research, programme, and media reports; and share\/apply relevant findings to inform programmatic reviews and decisions.<\/li>\n<li>Seek, identify and share innovative program approaches in response to changing priority areas and other condition.<\/li>\n<li>Provide accurate budget and activity reports in adherence to the agreed timeline or monitoring of the EGeM component of the malaria programme in the focal state<\/li>\n<li>Support the collection, analysis, sharing and application of relevant and current data on EGeM; in close coordination with M&amp;E officer.<\/li>\n<li>Ensure gender, poverty and social development issues are incorporated and implemented in all the malaria components, including training, capacity building, and development programs both at institution and community levels.<\/li>\n<li>Ensure implementation and monitoring of the Gender and social inclusion action plan.<\/li>\n<li>Provide inputs regarding EGeM for all training programs, both at institution and community levels.<\/li>\n<li>Maintain regular communication on EGeM in relation to malaria with relevant partners and stakeholders project background<\/strong><br \/>\nThe Nigeria Country Office in Abuja, started operations in 2008, through the DFID\/UKaid funded Support To National Malaria Programme, SuNMaP (2008 \u2013 2016).The office had presence in 23 states of the country and has managed at various times, about 15 programmes and projects. It follows the mandate of the parent organization in Nigeria and has been working specifically in the following areas:<\/p>\n<ul>\n<li>Malaria control\/elimination<\/li>\n<li>Integrated community case management (iCCM) for malaria, pneumonia and diarrhoea<\/li>\n<li>Nutrition<\/li>\n<li>Neglected tropical diseases (NTDs)<\/li>\n<\/ul>\n<p>Malaria Consortium has recently become a sub-recipient for the new grant of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GF) under the National Malaria Elimination Programme (NMEP) and Catholic Relief Services as the principal recipients.<\/p>\n<p>The goal of the grant is to contribute towards reducing the malaria burden to preelimination levels and bringing malaria-related mortality to zero by 2020 in Nigeria.<\/p>\n<p>This project aims to achieve seven objectives while delivering high quality malaria services in 14 states (MC implementing in 7 of the states \u2013 Kano, Kaduna, Jigawa, Niger, Yobe, Gombe and iCCM only in Kebbi and Niger) through improved service delivery mechanisms, demand creation and health system strengthening strategies.<\/p>\n<ul>\n<li>To ensure at least 80% of targeted population utilizes appropriate preventive measures by 2020<\/li>\n<li>To test all care-seeking persons with suspected malaria using RDT or microscopy by 2020<\/li>\n<li>To treat all individuals with confirmed malaria seen in private or public facilities with effective anti-malarial drug by 2020<\/li>\n<li>To provide adequate information to all Nigerians such that at least 80% of the populace habitually takes appropriate malaria preventive and treatment measures as necessary by 2020<\/li>\n<li>To ensure the timely availability of appropriate antimalarial medicines and commodities required for prevention and treatment of malaria in Nigeria wherever they are needed by 2018<\/li>\n<li>At least 80% of health facilities in all LGAs report routinely on malaria by 2020<\/li>\n<li>To strengthen governance and coordination of all stakeholders for effective program implementation towards an \u201cA\u201d rating by 2018 on a standardized scorecard<\/li>\n<\/ul>\n<p><strong>Job Purpose<\/strong><\/p>\n<ul>\n<li>The Accounts Officer will provide a cashier function and accounting services of maintaining proper financial records of all transactions in accordance with MC financial procedures to the respective field offices in the zone.<\/li>\n<\/ul>\n<p><strong>Scope of Work<\/strong><\/p>\n<ul>\n<li>The Accounts Officer will be responsible for timely posting of all Invoices approved and paid, petty cash management and banking, filing of field office monthly financial information inclusive of payment vouchers, bank information, financial correspondence etc. S\/he will also ensure orderliness within the finance department.<\/li>\n<li>The Accounts officer will deals with all cash receipts and payments as well as advising the Project Manager, Technical Officer and Financial Accountant on the arising financial matters and sharing area of concern with suggested solution.<\/li>\n<\/ul>\n<p><strong>Key Working Relationships\u00a0<\/strong><\/p>\n<ul>\n<li>The Accounts officer (AO) will be a staff in the state and will report to the project manager while interacting directly with other staff including operations officer, administrative officer and other technical staff in the field office.<\/li>\n<li>S\/he will also work with stakeholders, Local government and communities in the state.
