We are recruiting to fill the position below:<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Job Title:\u00a0Site Planner\u00a0<\/strong><br \/>\n<strong>Location:<\/strong>\u00a0Maiduguri, Borno<br \/>\n<strong>Classification:<\/strong> Professional Staff, Grade P2<br \/>\n<strong>Type of Appointment:<\/strong> Special short-term graded, Six months with possibility of extension<br \/>\n<strong>Estimated Start Date:<\/strong> As soon as possible<br \/>\n<strong><br \/>\nContext<\/strong><\/p>\n<ul>\n<li>Under the overall supervision of the Head of Sub-Office and the direct supervision of the Shelter Programme Manager, the successful candidate will be a key member of IOM Shelter unit, responsible for assisting with identifying sites and developing site plans to provide safety and dignity for displaced populations. In particular, he\/she will:<\/li>\n<\/ul>\n<p><strong>Core Functions \/ Responsibilities<\/strong><\/p>\n<ul>\n<li>Contribute to the development of site plans in coordination with the Shelter, NFI and CCCM Sector, inter-sector working groups, relevant government authorities and other actors, for both new sites, site extensions, consolidation or improvement, and including contingency plans for population flux.<\/li>\n<li>Verify if site plans and sites under development meet basic technical criteria of land availability\/property, accessibility, security, topography, water resources, absorption capacity, and adequate terrain for proper sanitation facilities and acceptable humanitarian standards are taken into consideration while selecting potential sites. Bring issues and short falls to the attention of the supervisor.<\/li>\n<li>Check that site plans and designs take into consideration protection issues such as SGBV (Sexual and Gender Based Violence) and the specific needs of women, men, girls and boys. The security and privacy of the people of concern, the adequate location of sanitary\/health facilities, communal services and distribution areas should also be verified.\u00a0 Bring issues and short falls to the attention of the supervisor.<\/li>\n<li>Liaise with key actors for implementation of site plans. Check that site works and phasing are in line with site development plans.\u00a0 Coordinate particularly with WASH sector when it comes to incorporating the drainages in site plans of existing camps.<\/li>\n<li>Provide technical support and relevant training to members of IOM Shelter Unit in site planning.<\/li>\n<li>In coordination with the Shelter Programme Manager and Shelter Project Officer, evaluate the needs and resources of IDPs in terms of shelter and site planning, with participation of the community and taking into consideration the implementation partners\u2019 views and in recommending appropriate solutions and verifying that sites meet needs. Provide information on matters related to the procurement of site planning equipment, including assisting with the development of technical specifications and the review\/inspection of the quality of products\/works.<\/li>\n<li>In coordination with the Shelter Programme Manager and Shelter Project Officer, provide technical guidance and supervision in shelter and construction activities and refurbishment of existing housing units.<\/li>\n<li>Prepare lay out, bill of quantities, assist in calling for bids, provide the technical evaluation, assist in preparing the contractual agreements and supervise the work of successful contractors.<\/li>\n<li>Conduct technical feasibility studies (site assessments) for identification of adequate sites in close coordination with local authorities and implementing partners.<\/li>\n<li>Conduct site assessments (of existing and potential sites) to determine the viability of sites and absorption capacity, and to detail works needed to improve drainage, mitigate hazard or any other improvement required to make the sites viable for the wet season.<\/li>\n<li>Contribute to the development of, in close coordination with National Emergency Management Committee (NEMA), State Emergency Management Committee (SEMA), implementing partners and other stakeholders, site plans and their implementation modalities, including construction\/rehabilitation of latrines, water points, etc., considering the overall needs of target groups, their cultural preferences and the concerns of the local communities.<\/li>\n<li>Perform other duties as may be assigned.<\/li>\n<\/ul>\n<p><strong>Required Qualifications and Experience<\/strong><br \/>\nEducation:<\/p>\n<ul>\n<li>Master\u2019s degree in Architecture, Engineering, Urban Planning, Civil Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or<\/li>\n<li>University degree in the above fields with four years of relevant professional experience.<\/li>\n<\/ul>\n<p><strong>Experience:<\/strong><\/p>\n<ul>\n<li>Knowledge of computer graphics and mapping software, as well as the capacity to use mapping tools (GPS) and related software (map info etc.) Knowledge of CAD\/CAM is essential; versatile in use of design related software and ability to prepare schedules\/bills of quantities and estimating cost;<\/li>\n<li>Understanding of complex social-political environments;<\/li>\n<li>Ability to work under extreme pressure in difficult conditions while maintaining security awareness;<\/li>\n<li>Flexibility and focus on processes and their improvements.<\/li>\n<li>Training and experience in rural development, Urban and physical planning;<\/li>\n<li>Experience in direct construction supervision and management;<\/li>\n<li>Experience working with low-income communities and government counterparts preferred;<\/li>\n<li>Experience with common engineering-related software;<\/li>\n<li>Previous working experience in humanitarian assistance programmes;<\/li>\n<li>Ability to manage and lead a group of technical experts and to coordinate with technical counterparts, NGOs and local authorities;<\/li>\n<\/ul>\n<p><strong>Languages:<\/strong><\/p>\n<ul>\n<li>IOM\u2019s official languages are English, French and Spanish.<\/li>\n<li>For this position, fluency in English is required (oral and written).
